The United States of America (USA) led all countries in fluid milk production and cheese production (5.3 million metric tons) in 2015. Wisconsin, coined the "Dairy State", ranks second among states in fluid milk production in the USA producing 13.5% of its total fluid milk. Cheese production in Wisconsin is of particular importance as Wisconsin ranks first in cheese manufacturing producing 25.7% of the total USA production. Cheese production has added importance to Wisconsin as it is not only a directly exportable good, but also because whey (a by-product of cheese production) is also a common export market commodity (in the form of dried whey powder and various dried whey concentrates and fractions). Understanding of the market and regulatory requirements for milk production is very important for producers, processors, and consumers alike. This study attempts to address some of the issues associated with production, regulation, and marketing of milk, especially as the issues relate to fluid milk production and testing in Wisconsin
