However, their rapid growth in the 1970s and early 1980s, and outward orientation make them more important than their sall size would indicate. Book excerpt: The Enterprise for ASEAN Initiative (EAI), as envisaged in 2002 by the Bush administration, is set to be a landmark in U.S.-ASEAN trade relations. This study provides a detailed background and a map to the unfolding negotiations. It includes: a detailed review of the U.S.-ASEAN economic relationship, beginning with coverage of the U.S.-ASEAN trade in goods globally and ending with an in-depth analysis of the changing structure of bilateral trade in services; reviews of theories of FTAs and empirical testing of the economics of the EAI itself. Using the USSFTA as a reference point, this study identifies and highlights the special bilateral issues that will likely be involved in the ongoing EAI FTA negotiations. The EAI is considered in the context of a changing global, Asia-Pacific and sub-regional environment. Finally, the book makes a case for the EAI, focusing on policy motivations - that is, as a defensive strategy for ASEAN and a proactive commercial policy approach for the United States - as well as a strategic imperative for both. The Economics of the Enterprise for ASEAN Initiative is intended to inform governmental, and nongovernmental policy-makers, trade analysts, economists, and researchers who need to have a comprehensive guide to this major trade initiative.

Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: The initiative to establish the Association of Southeast Asian Nations (ASEAN) Community was adopted by the ten leaders at the 2003 Bali Summit in Indonesia. Since then, the concept of a community-building process in ASEAN has become an issue that attracts a great deal of attention from scholars and experts around the world. ASEAN Matters! Reflecting on the Association of Southeast Asian Nations carries essays with different perspectives on critical issues relating to the three pillars in building the ASEAN Community, namely the ASEAN Political and Security Community; the ASEAN Economic Community; and the ASEAN Socio-Cultural Community. In a nutshell, this book provides broad and invaluable insights into the role ASEAN plays in enhancing peace, prosperity, and stability in the Southeast Asian region. Written in a highly accessible style, the contents include both a thorough review of current issues and a succinct overview of the past and future direction of ASEAN. The book reiterates the continued and strengthening relevance of ASEAN, 43 years after its founding. Unlike most other books on ASEAN, a majority of the essays are written by former professional staff at the ASEAN Secretariat, as well as from current office holders. This gives the volume a high degree of authenticity and unique insights. More interestingly, it also includes viewpoints from experts, scholars, diplomats and officials who either have extensive research knowledge or had been involved in ASEAN's external and economic relations with the dialogue partners, such as China, India, Japan, the Republic of Korea, Australia, New Zealand, and the European Union (EU), among others. Focusing on Southeast Asia, David Shambaugh looks at how ASEAN (the Association of Southeast Asian Nations) and the countries within it maneuver between the US and China and the degree to which they align with one or the other power. Not simply an analysis of the region's place within an evolving international system, Where Great Powers Meetprovides us with a comprehensive strategy that advances the American position while exploiting Chinese weaknesses.

Book excerpt: Southeast Asia's interactions with China have tremendously transformed and prospered in the recent decades, with China becoming ever more present on Southeast Asian soil in recent history, touching all dimensions: economic, political, social, and cultural. The current ASEAN-China dynamics are remarkably different from the past, bearing both excitement and caution for watchers. In this context, the advent of China's Belt and Road Initiative (BRI) has added a new perspective to the nature of China's rise in ASEAN. As the various BRI projects continue to unfold in ASEAN countries, public concerns about the impact of these projects are on the rise. However, there has not been enough extensive study on this issue. This edited book contributes towards bridging the knowledge gap by facilitating experts from ASEAN, China, and beyond, to discuss, reflect, debate the ground realities of BRI based on the local governments' and local people's experiences and narratives. The chapters in this volume address various dimensions of the BRI, provide unique perspectives, empirical evidence, and updated information on the overall progress of BRI in ASEAN.

Book excerpt: This is an important and timely volume: important because ASEAN is an increasingly significant and influential regional and global actor; and timely because, as the 2015 ASEAN Economic Community target approaches, what is needed is a sympathetic yet arms-length survey of the issues and challenges. ASEAN will miss some of the targets laid out in its AEC Blueprint, but the reader is left in no doubt that the ASEAN spirit is alive and well. The editors include a distinguished former Secretary General of ASEAN and the leading academic analyst of ASEAN economic cooperation. They and their co-editors are to be congratulated for soliciting contributions from an outstanding and diverse group of authors, and then adding their highly authoritative commentary and analysis. A must read for anybody seriously interested in ASEAN.

Book excerpt: This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after the American Revolution, ?certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation's political philosophy and material realities. Drawing on archives, interviews, and his own experience in the Pentagon and White House, Green finds one overarching concern driving U.S. policy toward East Asia: a fear that a rival power might use the Pacific to isolate and threaten the United States and prevent the ocean from becoming a conduit for the westward free flow of trade, values, and forward defense. By More Than Providence works through these problems from the perspective of history's major strategists and statesmen, from Thomas Jefferson to Alfred Thayer Mahan and Henry Kissinger. It records the fate of their ideas as they collided with the realities of the Far East and adds clarity to America's stakes in the region, especially when compared with those of Europe and the Middle East.
