Nonetheless, the end of the Cold War, Europe's continuing integration, and the new array of threats confronting the West continue to test the strength of the Atlantic partnership. To revitalize the Atlantic alliance, Europe and America must forge new "rules of the road" governing the use of force, adapt the North Atlantic Treaty Organization (NATO) to meet today's threats coming from outside Europe, and launch a major initiative to bring about political and economic reform in the greater Middle East. These are the conclusions of an independent Task Force chaired by former secretary of state Henry A. Kissinger and former secretary of the treasury Lawrence H. Summers. This report argues that the current rift in transatlantic relations is not solely a product of the war in Iraq, but that the war "brought these strains to a point of crisis. ... What is surprising is the extent to which the terrorist attacks on the United States, and the reactions of Europeans to America's response to those attacks, have transformed these differences into active confrontation." The report sets out priorities for the transatlantic community, such as establishing new guidelines for the use of military force and developing a common policy toward irresponsible states that seek or possess weapons of mass destruction or that harbor or support terrorists. It also lays out guidelines for restoring and deepening transatlantic cooperation.

The end of the ideological struggle freed the forces shaping the postmodern world. The end of the security trade-off, American nuclear protection against critical but loyal European support, meant that a new partnership based on equality, mutual respect, and legitimate self-interest was needed and that stability and peace on the Eurasian landmass was the overriding goal. Neither the United States nor Europe, the two constituent communities of the Western world, grasped the opportunity to bring about the needed change. Both remained prisoners of their past instead of innovators of the common future. American exceptionalism and Russophobia was the maze that entrapped the first; introvert preoccupation and divisiveness of purpose lamed the other. The book traces the formative forces of the geopolitical environment during the Cold War and the decades beyond and places these in the context of the emerging postmodern world order: where regional and global project-driven functional cooperation is gradually replacing the Westphalian state, where the provision of physical security and the material well-being for the individual replaces ideology as the driving force for political action, and where the rule of law prevails over the rule of power. The penultimate section enumerates some of the most significant issues facing the trans-Atlantic partnership and formulates policy suggestions on how to deal with them. Acknowledging the significant differences within the partnership, the two main themes are: first, that these differences are more tactical than fundamental and can and must be overcome; and second, that the partnership is essential for the preservation of the values and beliefs of Western civilization.

The first work on this subject to draw on previously inaccessible material from U.S. and French archives, the study offers a comprehensive analysis of Gaullist policies toward NATO and the United States during the 1960s, a period that reached its apogee with de GaulleOs dramatic decision in 1966 to withdraw from NATOOs integrated military arm. This launched the French policy of autonomy within NATO, which has since been adapted without having been abandoned. De GaulleOs policy often has been caricatured by admirers and detractors alike as an expression of nationalism or anti-Americanism. Yet Frederic Bozo argues that although it did reflect the GeneralOs quest for grandeur, it also, and perhaps more important, stemmed from a genuine strategy designed to build an independent Europe and to help overcome the system of blocs. Indeed, the author contends, de GaulleOs actions forced NATO to adapt to new strategic realities.
