Book excerpt: Over the past couple of months, speculation about a U.S. or Israeli strike on Iran's nuclear facilities has made headlines around the globe. This report addresses how the U.S. could take the lead in carrying out a preventive Military Strike against Iran If all peaceful options have been exhausted and Iran has left no other means to convince it to stop or change its course in pursuing nuclear weapons . It also examines how the US could provide a defense umbrella against any Iranian air and missile retaliation that would be aimed at U.S. military targets and allies in the region, in particular the GCC states. A key question arises is what should the objectives of a military strike be? To halt the Iranian nuclear program? To set it back five years or for one year? This criteria is the key to defining the force allocation required to achieve a successful mission against Iran's nuclear facilities. The fact that US has the capability to carry out preventive strikes does not mean it should not seek to negotiate an end to the threatening aspects of Iran's nuclear programs. The brief shows just how dangerous any war in the Gulf could be to the world's economy - although Iran is more vulnerable than any of its Southern Gulf neighbors. The U.S. also needs its Gulf allies as key partners and must consider the "law of unintended consequences." Preventive military strikes could push the presently volatile Middle East region into a war with far reaching global political, military, and economic consequences.

Talks have briefly eased the tension, before failing due to fundamental differences between Iran and the West. There seem to be dim prospects for peaceful resolution; the worry is that this long-running dispute could become a permanent crisis. This Whitehall Paper tackles the Iranian nuclear dispute in its full context to determine what possible compromises may exist and how they may be achieved. While the crisis is embedded in a set of overlapping security disputes between Iran on the one hand, and the United States, Arab regional powers, Israel and the broader ‘West’ on the other, it is also important to analyse it in a comparative and thematic context. Iran’s programme is not sui generis: previous experience can help to inform our assessments of how Iran will be affected by, and respond to, intense multilateral economic and political pressure, and what its nuclear posture might be. Book excerpt: Since the 1979 Revolution in Iran and the end of a close relationship between the US and the Shah, successive American administrations – including the Obama Administration – have tried to contain Iran by various means, particularly sanctions and military threats. Even though President Obama came to office promising to engage Iran, in reality his administration has followed the policy of “tough diplomacy,” which has included, among other acts, imposing draconian sanctions against Iran. Following the author’s earlier book on the history of containment of Iran and Iraq, the current book examines closely the Obama Administration’s policy toward Iran, as well as the role played by Israel, the European Union and the International Atomic Energy Agency (IAEA) in the implementation of this policy. Specifically, it is argued that the policy of “tough diplomacy,” designed mostly by those associated with the Israeli lobby groups, was intended to give an ultimatum to Iran in some direct meetings, telling Iran to either accept the US-Israeli demands or face aggression. The meetings were also intended to create the illusion of engaging Iran in order to gain international support for aggressive actions. Barack Obama announced this policy in his speeches as a Senator, particularly at the American Israel Public Affairs Committee policy conferences. After he became president in 2008, the policy of “aggressive diplomacy” was put in motion. While pretending to engage Iran in diplomacy, the Obama Administration, in coordination with the US Congress and the government of Israel, pushed for the most confrontational IAEA reports on Iran and an unprecedented set of unilateral and multilateral sanctions. The US and Israel also engaged in a campaign of military threats, sabotage and assassination of Iranian nuclear scientists. Yet, after four years of hostilities, the policy of “tough diplomacy” failed to achieve many of its goals and failed to contain Iran.
