Telecommunication industry is considered to be one of the key enablers for the present government's 'Digital Bangladesh' vision. The government has laid out strategies in important national priority areas (e.g., education, healthcare, agriculture, etc.) to integrate telecom based solutions for ensuring a sustainable future growth. But in reality, the government is not following up its words with actions. Based on the findings from LIRNEasia's Telecom Regulatory Environment Survey of 2011 among the key industry stakeholders, the paper analytically explores the reasons behind Bangladesh's below par achievements in Mobile, Fixed, and Broadband industries. Failure in developing an effective policy framework, absence of an independent regulatory body and long term planning, and de-liberalization of telecom regulatory process with high level of uncertainty have been identified by this research as some of the primary challenges in the Bangladeshi telecom sector. In order to address the challenges identified, the paper proposes a set of recommendations in the areas of licensing process, universal service obligation, anti-competitive practices, and quality of service. Establishment of an effective and independent regulatory body, market based approach for international connectivity, addressing the bottlenecks to ensure better QoS (across the industry), transparent licensing process based on market value, private participation in USO related activities- are some of the major ways identified by this research, which should help Bangladesh to overcome the present policy-implementation disconnects and positively assist towards establishing a true, equitable 'Digital Bangladesh'

Bangladesh’s ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. This includes one of its greatest development challenges: to provide gainful employment to the over 2 million people that will join the labor force each year over the next decade. Moreover, only 54.1 million of its 94 million working age people are employed. Bangladesh needs to use its labor endowment even more intensively to increase growth and, in turn, to absorb the incoming labor. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags ; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government’s reform efforts. This third volume provides in-depth analysis of eight different manufacturing and services sectors of the Bangladeshi economy, which help to illustrate the thematic analysis of volume 2 and ground it in sector experiences. Besides pointing to cross-cutting themes, the analysis also highlights some specific issues and actions that could help relieve constraints to faster export growth in these sectors.

Using Uganda as a case study, it analyses the relevant provisions of the law governing competition in the telecommunications sector, and presents three key findings: Firstly, while there is comprehensive legislation on interconnection and spectrum management, inefficient enforcement of the legislation has perpetuated concerns surrounding spectrum scarcity and interconnection. Secondly, the legislative framework governing anti-competitive behaviour, though in line with the established principles of competition law, is not sufficient. Specifically, the framework is not equipped to govern the conduct of multinational telecommunications groups that have a strong presence in the telecommunications sector. Major factors hampering efficient competition regulation include Uganda’s sole reliance on sector-specific competition rules, restricted available remedies, and a regulator with limited experience of enforcing competition legislation. The weaknesses in the framework strongly suggest the need to adopt an economy-wide competition law. Lastly, wireless technology is the main means through which the population in Uganda accesses telecommunications services. Greater emphasis should be placed on regulating conduct in the wireless communications markets.

Figure 1 shows the market as (at December 26 2005) GrameenPhone is the largest operator in terms of subscribers, controlling 60 percent of the market. This case study will look specifically at the case of mobile telephone use in Bangladesh, focusing on what are known as 'Village Phone' connections provided by GrameenPhone (GP, currently the largest mobile operator in the country) in collaboration with Grameen Bank (one, if not the largest microfinance institutions in the country) and Grameen Telecom Company (a not-for-profit rural telecom company).

The collected data was analyzed with the help of SPSS by applying the regression test. The paper used analyses based on innovation capability and test the hypothesized relationships among the variables. Four hypotheses were developed in order to test the relationship between these variables and innovative capabilities of telecom sector organization in Bangladesh. A multivariate linear regression analysis was done to investigate factors of organizations is related to innovative capability. Findings of the study support the hypotheses and present the relationship between learning strategy, trust culture, flexible structure & design with innovative capability. A positive link was found in the trust culture of an organization and innovative capability and flexible structure & design and innovative capability. Further research can be extended in other industries in Bangladesh as well as other countries with a larger sample which may bring more statistical power and will thereby increase generalizability.
