Traditionally, existing scholarship in this field of research has taken a selective focus on issues and actors, concentrating mainly on US state discourse after 9/11. However, this approach ignores the fact that there was counterterrorism speech before 9/11, and that there are other countries and other actors who also actively engage in the counterterrorism discursive field, both within and outside of the Western world. Addressing several thematic, chronological and methodological gaps in the current literature, Arguing Counterterrorism offers a dynamic perspective on counterterrorism argumentative speech. Over the course of the volume, the authors tackle the following key issues: first, historical and cultural continuity and change. Second, the phenomenology of counterterrorism speech: its nature, instrumentalisation, implications and interactions between the various actors involved. The National Command Authority has four broad strategies through which it may employ military forces to counter violent extremism: counterinsurgency, counterterrorism, support to insurgency, and antiterrorism. The Long War is anticipated to continue for decades, perhaps generations. Thus, it is imperative to select the best strategy or strategies for employing military forces. Based on historical lessons in combating terrorism, the best strategy is efficient and sustainable and avoids overreacting, acting incompetently, or appearing to be either over reactive or incompetent. Counterinsurgency is neither efficient nor sustainable from a military, economic, or political perspective. It is a high risk strategy because it is a large, highly visible undertaking through which the United States may easily overreact, act incompetently, or be perceived as overreacting or being incompetent. Counterterrorism, support to insurgency, and antiterrorism are each both efficient and sustainable from a military and economic perspective. These three strategies each have inherent political concerns, hazards, or constraints. However it is considerably less likely that the United States will overreact, behave incompetently, or be perceived as overreacting or being incompetent through engaging in one or more of these three strategies than by engaging in counterinsurgency. Support to insurgencies is economically and militarily efficient and sustainable, but it carries substantial political risks. Thus, an overall strategy combining counterterrorism and antiterrorism is the best means of employing military forces to counter violent extremism.

The need to fight against terrorism in Africa in order to maintain peace and security became one of the most important objectives of the African Union. This desire to fight led to the organization of many extraordinary and ordinary sessions of the Heads of States and government of the African Union, where during these sessions many human rights instruments were adopted. Amongst these instruments are: the OAU Convention on the prevention and fight against terrorism and its Protocol adopted in 2004, the 1994 Declaration on a Code of Conduct for Inter-African Relations, the Dakar Declaration against terrorism and the African Charter on Human and People’s Rights. The adoption of these instruments therefore marked the beginning of a new era in Africa, where all the efforts and means converged to fight the organization and outbreak of terrorist attacks. All the African States were as from this moment supposed to ratify and adopt all these regional instruments in order to continue locally and internally the fight against terrorism. This also called for a more effective and efficient collaboration between the African States and African Union Organs engaged in the fight against terrorism. This work therefore also examines the role of the African Union Organs responsible for the protection of Human Rights and responsible for maintaining peace and security in Africa. Amongst these African Union Organs are the Peace and Security Council (PSC) and the African Commission on Human and People’s Rights. The Peace and Security Council, which was created by the Protocol of 2002 and entered into force in 2003, was put into place in order to stop all terrorist attacks and stop the outbreak of internal and international conflict, in order to maintain peace, security and stability in Africa. The action of this Council was completed and accompanied by the African Commission on Human and People’s Rights, as it is stipulated in article 19 of the 2002 Protocol. This Commission through its resolutions and rules of procedures greatly fights against terrorism in order to protect all the Human Rights contained in the African Charter of 1981. The action of these two organs shows to us the important role they play in fighting against terrorism.

Military practitioners who seek to stay within the bounds of international law often find themselves applying bodies of law-IHRL, IHL, ICL-in an exclusionary fashion, and adherence to those boundaries can lead to a formal and often rigid application of the law that does not adequately address contemporary security challenges. Fighting at the Legal Boundaries offers a holistic approach towards the application of the various constitutive parts of international law. The author focuses on the interaction between the applicable bodies of law by exploring whether their boundaries are improperly drawn, or are being interpreted in too rigid a fashion. Emphasis is placed on the disconnect that can occur between theory and practice regarding how these legal regimes are applied and interact with one another. Through a number of case studies, Fighting at the Legal Boundaries explores how the threat posed by insurgents, terrorists, and transnational criminal gangs often occurs not only at the point where these bodies of law interact, but also in situations where there is significant overlap. In this regard, the exercise of the longstanding right of States to defend nationals, including the conduct of operations such as hostage rescue, can involve the application of human rights based law enforcement norms to counter threats transcending the conflict spectrum. It describes the contribution of the various socio-economic and political developments in relation to counter-terrorism efforts of the country. It assesses the various counter-terrorism measures employed by Ethiopia at national, regional, and international levels. The author also provides an analysis of opportunities, challenges, and limitations relevant to the implementation of counter-terrorism measures in Ethiopia. Terrorism is a real and urgent threat to the Ethiopian interests. Terrorism and political violence are not new challenges in Ethiopia. They have long been used by groups espousing a wide variety of causes, including national self-determination or separatism, and violent religious extremism. In the last two decades, counterterrorism has come to the fore of Ethiopia’s National Security issues. It has employed effective counterterrorism measures and is doing uncompromising efforts to thwart this challenging threat. However, although progress has been made in countering terrorist attacks and in understanding its underlying causes, terrorism still remains one of the most serious challenges facing Ethiopia.

Book excerpt: Ever since the Soviet invasion of Afghanistan in 1979, fighters from abroad have journeyed in ever-greater numbers to conflict zones in the Muslim world to defend Islam from-in their view-infidels and apostates. The phenomenon recently reached its apogee in Syria, where the foreign fighter population quickly became larger and more diverse than in any previous conflict. In Road Warriors, Daniel Byman provides a sweeping history of the jihadist foreign fighter movement. He begins by chronicling the movement's birth in Afghanistan, its growing pains in Bosnia and Chechnya, and its emergence as a major source of terrorism in the West in the 1990s, culminating in the 9/11 attacks. Since that bloody day, the foreign fighter movement has seen major ups and downs. It rode high after the 2003 US invasion of Iraq, when the ultra-violent Al Qaeda in Iraq (AQI) attracted thousands of foreign fighters. AQI overreached, however, and suffered a crushing defeat. Demonstrating the resilience of the movement, however, AQI reemerged anew during the Syrian civil war as the Islamic State, attracting tens of thousands of fighters from around the world and spawning the bloody 2015 attacks in Paris among hundreds of other strikes. Although casualty rates are usually high, the survivors of Afghanistan, Syria, and other fields of jihad often became skilled professional warriors, going from one war to the next. Still others returned to their home countries, some to peaceful retirement but a deadly few to conduct terrorist attacks. Over time, both the United States and Europe have learned to adapt. Before 9/11, volunteers went to and fro to Afghanistan and other hotspots with little interference. Today, the United States and its allies have developed a global program to identify, arrest, and kill foreign fighters. Much remains to be done, however-jihadist ideas and networks are by now deeply embedded, even as groups such as Al Qaeda and the Islamic State rise and fall. And as Byman makes abundantly clear, the problem is not likely to go away any time soon.
