The chapters, written by 20 international authors, focus on four periods where astronomers were particularly active in international relations: 1. The WWI period, the epoch of the creation of the IAU, in the context of the simultaneous creation of other scientific unions. The book also singles out the important role of A.S. Eddington and his network “across forbidden borders”. 2. The Cold war period and its consequences, when several countries were divided between opposite blocs. “The China crisis” is told here from different viewpoints by Chinese astronomers, both from the mainland and from Taiwan, in parallel with the evolution of astronomy in South and North Korea. Germany’s twisted path in its membership of the IAU, from its admission in 1951 to its reunification in 1991 is shown as another example. 3. The book then highlights a third period, when radio astronomers, in particular, were very active in “building bridges” between East and West. It also tells the history of how the apparently innocuous issue of the “lunar nomenclature” became extremely sensitive. The part ends on two chapters on Russian robotic missions and lunar surface features as well on the Russian participation in the “International Virtual Observatory” project. 4. The fourth part reports for the first time on the “hidden story” of the relations between the IAU and the United Nations after the “Moon race” when the United Nations decided to challenge the IAU’s authority on “extraterrestrial names”. The final chapter reviews how twenty years later UNESCO and the IAU had become strong partners in the difficult, but highly successful organization of the International Year of Astronomy (2002-2009), and of the “Astronomy and World Heritage” intitiative (2008).

Book excerpt: Astrometry is on the threshold of great changes due to the fact that this decade, alone, is witnessing an improvement of stellar positions equivalent to the total improvement of the previous two centuries. The Hipparcos Satellite has concluded its observations, and the catalog is in preparation. Preliminary results assure that the Hipparcos catalog will provide positions, parallaxes and annual proper motions for over 100,000 stars with accuracies of 1.5 milliarcseconds. In addition, the Tycho catalog will provide positions of about 30 milliarcseconds accuracy for over 1 million stars, and annual proper motions with 3 milliarcsecond accuracy will subsequently be ob tained by means of first epoch positions from the Astrographic Catalog. Optical interferometers on the ground are beginning operation, and these instruments can provide observational accuracies of approximately one milliarcsecond. Also, the traditional reference frame based on the Fun damental Catalog of bright stars is being replaced by the extragalactic ref erence frame, based on radio sources with accuracies of one milliarcsecond. Thus, astrometry will change from a fundamental reference frame defined in terms of the dynamical reference frame of the solar system with accuracies of 100 milliarcseconds to a space-fixed, extragalactic reference frame with accuracies of one milliarcsecond. Future astrometric observations should be in the 1 -100 milliarcsecond accuracy range. There are a number of concepts for future astrometric instruments in space. Most of these can provide sub-milliarcsecond astrometric accuracies.

Through a layer of tropical clouds, the setting Sun is bleakly illuminating the tall white highrises of Panama City on the port side. It took a full day to cautiously move through the whole system of locks and cuts. Back in the stateroom, I open again a working copy of this book and type down this foreword on the pocket computer. The last chapter was received the day before while speeding through the Caribbean Sea and my main work as Editor is now over. It has been a real pleasure and a great honour to be given the oppor tunity of compiling this book and interacting with the various contributors through the latest technologies while being sometimes in geographically very different places. The quality of the authors, the scope of experiences they cover, the messages they convey make of this book a unique and timely publication. This Working Group was instigated during the XXIst meeting of the General Assembly of the International Astronomical Union in Buenos Aires in 1991, and represented a merging of the former formal lAU Working Group on 'Astronomical Photography' and the informal 'Digitised Optical Sky Surveys' Working Group. Dr. Richard West was 'invited' to be Chairperson, and hence was given the daunting task of organising the Group from scratch. The very fact that the first conference after only two years was a major lAU Symposium says much about the determination and enthusiasm of Richard West to fulfilling the aims of the new Working Group. The siting of the conference in Potsdam in formerly East Germany provided an excellent opportunity to advantage from the political changes in Eastern Europe. Good access to the meeting was possible by scientists from Eastern European countries, allowing exchange of information on the very important Wide-Field facilities in both East and West, information on the rich archives of photographic plates that exist in both East and West, and allowing discussions between scientists facing very similar problems in both East and West.
