Book excerpt: Under the label of “the socialist market economy with Chinese characteristics”, the Chinese Government has made a firm commitment to economic reform, though still retaining tight political control. Thus, under conditions of liberal economic systems and autocratic rule, a new capitalist system is emerging in China; its top companies are managed by private entrepreneurs, government bodies or a combination of both. This book, presented in an easily accessible format, fills an important gap in the growing literature on China in the global economy and provides a research reference tool on China's top companies. It offers a comprehensive directory listing of the Top 100 corporations in China, thus enhancing the research potential on China for students, researchers and businesses. As a general reference guide to the Chinese economy, A Guide to the Top 100 Companies in China provides up-to-date and comprehensive coverage of the top Chinese enterprises. Corporations from Hong Kong and Taiwan that conduct significant business in China are also included.

Book excerpt: The Nature, the Performance, and the Reform of State-owned Enterprises provides a detailed description of state-owned enterprises (SOEs) in China with respect to both efficiency and income distribution. It shows that state ownership in the form of SOEs does not use resources efficiently and has a poor record in income distribution. Moreover, SOEs are found to enjoy unfair advantages in their competition with other firms. To illustrate the point, the book presents data revealing how favored policies, monopolistic powers, and subsidies benefit SOEs. These advantages are worth several trillion yuans a year. It is a sad irony that such wealth of the people is used to beef up the revenues of the SOEs, making their accounts look much better than they should be.This book, with its rich empirical data and information, is an authoritative reference for researchers interested in SOEs. It is also a good read for students of social sciences and the public to learn more about SOEs.

Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the legal and regulatory regime for the resolution of non-performing loans (NPL) of state-owned banks in China. Currently, China's NPL market is comprised of two levels: the primary market (banks acting as the exclusive NPL sellers and asset management companies (AMCs) as the exclusive NPL buyers) and the secondary market (AMCs acting as the exclusive sellers and various types of investors as potential buyers). This paper finds that the current legal and regulatory regime imposes impediments to the effective functioning of the two-level NPL market. With respect to the primary market, because of strong political influence, the historical practice of making policy loans continues to play a role in banks' practices. Moreover, the existing bankruptcy system is not practical for addressing the financial distress and/or failure of banks, thus causing the banks to rely on government bailouts for failures and thereby creating moral hazard in the financial system. As a result, the legal and regulatory reform does not help the banks avoid generating large amounts of new NPLs, especially following the lending spree during and following the 2008-2009 global financial crisis. With respect to the secondary market, the legal and regulatory regime has three major problems: first, there is a diversified supervisory structure, which creates problems such as overlapping supervision; second, there is no unified law for AMCs, which reduces predictability of legal risks for market participants; and third, there is an unsatisfactory judicial system in China which impedes AMCs' resolution of NPLs through court proceedings. As a result, as the major participant in the secondary market, AMCs have not performed very well since their establishment in 1999.Based on the assessment of the current legal and regulatory regime for China's NPL market, this paper proposes to make reforms in two dimensions. In the short-tern, China should focus on the internal improvement of AMCs' management and the external improvement of the judicial system and the legal environment for AMCs. In the long-term, China should try to enhance the banking system's adoption of market disciplines so as to avoid the new generation of NPLs. It is also suggested that China may allow banks to establish their own financial asset management companies for the purpose of resolving NPLs in a way that produces good recoveries for the banks.

Available in PDF, EPUB and Kindle. Book excerpt: With massive growth taking place in the real estate industry, how can China develop a free market and private ownership of land while still officially subscribing to Communist ideology? This study uses fieldwork interviews to establish how the Chinese real estate market operates in practice from both legal and business perspectives. It describes how the market functions, which laws are applicable and how they are applied, and how a nation can achieve dramatic economic growth so rapidly while its legal system is so unsettled. The book demonstrates how China is drawing on the world for ideas while retaining a domestic system that remains essentially Chinese, and how the recent revitalization of China's real estate market has confounded the predictions of many developments economists.
