Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Our Army paints a more complex picture, demonstrating that while army officers are likely to be more conservative, rank-and-file soldiers hold political views that mirror those of the American public as a whole, and army personnel are less partisan and politically engaged than most civilians. Assumptions about political attitudes in the U.S. Army are based largely on studies focusing on the senior ranks, yet these senior officers comprise only about 6 percent of America's fighting force. Jason Dempsey provides the first random-sample survey that also covers the social and political attitudes held by enlisted men and women in the army. Uniting these findings with those from another unique survey he conducted among cadets at the United States Military Academy on the eve of the 2004 presidential election, Dempsey offers the most detailed look yet at how service members of all ranks approach politics. He shows that many West Point cadets view political conservatism as part of being an officer, raising important questions about how the army indoctrinates officers politically. But Dempsey reveals that the rank-and-file army is not nearly as homogeneous as we think--or as politically active--and that political attitudes across the ranks are undergoing a substantial shift. Our Army adds needed nuance to our understanding of a profession that seems increasingly distant from the average American.

This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. Overseas bases, Cooley shows, are not merely installations that serve a military purpose. For host governments and citizens, U.S. bases are also concrete institutions and embodiments of U.S. power, identity, and diplomacy. Book excerpt: Existing models of state formation are derived primarily from early Western European experience, and are misleading when applied to nation-states struggling to consolidate their dominion in the present period. In this volume, scholars suggest that the Western European model of armies waging war on behalf of sovereign states does not hold universally. The importance of 'irregular' armed forces - militias, guerrillas, paramilitaries, mercenaries, bandits, vigilantes, police, and so on - has been seriously neglected in the literature on this subject. The case studies in this book suggest, among other things, that the creation of the nation-state as a secure political entity rests as much on 'irregular' as regular armed forces. For most of the 'developing' world, the state's legitimacy has been difficult to achieve, constantly eroding or challenged by irregular armed forces within a country's borders. No account of modern state formation can be considered complete without attending to irregular forces.

Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuador’s army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the state’s security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.

In Divided Armies, Jason Lyall challenges long-standing answers to this classic question by linking the fate of armies to their levels of inequality. Introducing the concept of military inequality, Lyall demonstrates how a state's prewar choices about the citizenship status of ethnic groups within its population determine subsequent battlefield performance. Treating certain ethnic groups as second-class citizens, either by subjecting them to state-sanctioned discrimination or, worse, violence, undermines interethnic trust, fuels grievances, and leads victimized soldiers to subvert military authorities once war begins. The higher an army's inequality, Lyall finds, the greater its rates of desertion, side-switching, casualties, and use of coercion to force soldiers to fight. In a sweeping historical investigation, Lyall draws on Project Mars, a new dataset of 250 conventional wars fought since 1800, to test this argument. Project Mars breaks with prior efforts by including overlooked non-Western wars while cataloguing new patterns of inequality and wartime conduct across hundreds of belligerents. Combining historical comparisons and statistical analysis, Lyall also marshals evidence from nine wars, ranging from the Eastern Fronts of World Wars I and II to less familiar wars in Africa and Central Asia, to illustrate inequality's effects. Sounding the alarm on the dangers of inequality for battlefield performance, Divided Armies offers important lessons about warfare over the past two centuries—and for wars still to come.

Hale is interested in the army as an actor in the political drama rather than in the professional functions of soldiers, and his historical exposition reveals much about the modern scene.
