Book excerpt: Networks are thriving in global politics. Some bring policy-makers from different countries together to share problems and to forge possible solutions, free from rules of representation, decision-making, and transparency which constrain more formal international organizations. This book asks whether developing countries can benefit from such networks? Or are they safer to conduct their international relations in formal institutions? The answer varies. The key lies in how the network is structured and what it sets out to achieve. This book presents a fascinating account of how some networks have strengthened the position of developing country officials, both at home, and in their international negotiations. Equally, it points to conditions which make it perilous for developing countries to rely on networks.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a timely and accessible introduction to the foundational ideas associated with the human development school of thought. It examines its conceptual evolution during the post-colonial era, and discusses how various institutions of the UN system have tried to engage with this issue, both in terms of intellectual and technical advance, and operationally. Showing that human development has had a profound impact on shaping the policy agenda and programming priorities of global institutions, it argues that human development has helped to preserve the continued vitality of major multilateral development programs, funds, and agencies. It also details how human development faces new risks and threats, caused by political, economic, social, and environmental forces which are highlighted in a series of engaging case studies on trade, water, energy, the environment, democracy, human rights, and peacebuilding. The book also makes the case for why human development remains relevant in an increasingly globalized world, while asking whether global institutions will be able to sustain political and moral support from their member states and powerful non-state actors. It argues that fresh new perspectives on human development are now urgently needed to fill critical gaps across borders and entire regions. A positive, forward-looking agenda for the future of global governance would have to engage with new issues such as the Sustainable Development Goals, energy transitions, resource scarcity, and expansion of democratic governance within and between nations. Redefining the overall nature and specific characteristics of what constitutes human progress in an increasingly integrated and interdependent world, this book serves as a primer for scholars and graduate students of international relations and development. It is also relevant to scholars of economics, political science, history, sociology, and women’s studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book traces the trajectory and different meanings of the concept of peacebuilding in the United Nations since the early 1990s. It analyses how that concept gained life in a particular context and the implications of this process for the Organisation’s support to societies affected by armed conflict in general and for peace operations in particular. Departing from tenets about the influence of ideas in world politics and engaging with the critique of the liberal peace scholarship, the book provides a theoretically informed narrative of how peacebuilding acquired different meanings while remaining largely motivated, justified, legitimated and informed by a proactive and top-down agenda of promoting liberal democratic institutions, norms and values as a remedy to the challenges faced by societies affected by armed conflict. The book will appeal to scholars, policymakers and practitioners in peacebuilding and post-conflict development.

Available in PDF, EPUB and Kindle. Book excerpt: Since the third edition of this commentary on the Charter of the United Nations was published in 2012, the text of the Charter has not changed DL but the world has. Central pillars of the international order enshrined in the UN Charter are facing serious challenges, notably the prohibition of the use of force. Human rights, too, have come under increasing pressure, now also from contemporary information technology. Global warming poses fundamental challenges for the world community as a whole in its effort to stabilize global ecosystems. Fully updated, the commentary takes up these and other developments. It features new chapters on Climate Change and the Human Rights Council. The commentary remains the authoritative, article-by-article account of the legislative history, interpretation, and practical application of each and every Charter provision. Written by a team of distinguished scholars and practitioners, this book combines academic research with the insights of practice. It is an indispensable tool of reference for all those interested in the United Nations and its legal significance for the world community. The Commentary will be crucial in combining solid legal foundations with new directions for the development of international law and the United Nations in the twenty-first century

Book excerpt: The end of the Cold War radically changed both classic policies of national and collective security and international strategies for conflict management and the stabilization of precarious states. The threat of Islamic extremism and the wars in Afghanistan and Iraq have shattered any illusions of a peace dividend and have given strategies against state failure a new urgency. The growing awareness of the complex and intertwined problems of human security, socioeconomic underdevelopment and governance deficits as root causes of precarious statehood made policy coherence the new mantra for Western national governments and international organizations. Henceforth, it was envisaged to relinquish the existing division between diplomacy, development and defense in favour of the new comprehensive "3D"-approach. This book is an attempt to assess the extent to which both international organizations and states have lived up to the new insights of the "3D" continuum and adopted strategies corresponding institutional settings and policy instruments to provide the necessary culture of policy coherence for tackling the problems of precarious statehood and the international security challenges those states pose. On the national level, the cases studied are the United States, the United Kingdom, Germany and the Netherlands. On the international level, the United Nations and the European Union were examined. It is hoped, that the lessons learned from whole-of-government approaches and the recommendations drawn from this survey will help both governments and international organizations to excel in dealing with precarious states, thereby making policy coherence a reality in risk assessment, decision-making and policy implementation.

Available in PDF, EPUB and Kindle. Book excerpt: As the world faces a multitude of complexly-interwoven challenges, new values and new worldviews are emerging to change the ways in which human beings relate to each other, to our planet, and to all life on Earth. In today's globalized world, humanity is becoming inescapably aware that coexistence, cooperation, and respect for diversity are fundamental values by which all of us must live. These essential human values, which apply in all individual and societal relationships, are likewise intrinsic to a culture of peace: a way of living that will allow a harmonious, multifaceted, global civilization to blossom.Central to this volume is a belief that in an interdependent world, collective decision-making for the collective good is the most effective way to move forward. In order to respect the balance among cultures and nations, decisions that have a global impact must be taken multilaterally. No culture can achieve and maintain its international objectives by acting unilaterally; nor can any nation or cultural group claim to represent the whole of humanity.Shaping the Culture of Peace in a Multilateral World compiles prominent visionary articles from United Nations institutions and regional and other intergovernmental organizations, and highlights the contributions being made to the creation of a culture of peace. It aims to strengthen multilateral cooperation among intergovernmental organizations worldwide, and to facilitate the formation of a global network of multilateral mechanisms, which will provide collective and holistic responses to the peace and security challenges of the 21st century. Shaping the Culture of Peace in a Multilateral World is in itself a true example of multilateralism, and a publication treasure for people, who are active or interested in international diplomacy and international affairs.
