Book excerpt: Urban Design Governance takes a deep dive into the governance of urban design around Europe. It examines interventions in the means and processes of designing the built environment as devised by public authorities and other stakeholders across the continent. In particular, the focus is on the use of soft powers and allied financial mechanisms to influence design quality in the public interest. In doing so, the book traces the scope, use and effectiveness of the range of informal (non-regulatory) urban design governance tools that governments, municipalities and others have at their disposal. Developed from the Urban Maestro project, a joint initiative of the United Nations Human Settlement programme (UN-Habitat), UCL and the Brussels Bouwmeester Maître Architecte (BMA), Urban Design Governance offers the first panorama of informal urban design governance tools from across Europe, and places the tools within a theoretical and analytical framework with the potential to be applied locally and internationally. Last, the book discusses and reveals the essential pre-requisites for the effective governance of urban design. Governments everywhere are increasingly seeing these sorts of tools as part of a necessary investment in delivering the high-quality built environments that their residents, businesses and investors demand. This book shows how.

Book excerpt: The book traces the mutual relations between architecture and politics during the reconstruction of the democratic republic after 1989, which at the same time had to respond to new local and global circumstances: the division of Czechoslovakia, entry into the European Union, the new territorial administrative division of the Czech Republic or the policy of liberal economy. It consists of an introductory article and 13 studies accompanied by interviews with selected actors of this period. In relation to architecture and urbanism, it follows in detail the themes of border transformation and internal division of the country after 1989, seats of state power (Prague Castle, parliament, government, courts), the influence of the EU on the development of municipalities (subsidy programs, the title of European City of Culture), housing construction from the point of view of the state, municipalities (and strategic private companies based in them) and civic and anarchist activities. In addition, he notes the role of city architects, architectural competitions and organizations defending the interests of the profession in public space. On the visual side, the texts are supplemented not only by photographs and visualizations related to individual buildings, projects and events of this period, but also by maps and graphs, trying to capture the topic as a whole in data. Graphics by Tereza Hejmová and Kristýna Žáčková. The book is published in a Czech-English version with the support of the Ministry of Culture of the Czech Republic within the Program of Applied Research and Development of National and Cultural Identity (NAKI II).

It also highlighted the need to undertake an in-depth analysis of certain key areas where difficulties still arise with regard to implementation.

Available in PDF, EPUB and Kindle. Book excerpt: Czech architecture evolved in a powerful cultural and historical environment that undoubtedly placed a greater emphasis on the conception of architectural forms than the various formal innovations that are seen around the world, innovations that all too frequently employ an approach akin to the design of car bodies while departing from the traditional notion of architecture. Certainly it does not strive to be exhibitionist. Contrary to that, in this country, architecture continues to be viewed as a traditional cultural discipline, and Czech austerity persists in expanding this cultural nature of architectural work rather than enthusiastically accepting as of yet insufficiently digested forms.

Book excerpt: Eastern European prefabricated housing blocks are often vilified as the visible manifestations of everything that was wrong with state socialism. For many inside and outside the region, the uniformity of these buildings became symbols of the dullness and drudgery of everyday life. Manufacturing a Socialist Modernity complicates this common perception. Analyzing the cultural, intellectual, and professional debates surrounding the construction of mass housing in early postwar Czechoslovakia, Zarecor shows that these housing blocks served an essential function in the planned economy and reflected an interwar aesthetic, derived from constructivism and functionalism, that carried forward into the 1950s. With a focus on prefabricated and standardized housing built from 1945 to 1960, Zarecor offers broad and innovative insights into the country's transition from capitalism to state socialism. She demonstrates that during this shift, architects and engineers consistently strove to meet the needs of Czechs and Slovaks despite challenging economic conditions, a lack of material resources, and manufacturing and technological limitations. In the process, architects were asked to put aside their individual creative aspirations and transform themselves into technicians and industrial producers. Manufacturing a Socialist Modernity is the first comprehensive history of architectural practice and the emergence of prefabricated housing in the Eastern Bloc. Through discussions of individual architects and projects, as well as building typologies, professional associations, and institutional organization, it opens a rare window into the cultural and economic life of Eastern Europe during the early postwar period.
