Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.

Book excerpt: Recruiting & retaining the right number of well-trained personnel is vital for the continuing success of the United Kingdom's Armed Forces. Yet recruitment and retention targets are not being met. There is particular concern about shortages in 'pinchpoint' trades - trades or areas of expertise where there is not enough trained strength to perform operational tasks without encroaching on the time provided between deployments for recuperation, training and leave. This report sets out to examine the factors which hamper recruitment and retention in the Armed Forces and reservists & identify what the MoD is doing to improve these. There is also concern and exmination of the issue of why ethnic minority personnel form such a low proportion of the Armed Forces.

This book was released on 2006-11-03 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This two volume NAO report examines the recruitment and retention of armed forces personnel. As of July 2006, the trained strength of the armed forces stood at around 180,690, with an estimated shortfall of 5,170 against the Departments requirement. Overall the armed forces are not in manning balance, with the figures masking a wider shortage of trained personnel within a range of specific trade groups across all three services. All three services expect to be within manning balance by April 2008, though historically the services have consistently run below the full manning requirement. The NAO has identified 88 operational pinch point trades where there is insufficient trained strength to perform operational tasks. The report sets out a number of conclusions and recommendations, including: that the Department should review overall manning requirements within individual operational pinch points and also develop guidelines on the expected levels of voluntary outflow for individual operational pinch points; regular surveys of personnel should be carried out, focusing on factors that reduce retention; the Department should also assess the impact of the work/life balance and the extent to which breaches of individual harmony may be understated; further, the Department should look to investigate measures to provide greater stability and certainty of work patterns for personnel between operational deployments; also that a cost effective analysis should be conducted on the payment of financial retention incentives and the impact on decisions to continue serving in the armed forces; the Department should also review the scope of schemes which provide opportunities to offer competitive salaries, and consider the recruitment to a wider range of trades than is currently the practice; the Department should also develop a clear order of priority for the wide range of long-term projects it has planned and commit to firm timescales and funding programmes for the most important. A companion volume (HC 1633-II, session 2005-06, ISBN 0102943575) is available separately which contains case studies and detailed survey results.

Book excerpt: This report concerns a complaint by Mr A (now deceased) and his siblings, who were British civilians interned by the Japanese in Singapore in 1945. In 2000 they applied to the compensation scheme set up by the British Government to recognise the 'debt of honour' owed by the UK to British prisoners of war and civilian internees. They were initially denied compensation because they did not have a close enough link to the UK to qualify, but received a £500 payment and an apology following the Ombudsman's intervention. In 2007, the MoD set up a further scheme to compensate those whose applications to the original scheme were wrongly rejected. Mr A's family was invited to apply to this second scheme, but their application was refused and they were told that the previous apology and payment had been given to them in error. The investigation found that Mr A and his siblings were subjected to prolonged and aggravated distress by the British Government during the 10 years that they struggled to resolve their compensation claims with the MoD. The MoD mismanaged the administration of the second compensation scheme and had incorrectly and offensively retracted a previous apology issued to them. The Secretary of State for Defence should apologise personally to the family and pay them the compensation wrongly denied to them (£4,000 each) plus a further £5,000 each in recognition of the distress they suffered. The MoD has accepted all the recommendations and will launch its own review of what went wrong

Available in PDF, EPUB and Kindle. Book excerpt: The author of Finding the Few presents more stories of lost airmen and the dedicated detective work done to find them. Mysteries involving missing aircrew span almost the entire twentieth century. Starting with a reappraisal of the famed story of pilot Edward “Mick” Mannock, the author of this book highlights the fates of RAF, USAF, and Luftwaffe personnel from bomber, reconnaissance, and fighter crews. Each case is examined with a microscopic and forensic approach worthy of a CSI episode, and evaluates the detective work involved in unraveling these long-unsolved disappearances of lost airmen. In many cases, there is a satisfactory conclusion in which family members can feel some closure—while in others, question marks are left hanging over. These fascinating stories remind us of the heroic ongoing efforts to truly live up to the phrase “no man left behind.” Includes photos

Book excerpt: Recent years have seen a growing role for private military contractors in national and international security. To understand the reasons for this, Elke Krahmann examines changing models of the state, the citizen and the soldier in the UK, the US and Germany. She focuses on both the national differences with regard to the outsourcing of military services to private companies and their specific consequences for the democratic control over the legitimate use of armed force. Tracing developments and debates from the late eighteenth century to the present, she explains the transition from the centralized warfare state of the Cold War era to the privatized and fragmented security governance, and the different national attitudes to the privatization of force.
