Book excerpt: This report of an advisory panel to the Chicago Board of Education deals with desegregation of the public schools, and offers a plan ""by which any educational, psychological, and emotional problems or inequities in the school system"" can be removed. The introduction deals with historical and legal background and the problem of integration in a pluralistic society; a summary of the Panel's findings, recommendations with their rationale; and a general discussion of implementation. The panel's findings on de facto segregation are discussed in relation to racial composition of student body (schools are defined as integrated when they are at least 10% Negro and 10% white), and the racial distribution of teachers. Quality of Education in white, integrated, and Negro schools is discussed in terms of overcrowding; class size; student-staff ratio; teaching staff; attendances; dropouts and mobility; achievement; curriculum and teaching methods; and physical facilities. Recommendations, based on the currently accepted premises about the value of desegregation, stress that the principle of the neighborhood school must be modified to achieve the ""higher priority"" of expanding ""the freedom of individual choice."" Appendices include policy statements, social-psychological material on segregation, and tables of data on which recommendations were based. A study guide for the report is included. (Nh).

Book excerpt: Examination of the first two graduating classes of students who had attended suburban Chicago's School District 151 (which was the first Northern school district to be desegregated by court order after desegregation was ordered in 1968) revealed that black students, whether from desegregated or from all-black elementary schools, enter high school with considerable disadvantage, which continues to the time of graduation. But, in spite of pervasive differences in achievement and attitudes, the variables of race and school district explain, at best, only one-fourth of the variation in achievement and attitudes. Individual differences within groups are much greater than differences between groups. As eighth graders, School District 151 black students scored more than one grade level above black students from other comparable school districts in both reading and mathematics; however, in high school, no differences either in academic achievement in high school nor in educational aspirations appeared between these students. White students from School District 151 were at a very slight disadvantage compared to white students from other districts. Black students did not exhibit less of a feeling of control over their environment than white students. Black students scored slightly higher in self-esteem, and were more likely to aspire to a college education than white students. School District 151 students did not have more favorable interracial attitudes than other students, but they were more likely to favor school desegregation. Data are presented on 12 tables. Book excerpt: Scholars have long explored school desegregation through various lenses, examining policy, the role of the courts and federal government, resistance and backlash, and the fight to preserve Black schools. However, few studies have examined the group experiences of students within desegregated schools. Crossing Segregated Boundaries centers the experiences of over sixty graduates of the class of 1988 in three desegregated Chicago high schools. Chicago’s housing segregation and declining white enrollments severely curtailed the city’s school desegregation plan, and as a result desegregation options were academically stratified, providing limited opportunities for a chosen few while leaving the majority of students in segregated, underperforming schools. Nevertheless, desegregation did provide a transformative opportunity for those students involved. While desegregation was the external impetus that brought students together, the students themselves made integration possible, and many students found that the few years that they spent in these schools had a profound impact on broadening their understanding of different racial and ethnic groups. In very real ways, desegregated schools reduced racial isolation for those who took part.

Book excerpt: The responsibility of public education is rarely attached to public officials, urban planners, or the business community. Instead much of the research today looks to parents, school administrators, or students in an attempt to understand the problems of America0́9s public schools. The objective of this project is to explore the use of public schools in the re-creation of spaces of marginalization and isolation, by city officials and business leaders in their path toward ensuring that the city of Chicago becomes a global city. This project represents a counter narrative to the dominant stories on black communities and public schools that preach the cultural deficiency of disinterested students, uninvolved parents and community members, and inefficient teachers. Instead, by focusing on Renaissance 2010, the Chicago model of mayoral control and privatization for the nation, this project presents community voice(s) to offer an alternate story of disinvestment in Chicago0́9s children of color. This mixed methods project uses both quantitative and qualitative data to discuss the geography of opportunity for students of color in the Chicago public school system. Using critical race theory, this project seeks to analyze the effect of the creation of spaces of whiteness, and the commodification of schools in the city of Chicago. With a focus on the Richard M. Daley administration, from 1995 to 2010, this study details how his involvement in the city0́9s public schools, as well as the involvement of the city0́9s business community, has increased over time, finally culminating in the Renaissance 2010 initiative. This project uses geographic information systems (GIS) software to produce images that spatially depict Renaissance 2010 school placements and public school closures, each resulting in the displacement of students of color around the city for the purpose of schooling. The contribution of this study is the visual depiction of a very standardized practice of disinvestment.
