Book excerpt: In 1994, the Arkansas Archeological Survey (AAS), a unit of the University of Arkansas, contacted the St. Louis District for assistance in evaluating the feasibility of using an existing building on Eaker Air Force Base for the Mississippi Valley Cultural Heritage Center-a proposed central facility devoted to the curation needs of archaeological materials recovered from the region and to their academic and educational use. A St. Louis District architectural feasibility team evaluated five extant buildings and provided recommendations on each one's applicability for use. Two buildings-Building Numbers 552 and 1225-could be rehabilitated as a central curation facility. Cost estimates for the rehabilitation of each of these buildings, along with a cost estimate for a new, preengineered building, provide the AAS with comparative data for the planning process.

Book excerpt: In order to comply with 36 CFR Part 79, Curation and Management of Federally-Owned and Administered Archeological Collections, Edwards Air Force Base (AFB) archaeological materials must be properly housed in a facility capable of providing for their long-term care. The present base repository, however, does not meet the requirements in 36 CFR Part 79. Therefore, Edwards AFB personnel requested the U.S. Army Corps of Engineers Mandatory Center of Expertise for the Curation and Management of Archaeological Collections, St. Louis District, to assist them in determining an appropriate plan of action to correct this problem. On June 15, 1994, architects and archaeologists from the St. Louis District evaluated the feasibility of one existing structure on Edwards AFB to serve as a curation facility. Six sites also were assessed as potential curation-facility construction sites. The existing building was determined to be inappropriate for a curation facility, but three of the six sites would provide good locations for a facility. Finally, St. Louis District architects prepared preliminary drawings, including cost estimates, for a curation facility on Edwards AFB.

Book excerpt: In April and May 1990 Mid-Continental Research Associates (MCRA) conducted an archeological survey of approximately 865 acres of undeveloped lands on Eaker Air Force Base, in Blytheville, Mississippi County, Arkansas. Fifteen archeological sites were recorded during the survey. Two sites were historic, 11 prehistoric and 2 contained both historic and prehistoric components. One site is located outside of the base perimeter, south of Arkansas Highway 151. This site is not considered significant and no further work is recommended. Previous work at Eaker documented the presence of additional prehistoric and historic sites on the base. The high density of late prehistoric and historic sites within the confines of Eaker Air Force Base displays an intensity of occupation and continuity of use of the alluvial environs of Pemiscot Bayou for the past 2000 years that is, significant. The cultural resources on the base should be nominated as a district to the National Register of Historic Places. It is recommended that all sites within the boundaries of Eaker Air Force Base, excluding 3MS105, be tested to determine the depth and extent of the cultural deposits present, and provide sufficient data to make this nomination.

The inspections of 18 separate repositories, including four military installations in 2 different states, produced evidence documenting widespread deterioration and neglect of many of the Air Force, Army, and Navy archaeological collections. None of the 18 repositories are in full compliance with 36 CFR Part 79 (Curation of Federally-Owned and Administered Archaeological Collections) and one-half were not designed for, or adapted to, the requirements of a modem curation center.

Only four (Charleston Air Force Base, South Carolina; Dover Air Force Base, Delaware; Scott Air Force Base, Illinois; and Travis Air Force Base, California) of the 13 installations researched by the MCX had generated archaeological collections, which includes the artifacts and the associated documentation. In sum, approximately 19 ft 3 of artifacts and approximately 10 linear feet of records from AMC installations are being curated by nine repositories in four different states. All collections require at least partial rehabilitation to comply with Federal regulations, and 44% of the collections require complete rehabilitation.

Three facilities--Cape Canaveral Air Force Station; New South Associates, Stone Mountain, Georgia; and the Florida Division of Historic Resources, Bureau of Archaeological Research, Tallahassee were visited by St. Louis District personnel. Approximately 12 ft3 of artifacts and three linear feet of associated records were examined to locate the presence of unassociated funerary objects, objects of cultural patrimony, or sacred objects and to evaluate the current condition of Cape Canaveral archaeological materials. No Section 6 Summary items were found, and it was determined that all Cape Canaveral collections require at least partial rehabilitation to comply with Federal regulations.

The MCX was asked to locate and assess archaeological collections derived from Army lands, to identify the Native American or Native Hawaiian organizations culturally affiliated with the collections, and to draft Section 6 summary letters for each installation. A two-stage process was used to identify, locate and assess the contents of the collections, consisting of archival research and telephone interviews with the repository personnel. This report conveys the results of the collection research completed for the compliance with Section 6 of NAGPRA.
