The system requires a three-step process for full licensing: learner's permit at 16 years of age at the earliest; provisional license at 17; and, a basic license at 18. This report is the first phase of an evaluation of the New Jersey GDL system. The number and types of traffic crashes, traffic violations, and license suspensions in New Jersey by age for the years immediately before 2001 were analyzed. The second phase will look at the same type of data after 2001 and will compare the results to the pre 2001 analysis to determine what the impact of GDL has been. The analysis of the pre-2001 data shows that 17 year olds have substantially more crashes and violations per 10,000 people compared to other drivers. A higher percentage of their crashes are single vehicle crashes. In addition, a much higher percent of their crashes are due to unsafe speed, and a higher percent of their crashes are due to inattention, and a failure to obey traffic control devices or yield right of way, compared to middle aged drivers. A higher percent of their violations are due to speeding than any other group, and a higher percent are due to careless driving than for middle aged drivers.

The system requires a three-step process for full licensing: Instruction Permit at 14 years of age at the earliest; Intermediate Licensure at 16 years of age at the earliest; and Full Licensure at 17 years of age at the earliest. Under the system, full driving privileges without restriction cannot be obtained until the age of 17. This report will demonstrate the before and after effects the GDL has had on teenage crashes (14 to 18 year olds) by comparing the following unique identifiers, which were found in the Iowa crash records database: crash severity, injury status/severity, number of fatalities, number of injuries, time of crash, rural/urban, first harmful events, light condition, manner of crash/collision, vehicle configuration, total occupants, alcohol test administered, alcohol test results, and driver condition. The analysis of the pre-1999 data shows that 14 to 18 year old drivers had substantially more crashes and violations in those years after 1999. A higher percentage of their crash involvements are due to driver condition, alcohol test administered, alcohol test results, vehicle action, number of occupants in the vehicle, location (rural versus urban), time of day, first harmful events (non-collision and collision), light condition, manner of crash/collision, crash severity, injury status/severity, number of fatalities compared to the number of injuries, and contributing circumstances.

Book excerpt: "Teen drivers are several times more likely to become involved in a crash when traveling with one, two, and three or more passengers as compared to traveling alone. Graduated Driver Licensing (GDL) laws in 37 States (as of January 2007) limit the number of passengers that may travel with a newly licensed 16-year-old driver. The effects of these laws were evaluated in three States: California (compared with Arizona), Massachusetts (compared with Connecticut), and Virginia (compared with Maryland). Time series analysis showed that 16-year-old driver crash involvements were reduced (740 per year in California; 173 in Massachusetts; and 454 in Virginia) as were motor vehicle related injuries among 15- to 17-year-olds (drivers, passengers, pedestrians, or bicyclists) in all three States. Parents and teens in focus groups reported that the restriction was often violated. Police reported that the law was often difficult to enforce. Book excerpt: In response to a high incidence of motor vehicle accidents among teens, states have adopted policies that broadly mandate restrictions on novice teen drivers, including more prelicensure education and supervised driving as well as postlicensure curfews and restrictions on the number of passengers. By making it costlier to obtain a driver's license and reducing the benefits of a license by limiting driving hours and restricting passengers, graduated driver licensing (GDL) may also alter the cost of activities that are complementary to driving. This research explores the unintended consequences GDL laws may have on the labor/leisure tradeoff of teens, as it alters the return to market work and the benefit of leisure. The results suggest that approximately half of the decline in teen labor force participation since 1995 can be attributed to the restrictions associated with graduated driver licenses.
