Available in PDF, EPUB and Kindle. Book excerpt: This book covers recent advances in efficiency evaluations, most notably Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA) methods. It introduces the underlying theories, shows how to make the relevant calculations and discusses applications. The aim is to make the reader aware of the pros and cons of the different methods and to show how to use these methods in both standard and non-standard cases. Several software packages have been developed to solve some of the most common DEA and SFA models. This book relies on R, a free, open source software environment for statistical computing and graphics. This enables the reader to solve not only standard problems, but also many other problem variants. Using R, one can focus on understanding the context and developing a good model. One is not restricted to predefined model variants and to a one-size-fits-all approach. To facilitate the use of R, the authors have developed an R package called Benchmarking, which implements the main methods within both DEA and SFA. The book uses mathematical formulations of models and assumptions, but it de-emphasizes the formal proofs - in part by placing them in appendices -- or by referring to the original sources. Moreover, the book emphasizes the usage of the theories and the interpretations of the mathematical formulations. It includes a series of small examples, graphical illustrations, simple extensions and questions to think about. Also, it combines the formal models with less formal economic and organizational thinking. Last but not least it discusses some larger applications with significant practical impacts, including the design of benchmarking-based regulations of energy companies in different European countries, and the development of merger control programs for competition authorities.

The use of this tool for performance improvement through systematic search and adaptation of leading practices, has expanded globally during the past decade. Many ongoing projects worldwide aim to address different needs and objectives, in varying contexts, with outstanding results and impact. Benchmarking Water Services provides valuable information to everyone interested in benchmarking in the water industry. The text is aimed at utilities considering joining a benchmarking project, experienced practitioners in charge of organizing a benchmarking exercise, consultants, regulators and researchers. The document is presented with a clear practice oriented approach and can be used as a how-to-benchmark guide presented from different perspectives (participants, organizers, supervising bodies). Readers will gain practical insight on real life benchmarking practices and will benefit from the experiences gained in some of the leading benchmarking projects of the water industry (including the IWA-WSAA benchmarking efforts, the European Benchmarking Co-operation and the several benchmarking projects carried out in Austria and Central Europe). The manual also presents the new IWA Benchmarking Framework, which aims to harmonize the terms used to describe benchmarking and performance indicators practices in the water industry, guaranteeing a more fluent and efficient communication. This Manual of Best Practice is edited by the IWA Specialist Group on Benchmarking and Performance Assessment, and co-published by AWWA and IWA Publishing. Praise for Benchmarking Water Services: "The continual trend of conceptual to specifics throughout the book provides for an educational experience each time the book is either casually perused or carefully studied." Book excerpt: Widening economic and social gaps among EU member states, as well as among different groups and categories of citizens within society, are not only placing in jeopardy the future of Social Europe but threatening to undermine also the whole project of European integration. The post-2008 recession and debt crisis, helped along by EU leaders’ obstinate clinging to the failing remedies of fiscal austerity, have accelerated the disenchantment of millions of European citizens with the half-century-old project to build and consolidate a European Union. This is one of the most striking conclusions of the ETUI’s Benchmarking Working Europe report for 2013. Benchmarking Working Europe is one of the ETUI’s regularly appearing flagship publications. Issued annually since 2002, the report offers an alternative perspective on EU developments. Using publicly accessible data, it reveals what is actually going on behind the EU social and economic affairs headlines. After last year’s issue focused on growing inequality in Europe, this year’s Benchmarking Working Europe report will demonstrate by means of hard-hitting graphs and cogent arguments that Europe is, rather than converging, actually drifting apart in numerous respects.

Book excerpt: Systems for Online Transaction Processing (OLTP) and Online Analytical Processing (OLAP) are currently separate. The potential of the latest technologies and changes in operational and analytical applications over the last decade have given rise to the unification of these systems, which can be of benefit for both workloads. Research and industry have reacted and prototypes of hybrid database systems are now appearing. Benchmarks are the standard method for evaluating, comparing and supporting the development of new database systems. Because of the separation of OLTP and OLAP systems, existing benchmarks are only focused on one or the other. With the rise of hybrid database systems, benchmarks to assess these systems will be needed as well. Based on the examination of existing benchmarks, a new benchmark for hybrid database systems is introduced in this book. It is furthermore used to determine the effect of adding OLAP to an OLTP workload and is applied to analyze the impact of typically used optimizations in the historically separate OLTP and OLAP domains in mixed-workload scenarios.

Available in PDF, EPUB and Kindle. Book excerpt: Since 2001, the ETUC and ETUI have produced Benchmarking Working Europe for the European Social Summit to draw attention to the state of working Europe. This publication aims to provide a genuine benchmarking exercise applied to the world of labour and social affairs grounded in effective labour and social rights. It establishes what progress – or lack of it – has taken place in selected areas of significance for social Europe and of importance to the trade unions. This year’s edition of Benchmarking Working Europe focuses on what we see as one of the root causes of the great recession, namely the issue of inequalities going far beyond income inequality. Growing inequalities lead to growing feelings of injustice and lack of social cohesion both within and across countries, and at the same time, to a loss of human potential in its broadest sense. In this respect, this publication raises serious concerns as to the current direction of social and labour rights in the European Union. Four main messages which we would like to highlight are: 1. Social inequality, in its many forms, is worsening in nearly all EU countries, and not only on account of the succession of financial, economic and debt crises. 2. Between the EU member states, the trend for the poorer economies to catch up with the richer ones, leading to greater convergence has been halted and even reversed. 3. The European discourse that new post-crisis growth will solve the temporary phenomenon of rising inequalities is fundamentally flawed. The link between growth and equality has snapped and the tide is no longer rising for all. 4. The political remedies must in future focus on a redistribution and ‘deconcentration’ of wealth.

This unique book defines a formal way to benchmark. You'll learn how to prepare your organization, measure performance, and implement best practices as well as learning the five key steps of benchmarking, the arguments against benchmarking—and why you should disregard them, how benchmarking differs from evaluation and assessment, how to form a benchmarking team, how to create a “success equation” that helps you measure your organization’s performance, how to make sure to measure what matters, how to choose your benchmarking partners—and what you can learn from the “wrong” partner, and how to overcome staff resistance to benchmarking. Practical tools help you benchmark what matters Real-world examples illustrate benchmarking in action. Exercises and worksheets guide you through processes such as drafting a benchmarking plan; identifying and analyzing the things in your organization that need improvement; prioritizing which processes to focus on; identifying your CTQ (critical to quality) outcomes; and more. The way to survive as a nonprofit in today’s market is to thrive. With so many organizations seeking the same dollars, only the best will endure. Benchmarking ensures that your organization is always operating at peak performance. It’s something you can’t afford not to do—especially since you can do it for free!

Book excerpt: With international focus on good governance and parliamentary effectiveness, a standards-based approach involving benchmarks and assessment frameworks has emerged to evaluate parliament's performance and guide its reforms. The World Bank's has been a leader in the development of these frameworks, stewarding a global multi-stakeholder process aimed at enhancing consensus around parliamentary benchmarks and indicators with international organizations and parliaments across the world. The results so far, some of which are captured in this book, are encouraging: countries as diverse as Australia, Canada, Ghana, Sri Lanka, Tanzania and Zambia have used these frameworks for self-evaluation and to guide efficiency-driven reforms. Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. In doing so, we are helping make parliaments themselves more accountable to citizens and more trusted by the public.
