The study was initiated by The Indiana Partnerships Center and conducted by CEEP with funding from USA Funds and State Farm. Additional partners in the study are the Marion County Commission on Youth, Net Literacy, and Attendance Works. The intended use of the study is to inform educators, families, community partners, and policymakers about the status of attendance in Indiana and the degree to which poor attendance impacts student achievement and attainment. Findings indicate that although the majority of schools report good average daily attendance, chronic absenteeism occurs in schools in all areas of Indiana. This brief quantifies the prevalence of chronic absenteeism in Indiana and describes the impact of chronic absenteeism on achievement and graduation at the student, school, and locality level. Additionally, best practices for improving attendance are discussed, and examples of successful interventions provided. This brief concludes with a set of recommendations for education leaders and policymakers to consider that will ensure sufficient attention, reporting, and action to reduce chronic absenteeism in Indiana and help improve academic outcomes for thousands of Hoosier students. While public school districts in the U.S. experience daily rates of absenteeism, in the Los Angeles Unified school District (LAUSD), over 26,000 students miss school each day, totaling over 130,500 student absences each week. Regardless of whether these absences are excused (e.g., illness or bereavement) or unexcused (lack of transportation, vacation extensions, etc.), when students are absent from school they miss out on valuable instructional time. Data reveal that children with chronic rates of absenteeism have a more difficult time keeping up with their peers academically, are less likely to pass future courses and graduate high school, and are susceptible to detrimental social influences such as gang violence, drug use, and teen pregnancy. Nationally, 1 in 10 kindergartners are considered "chronically absent"; in LAUSD, 1 in 5 kindergartners is chronically absent, double the national rate. Further, for African- American kindergartners in LAUSD, the rate jumps to 1 in 3. In fact, kindergartners have the highest rates of chronic absence of all grade levels in the District. A growing body of research demonstrates that missing school in kindergarten highly correlates with poor student achievement in later grades however, yet very little is known about why our youngest students are missing so much school and what might be done to prevent excessive absence in the first place. In 2012, LAUSD developed a pilot Attendance Improvement Plan (AIP) to reveal the underlying reasons for this 1 in 3 statistic. This study used that data to reveal which LAUSD schools saw increases in attendance and which failed to make those improvements. After selecting a sample from each of these groups, I interviewed Principals, Teachers, and Attendance Improvement Counselors (Counselors) from six schools to examine what factors contributed to improved school attendance and how these staff members implemented strategies and ideas for doing so. Results from the study reveal recommendations about how to improve kindergarten attendance rates for the 2013-2014 school year.

This case study allowed African American parents/guardians and school leaders to use their voice to address the importance of school attendance and advocate for their students who encounter issues with chronic absenteeism and its effect on their academic achievement and behavior. The portraiture methodology used to develop a narrative and story for each participant centered on their perceptions of student attendance and chronic absenteeism. Their perceptions were then interpreted and discussed through the theoretical lens of critical race theory. In addition to interviews, this research utilized observations and document analysis to explore the stakeholders' perceptions of attendance and absenteeism at a predominantly African American elementary school in an urban area of Southern California.

As all school professionals know, students who are not on campus cannot learn, and the more they miss, the greater their chances are of becoming dropouts, thus affecting their entire life experience. Many campus personnel who are assigned the responsibility of students' data and attendance are not trained adequately. They lack knowledge of local board policy, state attendance laws, proper use of data codes, withdrawal codes, printing attendance reports, contacting parents, setting up meetings, and seeking legal intervention. Is there a user-friendly resource attendance manual that is ready for campus personnel who need technical support? Is there a campus plan with a checklist available for campus staff attendance responsibilities, time frames, resources required, and evidence of completion? These things need to be in place to identify truant students and provide early intervention quickly. This practical guidebook is written for attendance professionals new to truancy, tenure professionals, clerks, outreach workers, social workers, and others responsible for working with students and their excessive absences. It is a straightforward guide for preparing anyone to deal with truant students and their families. Part One discusses the causes of truancy, while Part Two provides detailed strategies for managing school attendance. It can be used as a presentation for training attendance professionals, staff members new to truancy, and specifically for those responsible for students in their district. In addition, it can be used as a refresher workshop annually. This guidebook is designed to will help reduce the dropout rate and increase attendance in schools.
