Book Synopsis The Role of IMF Arrangements in Restoring Access to International Capital Markets by : Joseph Kogan
Download or read book The Role of IMF Arrangements in Restoring Access to International Capital Markets written by Joseph Kogan and published by International Monetary Fund. This book was released on 2024-08-09 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a database of emerging market fundamentals and bond index spreads across 56 frontier and emerging market countries rated below investment grade during the period 2002-22, we assess whether IMF arrangements can restore access to international capital markets (ICM) for countries in distress through liquidity and conditionality channels. We find that global financial conditions and debt/GDP are the most important determinants of access to ICM within the horizon of a typical IMF arrangement. Using an event study methodology, we show that spreads increase prior to the start of an IMF arrangement and then decrease gradually. By exploiting different characteristics of IMF arrangements, we find evidence that the reforms implemented under the IMF arrangement, as measured by rounds of successful IMF reviews, matter more in the medium term than the IMF’s role as a liquidity provider. These results are consistent with our analysis of 55 credit rating upgrades to ICM access levels, which suggests that debt reduction plays the largest role and that IMF arrangements lend credibility to reforms.

Book Synopsis Review of the Flexible Credit Line, The Short Term Liquidity Line and the Precautionary and Liquidity Line, and Proposals for Reform by : International Monetary
Download or read book Review of the Flexible Credit Line, The Short Term Liquidity Line and the Precautionary and Liquidity Line, and Proposals for Reform written by International Monetary and published by International Monetary Fund. This book was released on 2023-10-06 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Fund’s precautionary toolkit rests on the simple proposition that facilitating crisis prevention is far less costly than crisis resolution. Its value increases with systemic risk. Serial shocks to the global trading and financial systems pose significant and persistent headwinds for well-integrated emerging markets. An adequately funded global financial safety net (GFSN) with a suite of precautionary tools allows qualifying members to respond to balance of payments (BoP) shocks, reducing the incidence of crises and limiting contagion. The Fund is the only layer of the GFSN available to all members; other layers vary in their availability and externalities. In this context, the overarching objective of this review of the Flexible Credit Line (FCL), Short-term Liquidity Line (SLL), and Precautionary and Liquidity Line (PLL) is to ensure that the precautionary facilities toolkit (henceforth “the toolkit”) is fit for purpose for the challenges ahead.

Book Synopsis Designing a European Fiscal Union by : Carlo Cottarelli
Download or read book Designing a European Fiscal Union written by Carlo Cottarelli and published by Routledge. This book was released on 2014-11-13 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: Does the European Union need closer fiscal integration, and in particular a stronger fiscal centre, to become more resilient to economic shocks? This book looks at the experience of 13 federal states to help inform the heated debate on this issue. It analyses in detail their practices in devolving responsibilities from the subnational to the central level, compares them to those of the European Union, and draws lessons for a possible future fiscal union in Europe. More specifically, this book tries to answer three sets of questions: What is the role of centralized fiscal policies in federations, and hence the size, features and functions of the central budget? What institutional arrangements are used to coordinate fiscal policy between the federal and subnational levels? What are the links between federal and subnational debt, and how have subnational financing crises been handled, when they occurred? These policy questions are critical in many federations, and central to the current discussions about future paths for the European Union. This book brings to the table new, practical insights through a systematic and comprehensive comparison of the EU fiscal framework with that of federal states. It also departs from the decentralization perspective that has been prominent in the literature by focusing on the role of the centre (which responsibilities are centralized at the federal level and how they are handled, rather than which functions belong to the local level). Such an approach is particularly relevant for the European Union, where a fiscal union would imply granting new powers to the centre.

Clarify the three fundamental initiative styles. 3. Clarify the three fundamental levels of the board. 4. Comprehend the management aptitudes that are significant for a fruitful private venture. 5. Comprehend the means in moral basic leadership. Every independent venture should be worried about management standards. The board choices will affect the achievement of a business, the well-being of its workplace, its development if development is a goal, and client worth and fulfillment. Seat-of-the-pants the board may work incidentally; however, its indiscretion will definitely negatively affect a business. This segment talks about management standards, levels, and abilities—all regions that entrepreneurs ought to see with the goal that they can settle on educated and compelling decisions for their organizations. What Is Management? There is no all-around acknowledged definition for the management. The definitions run the array from exceptionally easy to extremely unpredictable. For our motivations, we characterize the executives as "the utilization of arranging, sorting out, staffing, coordinating, and controlling capacities in the most proficient way conceivable to achieve significant hierarchical goals. Management’s standards apply to all associations—huge or little, for-benefit or not-for-benefit. Indeed, even one-individual independent ventures should be worried about administration standards on the grounds that without a major comprehension of how organizations are overseen, there can be no practical desire for progress. Keep in mind that the most widely recognized explanation ascribed to independent venture disappointment is disappointment with respect to the management.

This paper presents the developments in the dollar swap facilities through the end of 2009. The facilities were a response to dollar funding shortages outside the U.S. during a period of market dysfunction. The dollar swap lines among central banks were effective at reducing the dollar funding pressures abroad and stresses in money markets. Charts and tables.
Book Synopsis Topics in Hyperplane Arrangements by : Marcelo Aguiar
Download or read book Topics in Hyperplane Arrangements written by Marcelo Aguiar and published by American Mathematical Soc.. This book was released on 2017-11-22 with total page 639 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph studies the interplay between various algebraic, geometric and combinatorial aspects of real hyperplane arrangements. It provides a careful, organized and unified treatment of several recent developments in the field, and brings forth many new ideas and results. It has two parts, each divided into eight chapters, and five appendices with background material. Part I gives a detailed discussion on faces, flats, chambers, cones, gallery intervals, lunes and other geometric notions associated with arrangements. The Tits monoid plays a central role. Another important object is the category of lunes which generalizes the classical associative operad. Also discussed are the descent and lune identities, distance functions on chambers, and the combinatorics of the braid arrangement and related examples. Part II studies the structure and representation theory of the Tits algebra of an arrangement. It gives a detailed analysis of idempotents and Peirce decompositions, and connects them to the classical theory of Eulerian idempotents. It introduces the space of Lie elements of an arrangement which generalizes the classical Lie operad. This space is the last nonzero power of the radical of the Tits algebra. It is also the socle of the left ideal of chambers and of the right ideal of Zie elements. Zie elements generalize the classical Lie idempotents. They include Dynkin elements associated to generic half-spaces which generalize the classical Dynkin idempotent. Another important object is the lune-incidence algebra which marks the beginning of noncommutative Möbius theory. These ideas are also brought upon the study of the Solomon descent algebra. The monograph is written with clarity and in sufficient detail to make it accessible to graduate students. It can also serve as a useful reference to experts.
