Both lands of the Navajo Nation and Glen Canyon National Recreation Area are included within the project Site. Through a 1970 Memorandum of Agreement, the National Park Service recognized the desire of the Navajo Nation to develop areas contiguous to Lake Powell for recreational use and provided for cooperative planning, administration, and development of recreational Sites along the lake.
