Book excerpt: The present study examined automatic target cueing (ATC) and target localization performance using 4 ft resolution synthetic aperture radar (SAR) imagery collected during the Theater Missile Defense Eagle Smart Sensor ATC (TESSA) program at Eglin Air Force Base, FL. Twelve observers viewed 360 SAR images that varied in terms of aiding (unaided versus aided) and the amount and type of background foliage ("open," "treeline, " and "sparse" sites). All images contained the target to be detected, a transporter-erector-launcher (TEL), as well as two support vehicles. In the aided condition, each image was presented with four cue boxes to identify the ATC's target designations. The same set of 180 images was also presented in a separate unaided block without cues. After viewing each SAR patch map, participants identified the location of the TEL and rated their confidence in their decision. Overall, ATC cueing at the 4 ft resolution enhanced operators' confidence in their decision making but did not alter their localization accuracy, perceptual sensitivity (d'), or speed relative to the unaided condition. Further analysis revealed, however, that a critical determinant of operator performance and confidence was the "reliability" of the ATC. If all of the ATC's cues were false alarms, performance was worse than if no aiding had been provided at all. On the other hand, performance was most effective when the majority of the cues were centered over man-made vehicles. Finally, clutter in the form of background foliage degraded localization accuracy, sensitivity, reaction time, and operator confidence. As revealed by the present findings, when unaided performance is exacerbated by factors such as high background clutter, the assistance of a reliable ATC may be most beneficial.

Book excerpt: Automatic Target Recognition (ATR) is a pattern recognition technique used to detect targets in a defined area of interest. The objective of the research was to discover the potential of applying ATR to Synthetic Aperture Radar (SAR) images and to explore the opportunities of employing Hausdorff Distance Transform (HDT) on multiple feature sets.

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation deals with techniques that enhance the detection of ground targets by airborne radar. The methods employed deal with the problem of air to ground detection by breaking the problem into two broad categories. The first category deals with improving detection of moving targets by using space-time adaptive processing (STAP) in a multistatic configuration. Mult-static STAP provides increased detection performance by observing targets from multiple perspectives. Multiple viewing perspectives afford more opportunities to the combined system for observing radial velocity of the target more directly, thus increasing Doppler that helps distinguish the target from background clutter. Detection performance also improves through an increased number of independent observations of a target, which reduces the likelihood of the target fading for the combined system. Increasing detection performance by increasing the number of independent observationsis referred to in communications theory as channel diversity. The second part of this dissertation deals with the problem of distinguishing stationary targets from background clutter within a Synthetic Aperture Radar image. Stationary target discrimination is accomplished by exploiting the statistical nature of multifaceted metallic objects within a scene. The performance improvement for both moving and non-moving improvement methods is characterized and compared to other systems that attempt to accomplish the same end using different means.

Book excerpt: The grant supported research on techniques for recognizing targets in visible, infrared, laser radar, synthetic aperture radar and high-range aperture radar data. Empirical probability density functions of 'probe values' gives rise to a method of estimating probability that a target of known shape is present. Two-stage Constant False Alarm rate detectors were introduced to reduce the PA rate in the presence of SAR speckled images. A complete algorithm for wide-area site models using polarimetric SAR was developed. Multiscale methods were introduced into HRR classification with an improvement in performance. Operator-theoretic methods were successfully employed in the important area of detection and location of roads and nearby targets.

Available in PDF, EPUB and Kindle. Book excerpt: A new algorithm is presented for Automatic Target Recognition (ATR) using High Range Resolution (HRR) profiles as opposed to traditional Synthetic Aperture Radar (SAR) images. ATR performance using SAR images degrades considerably in case of moving targets due to blurring caused in the cross-range domain. ATR based on HRR profiles, which are formed without Fourier transform in the cross-range, is expected to have superior performance for moving targets with the proposed method. One of the major contributions of this project so far has been the utilization of Eigen-templates as ATR features that are obtained via Singular Value Decomposition (SVD) of HRR profiles. SVD analysis of a large class of HRR data revealed that the Range-space eigenvectors corresponding to the largest singular value accounted for more than 90% of target energy. Hence, it has been proposed that the Range-space Eigen-vectors be used as templates for classification. The effectiveness of data normalization and Gaussianization of profile data in improving classification performance is also studied. With extensive simulation studies it is shown that the proposed Eigen-template based ATR approach provides consistent superior performance with recognition rate reaching 99.5% for the four class XPATCH database. This research project is being conducted in direct collaboration with the Sensors Directorate's ATR Assessment Branch, Wright Laboratories, Wright-Patt AFB, Dayton, Ohio, where it is being monitored by Dr. Rob Williams. A primary objective df this collaborative effort is to complement and augment various other ongoing research activities being conducted or supported by the Wright Labs ATR research team.

We are printing this in black and white to keep the price low. It presents many of the acquisition programs currently fielded or in development. The U.S. Army Acquisition Corps, with its 36,000 professionals, bears a unique responsibility for the oversight and systems management of the Army's acquisition lifecycle. With responsibility for hundreds of acquisition programs, civilian and military professionals collectively oversee research, development and acquisition activities totaling more than $20 billion in Fiscal Year 2016 alone. We at 4th Watch Publishing are former government employees, so we know how government employees actually use the standards. When a new standard is released, somebody has to print it, punch holes and put it in a 3-ring binder. While this is not a big deal for a 5 or 10-page document, many DoD documents are over 400 pages and printing a large document is a time- consuming effort. So, a person that's paid $25 an hour is spending hours simply printing out the tools needed to do the job. That's time that could be better spent doing mission. Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

Concerned about the slow pace of demining, the Office of Science and Technology asked RAND to assess potential innovative technologies being explored and to project what funding would be required to foster the development of the more promising ones. The authors of this report suggest that the federal government undertake a research and development effort to develop a multisensor mine detection system over the next five to eight years.
