In Social Welfare with Indigenous Peoples, the editors and contributors examine the treatment of many indigenous populations from five continental areas: Africa (Sierra Leone, Zimbabwe); Australasia, New Zealand; Central and South America (Brazil, Mexico); Europe (Scandinavia, Spain) and North America. They found that, regardless of whether the newer immigrants became the majority population, as in North America, or the minority population, such as in Africa, there were many similarities in how the indigenous peoples were treated and in their current situations. This treatment is examined from many perspectives: political subjugation; negligence; shifting focus of social policy; social and legal discrimination; provision of social services; and ethnic, cultural and political rejuvenation.

In this book Paul Haber explains how urban popular movements contributed to such a historic transition. In the 1960s Mexico&’s urban poor, effectively incorporated into institutionalized forms of clientelism and cooptation, were perceived as passive and acquiescent. Their situation changed during the 1970s, Haber shows, as popular movements&—led largely by young people inspired by the revolutionary ideals of Mexico&’s 1960s student movement&—took the first steps toward mobilizing the urban poor in what would develop into the full-scale political protests of the 1980s. When Mexico&’s economic crisis came in the early 1980s, urban popular movements were in a position to play a major role in the growing democratic opposition. Haber, using a creative blend of ethnography and policy analysis, traces this history on a national level and with detailed reference to two key organizations, the Comit&é de Defensa Popular of Durango and the Asamblea de Barrios of Mexico City. In the late 1980s and early 1990s, many of Mexico&’s most important social leaders saw new opportunities in electoral politics, and the transformation from social movement to party politics began. Haber&’s study closely follows the urban dimensions of this history and spells out its implications not only for the urban poor but also for Mexico&’s nascent democracy.

But Aurora Gómez-Galvarriato’s investigation of the mill towns of the Orizaba Valley reveals that industrial workers played a neglected but essential role in shaping the Revolution. By tracing the introduction of mechanized industry into the valley, she connects the social and economic upheaval unleashed by new communication, transportation, and production technologies to the political unrest of the revolutionary decade. Industry and Revolution makes a convincing argument that the Mexican Revolution cannot be understood apart from the changes wrought by the Industrial Revolution, and thus provides a fresh perspective on both transformations. By organizing collectively on a wide scale, the spinners and weavers of the Orizaba Valley, along with other factory workers throughout Mexico, substantially improved their living and working conditions and fought to secure social and civil rights and reforms. Their campaigns fed the imaginations of the masses. The Constitution of 1917, which embodied the core ideals of the Mexican Revolution, bore the stamp of the industrial workers’ influence. Their organizations grew powerful enough to recast the relationship between labor and capital, not only in the towns of the valley, but throughout the entire nation. The story of the Orizaba Valley offers insight into the interconnections between the social, political, and economic history of modern Mexico. The forces unleashed by the Mexican and the Industrial revolutions remade the face of the nation and, as Gómez-Galvarriato shows, their consequences proved to be enduring.
