Book excerpt: The transformation process in Central and Eastern Europe (CEE) after 1989 is often clothed in terms of historical and geographical categories, either as a 'return of history' or as a 'return to Europe', or both. Either way, the radical right in CEE claims a prominent place in this politics of return. Studies of the radical right echo the more general concern, in analyses of the region, with historical analogies and the role of legacies. Sometimes parallels are discovered between the post-1989 radical right and interwar fascism. They imply a 'Weimarization' of the transformation countries and the return of the pre-socialist, ultranationalist, or even fascist past—the 'return of history'. Another interpretation argues that since some CEE party systems increasingly resemble their West European counterparts, so does the radical right, at least where it is electorally successful - the 'return to Europe'. A third line of thought states that the radical right in the region is a phenomenon sui generis, inherently shaped by the historical forces of state socialism and the transformation process. As a result, and in contrast to Western Europe, it is ideologically more extreme and anti-democratic while organizationally more a movement than a party phenomenon. This book provides insight into the role of historical forces in the shaping and performance of the current radical right in CEE. It conceptualizes 'legacies' both as a contextual factor, i.e. as part of structural and cultural opportunities for new movements and parties in the region, and as textual factors, i.e. as part of the ideological baggage of the past which is revived—and reinterpreted—by the radical right. An introductory essay by Michael Minkenberg puts the topic and the concept of legacies into a larger research perspective. Articles by Lenka Bustikova and Herbert Kitschelt as well as John Ishiyama employ the role of legacies as context, whereas the contributions by Timm Beichelt, Sarah de Lange and Simona Guerra as well as James Frusetta and Anca Glont treat legacies as text.

Originating with a series of creative initiatives by artists, art historians, and critics and centered in places like Budapest, Poznań, and Prague, this experimental dialogue involved Western participation but is today largely forgotten in the West. In Networking the Bloc, Klara Kemp-Welch vividly recaptures this lost chapter of art history, documenting an elaborate web of artistic connectivity that came about through a series of personal encounters, pioneering dialogues, collaborative projects, and cultural exchanges. Countering the conventional Cold War narrative of Eastern bloc isolation, Kemp-Welch shows how artistic ideas were relayed among like-minded artists across ideological boundaries and national frontiers. Book excerpt: Artists in the Soviet Union faced a difficult choice: either join the official academies and make art that conformed to the state’s aesthetic and ideological dictates, or attempt to develop alternative artistic practices and spheres for exhibiting their work. In the early 1970s, conceptual artists Ilya Kabakov and Viktor Pivovarov chose the latter option, turning their limited resources into an asset by pioneering an entirely new artistic genre: the album. Somewhere between drawings and novels, Kabakov and Pivovarov’s albums were also the basis for unique performance pieces, as the artists invited select audiences to their Moscow apartments for private readings and viewings of the albums, helping to cultivate an alternative artistic community in the process. This exhibition catalog brings together Kabakov and Pivovarov’s key works for the first time, putting the two artists in dialogue and recreating their artistic community. Drawing on archival material and exclusive interviews, in this book Izabel Galliera traces the development of socially engaged art from the early 1990s to the present in Bulgaria, Hungary and Romania. She demonstrates that, in the early 1990s, projects were primarily created for exhibitions organized and funded by the Soros Centers for Contemporary Art. In the early 2000s, prior to Bulgaria, Hungary and Romania entering into the European Union, EU institutions likewise funded socially-conscious public art in the region. Today, socially engaged art is characterised by the proliferation of independent and often self-funded artists' initiatives in cities such as Sofia, Bucharest and Budapest.Focusing on the relationships between art, social capital and civil society, Galliera employs sociological and political theories to reveal that, while social capital is generally considered a mechanism of exclusion in the West, in post-socialist contexts it has been leveraged by artists and curators as a vital means of communication and action.

Book excerpt: This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.
