Élus et techniciens s'activent pour tenter de trouver une solution aux difficultés de circulation dans la région de Genève. L'accession de Genève au rang de métropole régionale a rendu encore plus criant le déficit d'infrastructures liées à la mobilité. Cela n'a pas toujours été le cas. La création toute artificielle de la frontière internationale entre Genève et son arrière-pays gessien et savoyard en 1815 et 1816 s'est faite sans grandes modifications du réseau routier régional. Les choses se sont corsées avec l'apparition du train dans la seconde moitié du XIXe siècle : les États avaient des motivations guère en lien avec les besoins des habitants de la région et Genève s'est retrouvée coupée, sur le plan ferroviaire, de son arrière-pays. Le tramway a servi de “couture” entre 1880 et 1930, venant compenser ce que le chemin de fer n'avait pas permis de réaliser jusqu'à ce que la voiture vienne s'imposer et créer une forme de chaos dont il est bien difficile de sortir.
