These changes were felt throughout the world, and also across the entire gamut of professional concerns. This volume presents a series of views on the effect of these changes on science and technology, and more specifically, on the international diffusion of new technologies. These views come from a variety of fields, among them history and sociology of science, political science, information sciences, marketing. Yet, most authors share an interest in science policy studies which permeates this collection. It would be fair to say that this volume belongs to the intellectual domain known as STS, i. e. studies in Science, Technology and Society. The authors come from nine countries, and their contributions are expected to reflect this diversity. It is well known that the dominant lingua franca in the end of the 20th century is Broken English, with the possible exception of a minority of native English speakers some of whom fail to learn this new language. An attempt was therefore made throughout this volume to conform to a certain standard of English usage and, at the same time, to preserve the local flavour of expression, and the stylistic and cultural dimensions of each chapter.

The research findings presented here show that what has worked best in Japan is inter-firm cooperative learning, which requires the support of public technology institutions to promote cooperation, disseminate technology, and facilitate innovation. Among the many books published about Japanese technology policies and corporate management, this is the first to show definitively that cooperative learning is important in a wide spectrum of firms, whether or not they are keiretsu-affiliated. With a caveat on the limitations of the Japanese system from an institutional perspective, the countrys techno-governance structure is revealed to be more effective in assembly-oriented industries than in those that are basic-science oriented and employ rapidly changing technology.

Japan's post-war success in the assembly industries is frequently attributed to innovative approaches to the organization of production: Japanese assemblers have tended to forge intricate networks of long-term interfirm business relationships. Traditionally, these networks have been characterized by hierarchical interfirm relationships resembling a pyramid. Paprzycki argues that as a result of global industry dynamics, such monolithic 'pyramidal' production networks have come under mounting pressure and are giving way to an increasing diversity of network arrangements. A major contributing factor is the growing cost and complexity of technology, which forces even the largest manufacturers to look beyond traditional network boundaries in order to gain access to complementary (technological) assets and capabilities.

Certainly, flows of knowledge between these three spheres, which are also known as the triple helix, have always existed; but what appears to be new in an open innovation environment is the overlapping of their missions. In many areas such multi-actor interactions with overlapping roles did not emerge spontaneously, as was the case with the United States. Based on robust cases studied by researchers and practical experiences of personnel involved in innovation at public or private institutions, this book successively discusses the policy framework in Europe and Japan, the new role for universities due to intellectual property reform or technology transfer promotion, the new challenges for firms in terms of licensing, patents, corporate venturing, including entrepreneurship, incubation, venture capital or cross-industry knowledge sharing. All issues addressed in this book are clearly those toward regional innovation policies and practices that are open in nature.
