Book excerpt: In postwar Canada, having a child out-of-wedlock invariably meant being subject to the adoption mandate. Andrews describes the mandate as a process of interrelated institutional power systems which, together with socio-cultural norms, ideals of gender heteronormativity, and emerging sociological and psychoanalytic theories, created historically unique conditions in the post WWII decades wherein the white unmarried mother was systematically separated from her baby by means of adoption. This volume uncovers and substantiates evidence of the mandate, ultimately finding that at least 350,000 unmarried mothers in Canada were impacted.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

Book excerpt: This book foregrounds the provision of education for young people who have been remanded or sentenced into custody. Both international conventions and national legislation and guidelines in many countries point to the right of children and young people to access education while they are incarcerated. Moreover, education is often seen as an important protective and ‘rehabilitative’ factor. However, the conditions associated with incarceration generate particular challenges for enabling participation in education. Bridging the fields of education and youth justice, this book offers a social justice analysis through the lens of ‘participatory parity’, the book brings together rare interviews with staff and young people in youth justice settings in Australia, secondary data from these sites, a suite of pertinent and frank reports, and international scholarship. Drawing on this rich set of material, the book demonstrates not only the challenges but also the possibilities for education as a conduit for social justice in custodial youth justice. The book will be of immediate relevance to governments and youth justice staff for meaningfully meeting their obligation of enabling children and young people in custody to benefit from education; and of interest to scholars and researchers in education, youth work and criminology.

Available in PDF, EPUB and Kindle. Book excerpt: During the twentieth century, child care policy in British Columbia matured in the shadow of a political uneasiness with working motherhood. Working Mothers and the Child Care Dilemma examines how ideas about motherhood, paid work, and social welfare influenced universal child care discussions and consistently pushed access to child care to the margins of BC’s social policy agenda. Charting the growth of the child care movement in this province, Lisa Pasolli examines the arrival of Vancouver’s first crèche in 1912, the teetering steps forward during the debates of the interwar years, the development of provincial child care policy, the rebellious advancements of second-wave feminists in the 1960s and 1970s, and the maturation of provincial and national child care politics since the mid-70s. In addition to revealing much about historical attitudes toward women’s roles, Working Mothers and the Child Care Dilemma celebrates the efforts of mothers and advocates who, for decades, have lobbied for child care as a central part of women’s rights as workers, parents, and citizens.

Available in PDF, EPUB and Kindle. Book excerpt: People, Politics, and Child Welfare in British Columbia traces the evolution of policies and programs intended to protect children in BC from neglect and abuse. Analyzing this evolution reveals that child protection policy and practice has reflected the priorities of politicians and public servants in power. With few exceptions, efforts to establish effective programs have focused on structural arrangements, staffing responsibilities, and rules to regulate the practice of child welfare workers. Contributors to this book conclude that these attempts have been unsuccessful thus far because they have failed to address the impact of poverty on clients. The need to respect the cultural traditions and values of First Nations clients has also been ignored. Effective services require recognizing and remedying poverty's impact, establishing community control over services, and developing a radically different approach to the day-to-day practice of child welfare workers. People, Politics, and Child Welfare in British Columbia provides a crucial assessment of the state of child welfare in the province. Practitioners, scholars, and students in social work, child and youth care, education, and other human-service professions will find this book particularly important.
