Book excerpt: The Commission carried out a series of audits in 25 Member States between 2016 and 2018 to examine what measures Member States have put in place to audit their national control systems to ensure the safety of feed and food. On the whole, the report concludes that whilst all Member States were carrying out audits, and that these audits could lead to improvements in the official controls of feed and food, the impact of these audits very much depended on strong management commitment to follow up on the results. Some challenges remain, in particular with regard to the independent scrutiny of the audit process.

Book excerpt: This report describes the main conclusions in relation to a series of 10 audits carried out in Member States during 2016, with the objective of evaluating the systems put in place to implement Article 4(6), on audits of competent authorities, of Regulation (EC) No 882/2004 of the European Parliament and of the Council. It was found that those competent authorities that had effectively implemented audits of official controls could demonstrate that their audit process contributed to ensuring the quality, and improving the consistency and effectiveness of official controls, provided that there was strong management commitment to the follow-up of audit recommendations. Some challenges remain in ensuring that audit arrangements are optimised to provide credible, reliable results that have a positive impact on the effectiveness and consistency of official controls. In particular some competent authorities had not yet fully addressed the requirements for independent scrutiny of the audit process and effective follow-up of audit results.

This book was released on 2022-06-07 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Document in the subject Politics - International Politics - Topic: European Union, , language: English, abstract: This book portrays the multilevel governance structure of the EU's Cohesion Policy, describes and critically assesses the evolution of the functions and responsibilities of the national audit authorities. Furthermore, this analysis puts a focal point on the impact of the audit authorities' work on the assurance level of the EU’s spending in the Cohesion Policy. The European Union (EU) is committed to creating more and better jobs and a socially inclusive society. In this sense, EU cohesion policy plays a key role, as it aims to reduce development disparities between countries and regions, restructure declining industrial areas and encourage cross‐border, transnational and interregional cooperation in the EU in order to strengthening economic, social and territorial cohesion. The budget for this policy field has developed steadily and represents meanwhile more than one third of appropriations for the current multiannual financial framework. It is therefore the EU’s main investment policy. In order to achieve Cohesion Policy’s objectives and to ensure high impact for limited funds, a proper and effective management and control system is vital. Cohesion Policy is implemented under shared management, which means that responsibility for implementing the policy and the related funds, including control activities, is shared between the European Commission and the Member States. For the 2007-2013 programming period, a formal three-level control structure was introduced at national level for the first time, with the audit authority as the first “independent” audit layer. In a multi-level governance system, and based on the single-audit concept, audit authorities act as cornerstones of the overall assurance process by providing the European Commission with assurance as to the effective functioning of the management systems and internal controls for operational programmes – and thus the legality and regularity – of the expenditure certified by the Member State to the Commission. Together with other structural reforms, the formalisation of the internal control structure with a clear separation of functions and greater independence for management and control bodies is regarded as a material contribution towards a more robust governance system in relation to the audit of Cohesion expenditure.

This book was released on 2022 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This report covers the overall operation of EU countries' official controls and the Commission control activities carried out in 2019 and 2020 to ensure a high level of health protection and trust in the food chain, from farm to fork. These controls and audits are important to verify that businesses are complying with the legal requirements and so that European consumers can be confident that the food they consume is safe. They are also key to enabling the smooth operation of safe trade in food, animals and plants, both within the EU and with non-EU countries. National authorities are responsible for carrying out official controls based on risk. If businesses along the food chain do not comply with the relevant legislation, the authorities are required to enforce the requirements, ensuring that businesses meet these. The Commission services control EU countries' implementation of official controls and enforcement activities. The reports from these controls, published on the Commission's website, provide a clear picture of EU countries' performance and are a significant part of the review process that ensures EU legislation is 'fit for purpose'.

Book excerpt: The Directorate-General for Health and Food Safety of the European Commission develops and implements the Commission's policies on food safety and public health. Its Directorate for Health and food audits and analysis dedicates most of its resources to Commission controls. These monitor the implementation and enforcement of European Union (EU) legislation in the policy areas of food and feed safety, animal health, animal welfare, plant health, EU quality standards (the Food domain), and in certain areas of human health protection (the Health domain). The Directorate-General published the Health and food audits and analysis work programme 2022 on the European Commission's website at: https://ec.europa.eu/food/horizontal-topics/official-controls-andenforcement/ health-and-food-audits-and-analysis/work_en. This provides the priorities for Commission controls in 2021-2025 and the detailed activities planned for 2022. The present document updates the detailed control programme for the second half of 2022. It takes account of changes that have become necessary as the year progressed. These changes result from the reprioritisation of controls and resources in order to better contribute to the Commissioner's mandate. Some of the planned controls affected by these changes have been postponed to 2023. A limited number of third countries shown as "to be confirmed" in the published work programme 2022 are named in this update. Annexes 1 to 3 provide the lists of audits and similar controls planned from July to December 2022 per country: Annex 1 relates to Member States, Annex 2 relates to candidate countries and Annex 3 to third countries.

This book was released on 2015 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of the outcome of a series of audits carried out by the Food and Veterinary Office (FVO) in 19 Member States (MSs) of the European Union (EU) between January 2012 and June 2014. This was the fourth series of FVO audits in this area. The objective of the audits was to evaluate the control systems in place for pesticides, in particular, the implementation of requirements for the authorisation of plant protection products (PPPs) and official controls on the marketing and use of PPPs under Regulation (EC) No 1107/2009 and Directive 2009/128/EC, and the implementation of the requirements for official controls of PPPs at growers, as specified in Regulation (EC) No 882/2004.^While there were systems and procedures for the authorisation of PPPs in place in all Member States, related shortcomings were identified in two areas: (a) Delays with re-authorisations of PPPs under Directive 91/414/EEC, and with mutual recognitions under Regulation (EC) No 1107/2009: Many authorised PPP had not been evaluated to EU standards, more than 15 years after the principles for evaluation had been established. Similarly, delays and problems with cooperation between Member States were identified for the zonal authorisation system under Regulation (EC) No 1107/2009. This highlights the difficulty of MSs to implement authorisation systems based on EU legislation; (b) Emergency authorisations of PPPs under Regulation (EC) No 1107/2009: The report identifies problems with misuse of emergency authorisations for minor uses of PPPs, but also for other use extensions of approved PPPs.^In addition, emergency authorisations for the same products have been granted for consecutive years, thus undermining the effectiveness of the strict criteria for regular authorisations established by EU legislation. Systems were in place for official controls on the marketing and use of PPPs. One common weakness in controls at both market and user level, was the coverage of operators. With regard to official controls on the marketing of PPPs, there were further weaknesses related to unsatisfactory labelling checks and unsatisfactory quality controls of pesticides. As a consequence, there was insufficient assurance that counterfeit and illegal pesticides would be detected. In general, official controls on the use of PPPs were more effective than controls on the marketing of PPPs.^In most of the MSs visited, all relevant aspects were covered during inspections and comprehensive checks of records kept by professional users were taking place, which provided guarantees that PPPs are applied in accordance with the conditions specified on the labels. Weaknesses were identified with regard to prioritisation of official controls. Co-ordination and co-operation between and, in some cases, within CAs was considered to be weak. Initial measures were adequately put into place for the implementation of Directive 2009/128/EC, in particular, training and certification of professional users, safe handling and storage of PPPs, their containers and remnants, Integrated Pest Management (IPM) and application equipment. This is a step forward to ensure the sustainable use of pesticides. Good practices were found with regard to systems for official controls as a whole, or certain aspects. These are described in the relevant chapters of the report.

Book excerpt: This report presents the key results of eight audits carried out by the European Commission's Directorate for Health and Food Audits and Analysis in 2018-2019 that focused on how European Union (EU) Member States were implementing official controls on hygiene, traceability and trade of processed animal proteins (PAP), which are derived from category 3 animal by-products (ABP), and are authorised for use in certain types of animal feed, mainly for production of petfood and recently also for aquaculture feed. While in the EU there are prohibitions in place concerning the feeding to farmed animals of certain proteins derived from animals (so called 'feed ban'), a discussion is ongoing with a view to authorise certain PAP for production of pig and poultry feed in 2021. This series of audits examined how competent authorities have set up their official control systems and how effectively inspectors implement their checks to ensure that business operators are complying with the requirements concerning production, placing on the market and trade of PAP, including export to third countries.

Accordingly, EU legislation was designed to ensure that consumers can be sure they are buying organic products when they are labelled as such. The system of checks laid down in the legislation aims at verifying and certifying that each operator in the supply chain (e.g. farmers, processors, importers) applies the organic production rules correctly. The Court audited the application of the EU rules that apply to this system of checks. In order to gain sufficient assurance that the system is operating effectively and to protect consumer confidence, the weaknesses the Court has identified should be remedied both at the level of the European Commission and in the Member States." Book excerpt: People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

Available in PDF, EPUB and Kindle. Book excerpt: This report describes the outcome of a series of audits in non-EU countries to evaluate the system of official plant health controls for the export of plants for planting and seeds to the European Union. Official controls in the exporting countries are not always carried out in line with EU requirements concerning their scope or are insufficiently thorough and do not guarantee that the plants are free from harmful organisms. This means a plant health risk for the EU. The competent authorities in the exporting countries have difficulties with interpreting EU import rules and organising the inspections accordingly. To address the issues highlighted in the report, the EU regularly updates the import rules taking into consideration the plant health risk and the audit findings. In addition, EU and other international aid programmes provide assistance in developing phytosanitary controls in the exporting countries.
