Book excerpt: The United States Army land managers are facing a difficult task of balancing environmental quality and military land carrying capacity when planning missions. The increase in soil erosion and landscape fragmentation caused by intensive military training degrades environmental quality and restricts military missions simultaneously. This study aims at overcoming the existing gaps in land management of the U.S. Army installations. The significant contributions made in this study include (i) exploring the relationships of landscape aesthetic evaluations with spatial metrics variables and further incorporating the spatial metrics as surrogates of the landscape aesthetic evaluations into derivation of comprehensive environmental quality indicator; and (ii) developing a practical method to integrate the individual factors into a comprehensive environmental quality indicator at both landscape and patch levels based on sustainable environmental health and military land carrying capacity.

Book excerpt: Since the early 1980's, researchers and land managers from ERDC/CERL have been developing means to quantify and predict sustainable vehicle use rates associated with maneuver training exercises for Army training lands. Two new projects include: (1) Army Training and Testing Areas Carrying Capacity model (ATTACC), and (2) the Ecological Dynamics Simulation model (EDYS). To incorporate the effects of maneuver impacts as ecological stressors into the EDYS model, researchers developed the distribution pattern ideas used within ATTACC and incorporated them into a CIS environment to allow for long-term distribution and intensity estimations. The product resulting from this effort is the Training Use Distribution Model (TUDM). The TUDM was developed to provide long-term predictions of distributions and intensities of off-road Army maneuver-training impact for carrying capacity and other ecological simulation models. This report contains an in-depth description of TUDM structure and architecture, along with the individual components. Validation studies indicate reasonable results in terms of predicting locational disturbance magnitudes, given the resolution of data used to calibrate the model. Results also indicate that the disturbance patterns modeled generally match the overall landscape pattern found on the maneuver training lands.

Testing and training activities are often more devastating to arid lands than more mesic areas and, consequently, can threaten the continuation of military testing and training operations in these areas. Current gaps exist in diagnostic capabilities to distinguish among various degrees of sustainable and nonsustainable impacts from earth-disturbing activities in desert ecosystems. Work is ongoing to develop innovative remote sensing techniques to rapidly characterize impacts of military training and testing on arid environments. The diagnostic techniques include new rapid detection methods of image collection and laser induced fluorescence imagery techniques to provide early detection of the condition of stressed plants. Innovative image processing techniques will be assessed which will provide rapid assessment of vegetation parameters used in various US Department of Defense environmental management models such as the Army Training and Testing Area Carrying Capacity. New and cost-effective techniques for revegetation of disturbed training lands will be examined at Fort Irwin--the National Training Center in the Mojave Desert of California.

The objective of this project was to develop a structured, scientifically valid, integrated Ecological Risk Assessment (ERA) framework to provide, at both the installation and command levels, a common context for characterizing different kinds of risks for comparison and prioritization for risk-based sustainable management of DoD training and testing assets. This document provides a risk assessment framework consistent with, but extending beyond, the EPA's ecological risk assessment framework, and specifically addresses DoD-activities and management needs. It is titled Military Ecological Risk Assessment Framework (MERAF) to convey this military focus. The modifications made to the EPA ecological risk assessment framework in developing MERAF enable MERAF to: (1) explicitly address risks from the imposition of multiple and diverse stressors on a site, (2) explicitly address risks resulting from causal chains (e.g., effects on habitat that indirectly impact wildlife), and (3) incorporate the fact that risks to natural resources imply other consequent risks.
