Book excerpt: This thesis evaluates the performance of a vehicle detection technology, Automated License Plate Recognition (ALPR) camera systems, with regards to its ability to produce real-time travel time information in active work zones. A literature review was conducted to investigate the ALPR technology as well as to identify other research that has been conducted using ALPR systems to collect travel time information. Next, the ALPR technology was tested in a series of field deployments in both an arterial and a freeway environment. The goal of the arterial field deployment was to evaluate the optimal ALPR camera angles that produce the highest license plate detection rates and accuracy percentages. Next, a series of freeway deployments were conducted on corridors of I-285 in Atlanta, Georgia in order to evaluate the ALPR system in active work zone environments. During the series of I-285 freeway deployments, ALPR data was collected in conjunction with data from Bluetooth and radar technologies, as well as from high definition video cameras. The data collected during the I-285 deployments was analyzed to determine the ALPR vehicle detection rates. Additionally, a script was written to match the ALPR reads across two data collection stations to determine the ALPR travel times through the corridors. The ALPR travel time data was compared with the travel time data produced by the Bluetooth and video cameras with a particular focus on identifying travel time biases associated with each given technology. Finally, based on the knowledge gained, recommendations for larger-scale ALPR work zone deployments as well as suggestions for future research are provided.

So the basic concept is to develop a model that can be useful as a security system in the society and can monitoring the vehicle speed. A License Plate Recognition (LPR) System is one kind of an Intelligent Transport monitoring System and is of considerable interest because of its potential applications in highway electronic toll collection and traffic monitoring systems. This type of applications puts high demands on the reliability of an LPR System. A lot of work has been done regarding LPR systems for Korean, Chinese, European and US license plates that generated many commercial products. However, little work has been done for Indian license plate recognition systems. The purpose of this thesis was to develop a real time application which recognizes license plates from cars at a gate, for example at the entrance of a parking area or a border crossing. The system, based on regular PC with video camera, catches video frames which include a visible car license plate and processes them. Once a license plate is detected, its digits are recognized, displayed on the User Interface or checked against a database. The focus is on the design of algorithms used for extracting the license plate from a single image, isolating the characters of the plate and identifying the individual characters. The proposed system has been implemented using Vision Assistant 7,1 and LabVIEW 7,1. The performance of the system has been investigated on real images of about 100 vehicles. The recognition of about 98% vehicles shows that the system is quite efficient.

This system is implementing by using MATLAB7.1 Image Processing Toolbox, which uses optical character recognition on images to read the license plates on vehicles. The system is an online system where the image will automatically extracted once after the image is captured by webcam using image processing technique. First, the image is converted into a binary image and then the chosen area will be cropped so that only the plate number is left .Next, the image is compliment so that the black plate background becomes white while the white plate number becomes black because the system can only detect binary image where the background should be white while the plate number should be black. One of the important step is the integration between image processing and Graphical User Interface (GUI) where, the output of this project will displayed using GUI.

This research describes an improved ALPR system which is capable of distinguishing license plate characters under various conditions, such as distance from the camera, rotation angle between camera and vehicles (±25 degree) and poor illumination contrast condition (different weather and lighting condition and physical tilted or damaged of license plate). In proposed method, improved ALPR system has three main steps: 1) Image Enhancement, 2) Character Segmentation (Based on Single pass CCL and new designed Smart License Plate Character Detection algorithm) and 3) Character recognition. In the image enhancement stage after contrast improvement, we have proposed and designed Multi-Scale Adaptive NICK thresholding method to achieve all character candidates as an objects in the binary image, accuracy of this method is very important because extraction of license plate characters from input image depends on accuracy of image enhancement and thresholding method. After Image enhancement and thresholding by applying Single Pass Connected Components labelling, put the label on detected objects then proposed new designed algorithm called Smart License Plate Character Detection that finds the license plate characters regardless of location, size, shape and background color of license plate. So we eliminate the License Plate Extraction (LPE) [28-29] as complex and time consuming individual stage [1]. Finally by applying Optical Character Recognition method based on Intelligent Template Matching, license plate characters will be recognized and saved as text file in the database for further processing. Improved Automated License Plate Recognition (ALPR) system simulated and modeled on Matlab 2014a. The computation time of proposed improved ALPR system steps calculated and compared with well-known ALPR methods on latest state-of-the-art reference [1-2].

Book excerpt: The objective of this report is to determine whether electronic vehicle recognition systems (EVR) or automatic license plate recognition systems (ALPR) would be beneficial to the Arizona Department of Transportation (AzDOT). EVR uses radio frequency identification technology tags (RFID) that would be placed on all registered vehicles so that RFID readers could read vehicles' plate numbers as they pass using the radio frequency signal emitted by the RFID tag. ALPR technology uses cameras and alphanumerical recognition software to read license plates as they pass. The literature review looks into the previous applications of both ALPR and EVR. Departments of Transportation (DOTs), tolling authorities and law enforcement all have used various applications of this advanced electronic technology. Based on the literature review and the benefits section (Chapter 3), the potential benefits of an ALPR / EVR system are: 1. The ability for AzDOT to potentially monitor traffic flow more accurately, 2. The ability to better enforce license and registration compliance, 3. The ability to better enforce auto insurance compliance, 4. The ability to implement a toll, or congestion charge, 5. The ability to aid law enforcement in finding suspected criminals. Chapter 4 determines the potential costs of an ALPR or EVR system and then compares the costs with the total quantifiable benefits using two case studies. In the first case study, an ALPR system was set up on all major valley freeways, and in the second case study, an EVR system was set up on all major valley freeways. The ALPR case study concluded that such an ALPR system could be set up for about $10 million dollars and it could generate up to $400 million dollars in direct benefit per year and up to $1.3 trillion in benefits to highway users per year. The EVR case study concluded that such an EVR system could be set up for about $50 million, and it could generate up to $407 million in direct benefit per year and up to $1.33 trillion in benefits to highway users per year. A direct benefit profits the state directly with cash, while benefits to highway users helps society as a whole but the state receives no revenue. Chapter 5 looked into the legality of a potential ALPR or EVR system. This chapter concluded that AzDOT has the authority to implement an ALPR / EVR system in Arizona. However this section also concluded that AzDOT should seek legislative support to increase public support. This report concludes that at the present ALPR should be further researched and/or implemented by the State of Arizona. The reasons for this recommendation are because of: ALPR's previous applications, ALPR's lower up front cost, ALPR's ability to read out-of-state plates, ALPR's potential lower degree of public opposition, and the possibility that ALPR would have to back up an EVR system. All in all, these technologies are changing at a rapid rate and a change in any of these variables that generated this recommendation could change this recommendation.
