Book excerpt: In the FY2007 and FY2008 Budgets, the President recommended that the National Commission on Libraries and Information Sciences (NCLIS) be consolidated with the Institute of Museum and Library Services (IMLS). In FY2007, while waiting for Congressional action on the proposal in the President's FY2008 Budget, the Commission recognized the need to summarize its work and document its accomplishments in anticipation of a change in its status. Background and Historical Information are included in the first section of the report. Key statutory functions of the U.S. National Commission on Libraries and Information Science (NCLIS) are summarized as: (1) NCLIS discovers the needs of the people of the U.S. for library and information services; (2) NCLIS translates those needs into recommended national policy to meet needs of the people of the U.S. for library and information services; and (3) NCLIS advises the President, the Congress, state and local governments, and others on implementation of national policy. To carry out its functions, NCLIS conducts studies, surveys, and analyses of the nation's library and information needs, appraises the adequacies and deficiencies of the current library and information resources and research and development activities, conducts hearings, and issues publications. The final section of the report discusses a recommended research agenda to meet needs expressed by multiple sectors of the information community. From interviews and recommendations elicited from the information community, a specific research agenda emerged that clustered around four broad topics: Public Libraries: Their Changing Role in U.S. Society and Measuring Their Societal Value; Digital Libraries; Building and Sharing Collections; and Disaster Planning and Relief Efforts. Each of the recommendations is keyed to the purpose of ensuring an informed American public with adequate access to information for decision-making, civic engagement, and a higher quality of life. Seven appendixes are included: (1) Enabling Legislation; (2) NCLIS Chairs; (3) Current Commissioners; (4) Former Commissioners; (5) Senior Staff; (6) NCLIS Publications; and (7) NCLIS Timeline. [This report was based on research sponsored by the U.S. National Commission on Libraries and Information Science and conducted by Nancy Davenport and Judith Russell on behalf of Information International Associates, Inc.].

CI & R is defined as the active process of linking people with needs to resources (agencies, programs, people, or institutions) that can handle those needs. The body of the report is divided into four sections: (1) a concise statement of the problem and the history of the Task Force; (2) a definition of the scope of CI & R services and an analysis of these services, from the perspective of users, the government, and CI & R providers; (3) a list of organizational, staff, and administrative criteria that contribute to the provision of high-quality CI & R services and an analysis of possible ways to provide these services, with the conclusion that CI & R is an interdisciplinary task best accomplished by the coordination of social service agency and library efforts; and (4) a series of 13 recommendations in the areas of education, policy/legislation, promotion of services, and experimentation and study. Book excerpt: This report is the official record of an open forum on recommendations from the 1991 White House Conference on Library and Information Services sponsored by the U.S. National Commission on Libraries and Information Science (NCLIS), a federal agency charged with advising the President and the Congress on library and information policies and plans. The forum was planned to help participants and the NCLIS become familiar with the range of concerns and possibilities pursuant to the Conference and to assist NCLIS Commissioners in deciding priorities for future work. Twenty-seven representatives of libraries, information services, education, and public and human services spoke at the forum and another 32 submitted written statements. Most of the participants represented national organizations, and they commented on Conference recommendations of special interest to their organizations and what they intend to do regarding those recommendations. Access to information, libraries' participation in the National Research and Education Network, intellectual property law, preservation, education reform, and libraries as educational institutions received much attention at the forum. Other priorities included recommendations that address family literacy, the Literacy Initiative to Aid the Disadvantaged, meeting the needs of a diverse population, multicultural/multilingual programs, and the focus on children and youth through the Omnibus Children and Youth Initiative. This report contains press releases describing the conference; White House Conference Recommendations as reprinted from the Conference Summary Report; and an index of the 38 organizations whose comments are included.
