Is there any hope that multiculturalism will survive alongside the rise of the political right across democracies? Based on evidence from three case studies, Tremblay develops a hypothesis of multicultural outcomes, arguing that while the threat to multiculturalism is real, there still is hope, and that not only is the fate of minority rights in liberal democracies far from sealed, but it may still be possible to further protect the rights of immigrant and other minority groups in years to come. In order to do this, proponents of diversity politics may need to reconceptualise multiculturalism and other minority rights along instrumental lines as a means to fulfil policy objectives above and beyond the recognition and accommodation of immigrant minorities. Book excerpt: Loney takes issue with popular attitudes toward race and gender, whereby to be born a woman or a member of a visible minority is to enter life at a disadvantage and therefore be entitled to compensatory provision. Arguing that social class not group membership determines life chances, he refutes the claims of those who detect systemic prejudice and discrimination and reap considerable public subsidy in return. From the release of the Abella report to the present, Loney sets the growth of federal involvement in preferential hiring in the context of a growing industry whose success depends on the constant affirmation of group grievance based on gender or race. He argues that preferential hiring policies and a muddled multiculturalism leads to the continual assertion of the primacy of race even as the government officially opposes racial thinking. Loney discusses many up-to-date and high profile examples, including Bob Rae's preoccupation with skin and gender politics, Brian Mulroney's attempts to strengthen the Conservative Party's ethnic constituency by funding ethnic groups and maintaining high levels of immigration, and former defence minister David Colinette's extensive use of public funds to court ethnic voters in his Toronto constituency. The Pursuit of Division will be essential reading for anyone concerned about where government-mandated policies on equity and multiculturalism may be taking us and about the implications of emphasizing the politics of difference over that of shared community.

Book excerpt: Since the 1990s, Canadian policy prescriptions for immigration, multiculturalism, and employment equity have equated globalization with global markets. This interpretation has transformed men and women of various ethnic backgrounds into trade-enhancing commodities who must justify their skills and talents in the language of business. This particular neo-liberal reading of globalization and public policy has resulted in a trend the authors call selling diversity. Using gender, race/ethnicity, and class lenses to frame their analysis, the authors review Canadian immigration, multiculturalism, and employment equity policies, including their different historical origins, to illustrate how a preference for selling diversity has emerged in the last decade. In the process they suggest that a commitment to enhance justice in a diverse society and world has been muted. Yet, neo-liberalism is not the only or inevitable option in this era of globalization, and Canadians are engaging in transnational struggles for rights and equality and thereby increasing the interconnectedness between peoples across the globe. Consequently, the emphasis on selling diversity might be challenged.

Since then Canada’s practice and policy of multiculturalism have endured and been deemed as successful by many Canadians. As well, Canada’s multiculturalism policy has also enjoyed international recognition as being pioneering and effectual. Recent public opinion suggests that an increasing majority of Canadians identify multiculturalism as one of the most important symbols of Canada’s national identity. On the other hand, this apparent successful record has not gone unchallenged. Debates, critiques, and challenges to Canadian multiculturalism by academics and politicians have always existed to some degree since its policy inception over four decades ago. In the current international context there has been a growing assault on, and subsequent retreat from, multiculturalism in many countries. In Canada debates about multiculturalism continue to emerge and percolate particularly over the past decade or so. In this context, we are grappling with the following questions: • What is the future of multiculturalism and is it sustainable in Canada? • How is multiculturalism related to egalitarianism, interculturalism, racism, national identity, belonging and loyalties? • What role does multiculturalism play for youth in terms of their identities including racialization? • How does multiculturalism play out in educational policy and the classroom in Canada? Book excerpt: Debates over the headscarf and niqab, so-called ‘sharia-tribunals’, Female Genital Operations and forced marriages have raged in Europe and North America in recent years, raising the question – does accommodating Islam violate women’s rights? The book takes issue with the terms of this debate. It contrasts debates in France over the headscarf and in Canada over religious arbitration with the lived experience of a specific group of Muslim women: Somali refugee women. The challenges these women eloquently describe first-hand demonstrate that the fray over accommodating culture and religion neglects other needs and engenders a democratic deficit. In Refugee Women: Beyond Gender versus Culture, new theoretical perspectives recast both the story told and who tells the tale. By focusing on the politics underlying how these debates are framed and the experiences of women at the heart of these controversies, women are considered first and foremost as democratic agents rather than actors in the ‘culture versus gender’ script. Crucially, the institutions and processes created to address women’s needs are critically assessed from this perspective. Breaking from scholarship that focuses on whether the accommodation of culture and religion harms women, Bassel argues that this debate ignores the realities of the women at its heart. In these debates, Muslim women are constructed as silent victims. Bassel pleads compellingly for a consideration of women in all their complexity, as active participants in democratic life.
