It is vulnerable to unlawful acts of interference such as hijackings, bombings or sabotage. To deal with the emergence of such threats in the early 1970s, the International Civil Aviation Organisation (ICAO), which was established by the Chicago Convention in 1944, developed Annex 17 to the convention. This Annex sets out the broad parameters of the world aviation security regime with which more than 170 contracting states to the Chicago Convention must comply. The primary objective of the audit was to assess the economy, efficiency and effecitveness of the Department of Transport and Regional Development's implementation of Annex 17 in the Australian aviation environment.

Book excerpt: This book addresses new technologies being considered by the Federal Aviation Administration (FAA) for screening airport passengers for concealed weapons and explosives. The FAA is supporting the development of promising new technologies that can reveal the presence not only of metal-based weapons as with current screening technologies, but also detect plastic explosives and other non-metallic threat materials and objects, and is concerned that these new technologies may not be appropriate for use in airports for other than technical reasons. This book presents discussion of the health, legal, and public acceptance issues that are likely to be raised regarding implementation of improvements in the current electromagnetic screening technologies, implementation of screening systems that detect traces of explosive materials on passengers, and implementation of systems that generate images of passengers beneath their clothes for analysis by human screeners.

Available in PDF, EPUB and Kindle. Book excerpt: Australia has an enviable record for airline safety - No one has ever died in an accident involving a commercial jet aircraft in Australia. The reasons behind this have been the source of much speculation and theories tend to focus on issues related to the natural environment and even luck. However, with human error being present in arguably 100% of aircraft accidents, it seems reasonable that a good safety record is at least partly the consequence of human intervention. This text uses Australian aviation as a case study of a safe system to explore the interactions between the natural, operational and human environments. Based on doctoral research including a major survey of pilot and air traffic controller perceptions, the book is unusual in that it looks at positive examples in safety rather than taking the traditional reactive approach to safety deficiencies.

Book excerpt: Aviation has played an important part in shaping Australia’s culture and history through the course of the twentieth century. Australia embraced aviation from its earliest days, eagerly responding to its potential to cover a challenging country, to bring far-flung communities closer and to provide services that could not be delivered any other way. Add the romance of pioneer heroes, the vital role of aviation in wartime and the capacity to deliver aid to people in need in Australia and beyond, and it is clear why aviation is at the heart of Australia’s recent history. This book aims to set out the major themes that characterise Australia’s aviation history for a broad audience and to provide a foundation for a broader discussion, and for further research, about how aviation transformed Australia. Connecting the Nation is a vital and timely introduction to the history of civil aviation in Australia as we prepare for the centenary of civil aviation services in 2020.

Available in PDF, EPUB and Kindle. Book excerpt: Because of 9/11, there is universal recognition that aviation security is a deadly serious business. Still, around the world today, the practice of aviation security is rooted in a hodgepodge of governmental rules, industry traditions, and local idiosyncrasies. In fact, nearly seven years after the largest single attack involving the air transport industry, there remains no viable framework in place to lift aviation security practice out of the mishmash that currently exists. It is the ambitious intent of Aviation Security Management to change that. The goals of this set are nothing less than to make flying safer, to make transporting goods by air safer, and to lay the foundation for the professionalization of this most important field. This dynamic set showcases the most current trends, issues, ideas, and practices in aviation security management, especially as the field evolves in the context of globalization and advances in technology. Written by leading academic thinkers, practitioners, and former and current regulators in the field, the three volumes highlight emerging and innovative practices, illustrated with examples from around the world. Volume 1 takes a penetrating look at the overall framework in which aviation security management has taken place in the past and will likely do so in the foreseeable future. It covers the major areas of focus for anyone in the aviation security business, and it provides a basis for educational programs. Volume 2 delves into the emerging issues affecting aviation security managers right now. Volume 3: Perspectives on Aviation Security Management covers the full spectrum of international aviation security-related issues. It will serve as part of the foundation for the next generation of research in the area in both a business and cultural context. Collectively, these volumes represent the state of the art in the field today and constitute an essential resource for anyone practicing, studying, teaching, or researching aviation security management.

Book excerpt: The aviation industry has borne the full force of the global financial crisis. The combined effect of excess capacity, weakening yields and escalating fuel costs has created, for the aviation environment, the "perfect storm". In the past 18 months more than 40 airlines have collapsed while those that remain fight for their survival. World-wide, governments and regulatory agencies are pursuing new directions and aviation policies with increased liberalisation and open skies agreements to create greater efficiencies for the industry while maintaining effective legislative and safety oversight. The constant challenge of any technical publication is that it remains current and relevant. AVIATION LAW IN AUSTRALIA, 3rd Edition has been thoroughly revised and expanded to meet this challenge in providing a comprehensive account of all aspects of aviation law for anyone personally or professionally involved in aviation. In Australia the dynamics and volatility of the domestic aviation sector possess its own unique challenges. The third edition of AVIATION LAW IN AUSTRALIA reviews the recent regulatory and industry developments and new legislative requirements, including the mandating of Safety Management Systems for air operators, new security and environmental standards, and a review of CASA's entire Regulatory Reform Program. According to Darwinian Theory it is not necessarily the largest or the strongest that survive but those that are best able to adapt to a changing environment. AVIATION LAW IN AUSTRALIA, 3rd Edition provides a definitive and practical survival guide to the legal complexities of this hostile but exciting world of aviation.
