Available in PDF, EPUB and Kindle. Book excerpt: The primary objective of this study is to assist the government in identifying and implementing appropriate measures that will result in an effective and equitable reduction in the Provinces' contribution to excessive, consolidated public sector deficits. A corollary objective is to identify appropriate areas in which the Bank may support improved provincial financial management. Provinces can then generate surpluses and invest them wisely to increase future economic growth and tax revenues. More specifically, the study's objectives are to identify : a) ways that provincial revenue performance and expenditure efficiency may be improved; b) effective incentives for implementing the above improvements; c) appropriate, standard provincial budgeting and reporting procedures; and d) needs for institutional reforms to meet preceeding objectives. Volume II provides basic data on provincial public finance as well as information to help in interpreting this data.

Available in PDF, EPUB and Kindle. Book excerpt: The "Argentine disappointment"—why Argentina persistently failed to achieve sustained economic stability during the twentieth century—is an issue that has mystified scholars for decades. In Straining the Anchor, Gerardo della Paolera and Alan M. Taylor provide many of the missing links that help explain this important historical episode. Written chronologically, this book follows the various fluctuations of the Argentine economy from its postrevolutionary volatility to a period of unprecedented prosperity to a dramatic decline from which the country has never fully recovered. The authors examine in depth the solutions that Argentina has tried to implement such as the Caja de Conversión, the nation's first currency board which favored a strict gold-standard monetary regime, the forerunner of the convertibility plan the nation has recently adopted. With many countries now using—or seriously contemplating—monetary arrangements similar to Argentina's, this important and persuasive study maps out one of history's most interesting monetary experiments to show what works and what doesn't.

This book was released on 2016-11-10 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: An inherited legacy of imbalances. Upon taking office in December last year, Argentina’s new government faced pervasive macroeconomic imbalances, microeconomic distortions, and a weakened institutional framework. These encompassed unsustainably high consumption levels, historically low levels of investment, and large fiscal deficits financed by money creation, which led to high inflation. Distortions at the micro level included an extensive network of administrative controls (for example, trade barriers, foreign exchange restrictions, and price controls) and a business environment that eroded competitiveness and undermined medium-term growth. There was also an important weakening of the institutional framework for economic policymaking, perhaps most evident in the loss of credibility of the national statistics agency.
