Also, it prescribes the policy and responsibility of command, which include the Army Ready and Resilient Campaign Plan, military discipline and conduct, the Army Equal Opportunity Program, and the Army Sexual Harassment/Assault Response and Prevention Program. The 30-day advanced publication requirement has been waived because the revision implements previously published law, DoD directives and instructions, and Army directives that need to be consolidated and communicated to the field as soon as possible. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to all assigned, attached, or operationally controlled U.S. Army Corrections Command personnel, and all Army Corrections System prisoners incarcerated in Army Corrections System facilities. Chapters 6 and 7 and appendix E apply to members of the Army National Guard of the United States when on active duty Title 10 orders, for 30 days or more. In all other cases, members of the Army National Guard are governed by regulations issued by the Chief, National Guard Bureau consistent with Chief, National Guard Bureau's authorities under 32 USC 110, 10 USC 10503, and DoDD 5105.77. It also applies where stated to Department of the Army Civilians. Portions of this regulation that prescribe specific conduct are punitive, and violations of these provisions may subject offenders to nonjudicial or judicial action under the Uniform Code of Military Justice. The equal opportunity terms found in the glossary are applicable only to uniformed personnel. AR 690-600 and AR 690-12 contains similar terms that are applicable to Department of the Army Civilians.

During mobilization, the proponent may modify the policies and procedures contained in this regulation provided that the modification is coordinated with and concurred with by the Administrative Assistant to the Secretary of the Army and that the modification is disseminated through the Administrative Assistant to the Secretary of the Army. Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G-3/5/7. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the rank of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for-warded through their higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance. This regulation contains internal control provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendix J). Supplementation of this regulation and establishment of command and local forms are prohibited with-out prior approval from the Deputy Chief of Staff, G-3/5/7 (DAMO-TR), 450 Army Pentagon, Washington, DC 20310-0450. Supplementation of this regulation is authorized at the Army command, Army service component command, and direct reporting unit level when additional command directed requirements are established in order to provide a single source for training and education requirements and guidance across the command. Establishment of command and local forms are prohibited without prior approval from the Deputy Chief of Staff, G-3/5/7 (DAMO-TR), Washington, DC 20310-0450.

All Soldiers have seen issues in the news that can occur when we are not proactive about discipline and standards: Abuse of prisoners, desecration of corpses, hazing, and sexual assault to name recent examples. All of these circumstances present serious legal issues. But, fundamentally, they also represent a breakdown in unit standards, training, and discipline. Your objective as a Commander should be to develop solid systems and a command climate that prevents legal issues, rather than just reacting to them. In sum, it is every bit as important to train your Soldiers to maintain a high level of discipline and compliance with law, policy, and military standards, as it is to train them to perform your Mission Essential Task List (METL). In legal circles, we call this effort to prevent legal problems before they arise by properly training Soldiers, "preventive law." The responsibility to practice preventive law belongs to the Commander.

Deputy Assistant Secretary of the Army for Defense Exports and Cooperation. The DASA-DE&C discharges ASA (ALT) responsibilities for SAT and will- (1) Develop, coordinate, and promulgate Army-wide SA policy, including the development of Army-wide input to specific country SA programs in support of Headquarters Department of the Army (HQDA) missions. (2) Exercise policy responsibility for SAT under international military education and training (IMET); Foreign Military Sales (FMS), and Foreign Military Financing (FMF), and other applicable authority as directed by the Department of Defense (DOD). (3) Receive, staff, and serve as final HQDA decision authority for resourcing requests for Army SAT from authorized command and agencies. (4) Request and coordinate with Deputy Chief of Staff (DCS), G-3/5/7 for tasking responsible Army for approved SAT agencies and commands for execution. (5) Return disapproved requests to the requesting command or agency. (6) Be the final decision authority on discrepancies that occur between U.S. Army Training and Doctrine Command (TRADOC) and AMC on letter of request (LOR) and letter of offer and acceptance (LOA) issues. (7) Use this regulation in conjunction with AR 12-1 and AR 12-15 for guidance in budgeting and programming. c. U.S. Army Training and Doctrine Command. The TRADOC will- (1) Serve as the Army lead command for the operation, development, offer and execution of security cooperation training LOAs (LOA are also called cases). (2) Serve as the Army lead for the management and mission execution of HQDA approved SATs. ( 3 ) T a s k T R A D O C , C O N U S A r m y C o m m a n d s ( A C O M s ) ( l e s s U . S . A r m y S p e c i a l O p e r a t i o n s C o m m a n d (USASOC)) and other Direct Reporting Units (DRUs) to provide personnel, supplies, and equipment to countries and/ or to task training support materiel program of instruction (POI), and foreign disclosure in according with HQDA taskings.
