Book excerpt: India's National Rural Employment Guarantee Scheme (NREGS) has been hailed as one of the country's most creative social initiatives. Since the program was begun only recently (in 2004-05) there is a need to assess household access to this program and persistence of benefits to households not just in one year but over time. Using a unique panel data set for 2007-08 and 2009-10 for the Indian state of Rajasthan, this paper analyzes the transitions into and out of the NREGS. It models the impact of such transitions on earnings of workers as well the determinants of such transitions. To the best of our knowledge this is the first study of this kind. Several policy conclusions are advanced.

Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

Book excerpt: India’s National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Information campaigns are needed to assure that poor people are aware of their rights and the administration of the scheme needs to be more responsive to their needs.

Book excerpt: The world's biggest Employment Guarantee Programme, India's National Rural Employment Guarantee Scheme (NREGS) has been in operation in rural India since February 2006. In principle, the scheme is a self-targeted programme designed to provide 100 days of employment to rural households and to serve as a safety net. More broadly its aim is to reduce rural poverty through the creation of sustainable rural infrastructure which is expected to foster rural economic growth. This study looks at the performance of the NREGS from three perspectives - it examines the targeting aspect of the programme, the efficiency of the implementing PRI bodies and the impact of the program on various outcomes at household level. The study is based on primary data collected from 500 randomly selected households, 2249 individuals and 70 schemes located in 13 Gram Panchayats in Birbhum District of West Bengal, India.

Book excerpt: Academic Paper from the year 2018 in the subject Politics - Topic: Development Politics, , language: English, abstract: This paper investigates how the employment generating scheme MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) is different from other employment generating scheme and finds how MGNREGA is supporting economic development by creating community/productive assets at the level of villages. Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

Book excerpt: The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted in India with the multiple objectives of providing employment in a rights-based framework, addressing rural poverty, checking migration, and building rural infrastructure. As such, every year around 15–20 per cent of households in India overall and 30 per cent in rural India receive some form of employment share under the MGNREGA programme. This volume looks at various aspect of the scheme, its linkage with employment, agricultural wages, livelihood and food security, gender issues, and migration in rural India. It also discusses challenges in implementation, hurdles and the relative successes of the scheme. Based on primary survey data from 16 major states in the country, the findings of the study provide key insights into MGNREGA and assess the implications for other welfare-oriented programmes. Rich in empirical data, this volume will be useful to scholars and researchers of political economy, economics, agriculture, rural development and sociology, as well as policymakers and nongovernmental organisations.

Available in PDF, EPUB and Kindle. Book excerpt: What distinguishes Persistence of Poverty from most other poverty studies is the way in which it conceptualises the problem. This volume offers a variety of alternative analytical perspectives and fresh insights into poverty that are key to addressing the problem. In looking at the day to day lived realities of the poor the volume points out that in order to understand poverty one must take into account the wider system of class and power relations in which it is rooted. This volume suggests that ‘democracy in India may be as big a part of the problem as it is of the solution.’

Book excerpt: The working of various public works programmes in India are central concern for assessing its effective implementation and achievement. The key influencing factors should be identified and policy variables should be addressed accordingly. This study focuses on the interesting issues like the factors influencing participation in the Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP), its impact on rural standard of living and its intervention in arresting migration in Odisha, India. The present study is based on the primary data collected from Balasore and Mayurbhanj districts of the state Odisha in India. Logistic regression model used in the the analysis to identify the predictors of participation in MGNREGP in both the districts of India. The program has positive impact on the standard of living of the participants in less developed areas. Still migration for searching better paid jobs is prevalent there. For active participation of the really needy people in the programme, it is suggested to create massive awareness among the people particularly among women through different sensitized programmes in rural India.
