Die anhaltend hohe Arbeitslosigkeit in der Bundesrepublik Deutschland stellt gegenwärtig eines der größten innenpolitischen und sozialen Probleme dar. Nach Angaben der Bundesagentur für Arbeit waren im Dezember 2007 insgesamt 3,776 Millionen Menschen in Deutschland ohne Beschäftigung. Bundesweit lag die Arbeitslosenquote somit im Dezember bei 9,0%. In der Hauptstadt Berlin waren im gleichen Zeitraum 238.344 Menschen arbeitslos gemeldet. Eine Arbeitslosenquote von 14,2% bedeutet bundesweit den vorletzten Platz - knapp vor Mecklenburg Vorpommern. Dieser Trend ist besonders Besorgnis erregend, da die bundesweite Wirtschaftsentwicklung ohnehin weit unter den internationalen Vergleichszahlen liegt. Den Ernst der Lage zeigt auch die gesunkene Zahl der sozialversicherungspflichtigen Stellen: Die Arbeitsagentur hat ein Minus von 2,8% gegenüber dem Vorjahr ermitteln können. Besonders viele Jobs gingen bei der Erziehung, in der Baubranche, beim verarbeitenden Gewerbe, in der Verwaltung und im Dienstleistungssektor verloren. Obwohl derartige Situationen aus der historischen Entwicklung heraus hinlänglich bekannt sind, scheint sich aber immer offensichtlicher eine Tendenz abzuzeichnen, die sich grundlegend von sämtlichen vorangegangenen Zeiten erhöhter Arbeitslosigkeit unterscheidet. Ein bisher unbekanntes Phänomen ist nämlich, dass die Arbeitslosigkeit in den vergangenen Jahren zugenommen hat und es zumindest aus kurz bis mittelfristiger Sicht zu keinem drastischen Rückgang der Arbeitslosigkeit kommen wird.
