Book excerpt: In the tradition of the Policy Studies Review Annual series, Volume Eight continues to offer the best of recent writing and analysis in a number of policy relevant area. Indeed, reflecting the shifting nature of policy debates and public attention, Volume Eight has introduced seven entirely new substantive areas, including such sensitive issues as the viability of the "safety net," information policy, work and labor policy, immigration policy, and environmental policy. The volume is also characterized by explicit attention to two critical aspects of the policy analysis craft--the strengths and weaknesses of various methodological approaches and the role noneconomic factors should play in economic policy analysis. Drawing from such public sector administrators as William Ruckelshaus and Eleanor Chelimsky, academic policy analysts such as Martin Feldstein and Irving Louis horowitz, and two congressional support agencies (CBO and GAO), the volume provides the most timely and relevant assessments of current policy issues. It also provides the reader with a framework within which to approach substantie areas as widely disparate as national security and health care. The volume is an indispensible tool for those who seek to sort through the confusions and contradictions of present policy statements in order to gain a cogent view of how these and other issues are framed and what viable policy options are available. , Contents (partial): METHODS FOR POLICY ANALYSIS--S. Book excerpt: The book presents a nuanced narrative about statistical development in Africa since around the time of independence when emerging states needed statistics mainly to support their planning processes. It highlights challenges faced then, some of which have persisted, including institutional, organizational and technical challenges. These challenges manifest themselves in countries with different degrees of severity and are quite severe in post-conflict countries. Key statistical programmes to support statistical development in Africa in the 1970s, 1980s and 1990s are presented

Book excerpt: This Toolkit synthesises learning and examples gathered from Development Assistance Committee (DAC) members and partners, including their work through international fora such as the OECD, as well as additional research. It aims to support DAC members and partners in deepening their work and accelerate progress on any number of topics contained within the DAC Recommendation’s six pillars. Progress in Sexual Exploitation, Abuse and Harassment (SEAH) prevention and response can be very incremental and difficult to measure, in part because it relies on addressing the many underlying factors that support the perpetuation of SEAH, such as cultural and social norms, as well as power dynamics. This Toolkit aims to support progress by DAC members on both technical and political levels, as well as support their coordination efforts with their partners to work towards long-term, sustainable change.

Book excerpt: While many effective interventions can reduce cancer risk, incidence, and death, as well as enhance quality of life, they are of no benefit if they cannot be delivered to those in need. In the face of increasingly dynamic and resource-constrained conditions, implementation science plays a critical role in delivering cancer control practices. This 30-page workbook was written by members of the NCI (National Cancer Institute) implementation Science team and reviewed by nearly 100 public health practitioners and implementation science researchers. Through summaries of key theories, methods, and models, the guide shows how greater use of implementation science can support the effective adoption of evidence-based interventions. Case studies illustrate how practitioners are successfully applying implementation science in their cancer control programs

Available in PDF, EPUB and Kindle. Book excerpt: This book confronts the widespread impression that policy or program implementation should be easy, arguing instead that implementation, even under the best of circumstances, is exceedingly difficult. Using the Oakland Project as a case study, this book discusses each stage of the process of implementation, demonstrating that completion of what might seem to be a simple sequence of events will in fact depend on a complex chain of reciprocal interactions. Each part of the chain must be built with the others in view, so the separation of policy design from implementation is fatal. The first four chapters illustrate the movement from simplicity to complexity. Chapter 5 discusses the number of decision points throughout the process, giving an indication of the magnitude of the task. Chapter 6 examines why project targets may be set even if they are unlikely to be met, considering both the position of those who set targets -- top federal officials who wish large accomplishments from small resources in a short time -- and those who must implement them -- career bureaucrats and local participants characterized by high needs and low cohesion. The last chapter discusses the relationship between the evaluation of programs and the study of their implementation, arguing that tendencies to assimilate the two should be resisted.

Book excerpt: What requirements must Turkey the largest country among the candidate and accession countries meet to join the European Union? What progress has been made toward meeting them? This timely volume analyzes the economic challenges confronting Turkey in its quest to accede to the European Union (EU). It focuses on the extent to which Turkey is ready to join the Single Market, comply with the EU's body of economic regulations and directives, the 'Acquis Communautaire', and meet the Maastricht criteria for fiscal, monetary, and exchange rate policies. This book also provides an assessment of Turkey's national program to meet the accession requirements. It describes briefly what Turkey needs to achieve on the economic policy front to satisfy the conditions for accession, the progress to date, and the likely consequences of implementing the full body of EU requirements. The book is divided into four parts: An analysis of the macroeconomic policies for EU accession An analysis of the effects of integration on key sectors: agriculture; manufacturing; services industries, including banking, telecommunications, transportation, and natural gas; and network industries An exploration of key economic policy challenges, including labor market regulation, foreign direct investment challenges, and the costs and benefits of meeting the EU environmental 'Acquis' The quantification of the impact of EU accession and consideration of the welfare effects of integration While the focus is on the specific situation of Turkey, the subject will be of value to all researchers with an interest in the challenges of deeper integration through regional agreements.

Book excerpt: By integrating their poverty reduction strategies (PRSs), national budgets, and the corresponding reporting processes, low-income countries can strengthen domestic accountability and the implementation of pro-poor policies. Minding the Gaps, based on nine low-income country case studies and a review of relevant experience in four higher-income countries, offers practical insights for donors and national governments on how to strengthen the links between PRSs and budgets. PRS countries' efforts to integrate policy with budgeting processes have often had limited effect. Their policy making, planning, and budgeting are often embedded in fragmented processes and institutions. Going beyond mainly technical fixes that have been commonly used to address this fragmentation, this study frames domestic accountability in terms of ownership and incentive structures. Experience counsels the use of a simple approach that is not too ambitious. This approach should be centrally led and make use of existing systems while gradually improving them. It should build support from within and foster incentives for integration, for example by better linking PRS and budget reporting to actual decision-making processes. Also, simple budget reforms can significantly improve the budget's responsiveness to policies. Structuring a poverty reduction strategy paper in a more budget friendly manner can facilitate the interface with the budget by involving sector agencies more closely in elaborating policy priorities and establishing resource implications. It can also expand ownership and boost incentives for integration of a great number of stakeholders, thereby strengthening domestic accountability.
