Book excerpt: This report addresses the development challenges facing young people in the Arab region. The current young generation is the largest this region has had over the past 50 years, making up 30% of its population. In light of the youth-led movements during and after the 2011 uprisings, the report argues for a renewed policy focus on youth development in the region. It deals with the pillars of human development (income, education and health) with the attainment, achievement and equitable distribution of education, and with the challenges of finding stable and decent jobs. With protracted conflict in several Arab countries, young Arabs have become victims or perpetrators of violence, challenged by difficulties of mobility and migration. AHDR 2016 aims to engage youth in building a better future.

Book excerpt: This report focuses on how human development can be ensured for everyone, now and in future. It starts with an account of the hopes and challenges of today’s world, envisioning where humanity wants to go. This vision draws from and builds on the 2030 Agenda and the Sustainable Development Goals. It explores who has been left behind in human development progress and why. It argues that to ensure that human development reaches everyone, some aspects of the human development framework and assessment perspectives have to be brought to the fore. The Report also identifies the national policies and key strategies to ensure that will enable every human being achieve at least basic human development and to sustain and protect the gains.

Available in PDF, EPUB and Kindle. Book excerpt: Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Book excerpt: This is the third in a series of development reports which focus on the Arab world, based on the collective work of an independent group of scholars, policymakers and practitioners in the region. The 2004 report examines issues of freedom and human rights, good governance and political reform within Arab societies; considers the challenges and constraints involved in moves towards democratic reforms; and sets out a broad strategic vision for future progress. The report finds that despite some improvements in the human rights situation in some Arab countries, the overall picture in the region is grave and deteriorating. Key priorities for urgent action to reform governance practices are identified, including: the abolition of 'states of emergency' by governments in the region; ending all forms of discrimination against minority groups; and guaranteeing the independence of the judiciary.

Book excerpt: For decades, US foreign policy in the Middle East has been on autopilot: Seek Arab-Israeli peace, fight terrorism, and urge regimes to respect human rights. Every US administration puts its own spin on these initiatives, but none has successfully resolved the region’s fundamental problems. In Seven Pillars: What Really Causes Instability in the Middle East? a bipartisan group of leading experts representing several academic and policy disciplines unravel the core causes of instability in the Middle East and North Africa. Why have some countries been immune to the Arab Spring? Which governments enjoy the most legitimacy and why? With more than half the region under 30 years of age, why does education and innovation lag? How do resource economies, crony capitalism, and inequality drive conflict? Are ethnic and sectarian fault lines the key factor, or are these more products of political and economic instability? And what are the wellsprings of extremism that threaten not only the United States but, more profoundly, the people of the region? The answers to these questions should help policymakers and students of the region understand the Middle East on its own terms, rather than just through a partisan or diplomatic lens. Understanding the pillars of instability in the region can allow the United States and its allies to rethink their own priorities, adjust policy, recalibrate their programs, and finally begin to chip away at core challenges facing the Middle East. Book excerpt: Seven years after the Arab uprisings, the social situation has deteriorated across the Middle East and North Africa. Political, economic and personal insecurities have expanded while income from oil declined and tourist revenues have collapsed due to political instability. Against a backdrop of escalating armed conflicts and disintegrating state structures, many have been forced from their homes, creating millions of internally displaced persons and refugees. Young people are often the ones hit hardest by the turmoil. How do they cope with these ongoing uncertainties, and what drives them to pursue their own dreams in spite of these hardships? In this landmark volume, an international interdisciplinary team of researchers assess a survey of 9,000 sixteen- to thirty-year-olds from Bahrain, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia and Yemen, resulting in the most comprehensive, in-depth study of young people in the MENA region to date. Given how rapidly events have moved in the Middle East and North Africa, the findings are in many regards unexpected.

Available in PDF, EPUB and Kindle. Book excerpt: In the twenty-first century, democracies across the globe are in crisis. The strength of basic democratic institutions and core enduring political principles and values are eroding in key regions and countries. Authoritarian regimes are rising and populist leaders are emerging. Democracy in Crisis across the World weaves threads of history and politics in two parts to analyze how long this trend may last and what the future may bring. By first examining the state of democracy in Sub-Saharan Africa, Eastern Europe, Western Europe, Latin America, and the Middle East and North Africa, the second part of the collection highlights to democratic trajectory of India, China, Russia, and the United States. Ending with a look at how the world’s governments have responded to the coronavirus pandemic, contributors argue that unless democracy is defended with resolution and nurtured with resilience, it will fall.
