Tatsächlich sieht es so aus, dass gerade Kinder in unserer Gesellschaft, aus unterschiedlichen Beweggründen, in Armut leben, womit nicht nur materielle Einschränkungen gemeint sind. Die Auswirkungen der Armut sind mehrdimensional, wie wir in der folgenden Arbeit darlegen werden. Ziel dieser Arbeit ist es zu untersuchen in welchem Ausmaß Kinder und Jugendliche von Armut betroffen sind, welche ursächlichen Faktoren dieser Armut vorausgehen, welche Gruppen besonders armutsgefährdet sind und schließlich auch, wie die Folgen für die Betroffenen aussehen. Dazu liegen uns der Düsseldorfer Armutsbericht (1998) und der Sozialbericht der AWO „Gute Kindheit – schlechte Kindheit“ (2000)vor. Weiterhin werden wir aufzeigen welche Faktoren für das „Wohlergehen“ des Kindes maßgebend sind und wie eine Basisfürsorge vernachlässigter Kinder und Jugendlicher aussehen könnte. Des weiteren sollen Strategien vorgestellt werden, die zu einer Verbesserung und Sicherung der Lebensgrundlagen von Kindern und Jugendlichen beitragen könnten.

Es wird unter anderem näher auf die Themen Kinderarmut als Herausforderung für die Soziale Arbeit, Sozialarbeiterische Handlungsansätze zur Armutsbekämpfung, Sozialarbeiterische Inter-ventionsebenen und die Gemeinwesenarbeit eingegangen. Das Thema „Kinderarmut“ wird seit der Bekanntmachung des Hartz-IV-Gesetzes, dass ab dem 1. Jannuar 2005 greifen soll und eine neue Regelung der Arbeitslosenhilfe, sowie Sozialhilfe beinhaltet, vertieft in die sozialpolitische und gesellschaftliche Diskussion gerückt. Die Neuformierung der Arbeitslosenhilfe und der Sozialhilfe zum so genannten „Arbeitslosengeld II“, bedeutet u. a. auch, dass verstärkte Kontrollinstanzen der Bundesagentur für Arbeit über die Annahme von den zugeteilten Arbeitsplätzen wachen. Zudem besteht die Gefahr dass eine Arbeit im Niedriglohnsektor nicht genug Geld abwirft, um eine Familie ernähren zu können. Wenn ein zugeteilter Arbeitsplatz seitens des Leistungsbeziehers nicht wahrgenommen wird, so drohen ihm wiederum Kürzungen der Leistungsbezüge und die Hilfe sinkt dann unter das Sozialhilfeniveau. Somit werden in Zukunft mehr Familien und Kinder von Armut betroffen sein und dadurch zu einem wichtigen Aspekt bei der Auseinandersetzung in der Sozialpolitik und der Sozialen Arbeit werden. Die Kinderarmut ist in erster Linie auf die Erwachsenenarmut zurückzuführen. Die Soziale Arbeit darf die Kinderarmut somit nie isoliert betrachten, sondern muss sie immer im familiären Kontext, sowie in ihrer sozialräumlichen und milieugebundenen Ausprägung sehen. Nach Margherita Zander ist es wichtig, dass sich bei der Bekämpfung der Armut in Deutschland unterschiedliche Interventionsinstanzen gegenseitig beeinflussen und bedingen. Somit sollte es eine wissenschaftliche, eine (sozial)politische und eine (sozial)pädagogische Ebene für die Bekämpfung der Armutsproblematik geben.

Diesbezüglich sollte sich ebenso mit der Frage auseinandergesetzt werden, ob eine reine Sicherung der Existenz alle Faktoren, die ein Mensch zum Leben benötigt zwingend mit einbezieht und was mit Kindern und Jugendlichen, in diesem Kontext passiert. Trotz unterschiedlicher Sozialleistungen zum Schutze der Menschenwürde, können dennoch viele Familien in Deutschland von Armut betroffen sein.
