Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G-3/5/7. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the rank of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for-warded through their higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance. This regulation contains internal control provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendix J). Supplementation of this regulation and establishment of command and local forms are prohibited with-out prior approval from the Deputy Chief of Staff, G-3/5/7 (DAMO-TR), 450 Army Pentagon, Washington, DC 20310-0450. Supplementation of this regulation is authorized at the Army command, Army service component command, and direct reporting unit level when additional command directed requirements are established in order to provide a single source for training and education requirements and guidance across the command. Establishment of command and local forms are prohibited without prior approval from the Deputy Chief of Staff, G-3/5/7 (DAMO-TR), Washington, DC 20310-0450.

Yet few studies indicate whether Army units even have leader development programs, and, if they do, what the programs consist of and how well they are executed. To gain insight into these issues, Arroyo Center researchers met with over 450 officers (lieutenants through colonels) to discuss leader development within Army units. The discussions revealed that no set of activities exists that could be characterized as a standard unit-level leader development program. Instead, leader development tends to be informal, personality-driven, and dependent on the abilities, experience, and inclinations of the unit commander. The researchers do not recommend that the Army impose more formal programs or requirements on commanders, but instead that the Army's school system demonstrate the proper way to do counseling; introduce Army leaders to an array of leader development tools that could be adapted to a unit's needs in different situations; and, most importantly, foster the expectation that leader development will take place, according to Army standards, in operational units.
