Because of this need, the PASSER series of traffic signal timing optimization software has become an important asset to these agencies. The objective of this project is to enhance PASSER V to provide the capability to analyze the impacts of unsignalized intersections, including driveways, located on signalized arterials. In projects including traffic management improvements or access management improvements, different intersections are signalized or unsignalized to achieve various operational or safety improvement objectives. With the additional feature to analyze unsignalized intersections, PASSER V users are able to make side-by-side comparisons between alternatives for these projects.

Representative arterial traffic control problems were modeled into a statistical testbed using TRAF-NETSIM. A set of scenarios covering a range of arterial geometry, traffic volumes and traffic actuated control settings were tested and evaluated. PASSER II-90 was used to develop base signal timing plans. Chapter One describes the various objectives that were intended to be achieved by this research. It also discusses signal coordination strategies for actuated control. Chapter Two presents the background information and various traffic engineering simulation models available for use in this study. Chapters Three and Four explain the study methodology adopted for this research and the results obtained for the various study scenarios, respectively. Chapter Five presents the conclusions and recommendations of the research.

Fifteen United States cities have already selected and implemented light rail transit (LRT) as a rail transit alternative. As engineers plan and design new or expanded systems, it is essential at they have at their disposal the techniques and procedures necessary to make decisions for LRT placement, system design, and operations. This report, the fourth and final report for project 0-1278, combines and enhances the information contained in the three interim reports and contains a step-by step procedure for analyzing LRT at grade crossings and crossing impacts within signalized networks. Based on the proposed system features and location, transportation analysis identify crossing type and environment. They then select a model based on listed criteria, code and calibrate the model to existing conditions or values provided, and perform the analyses. The procedure includes checks for system failure. Finally, analysts assign user costs to the LRT impacts identified and qualified by the procedure, and select the optimum alternatives for LRT operation.

This report of the Transportation Research Board describes these techniques, presents the general principles for application, including source material for more detailed information, and discusses the issues associated with traffic signal timing alternatives. It should be noted that, while traffic engineers frequently use standards developed by the American Association of State Highway and Transportation Officials, the Federal Highway Administration, or other agencies in making engineering judgments, they are always well advised to protect themselves by carefully supporting the bases of their decisions with factual findings and documenting the reasons for the decisions.
