This paper analyzes the most critical challenges of the USSF over a 40-year horizon utilizing the Department of Defense (DOD) Joint Capabilities Integration and Development System (JCIDS): doctrine, organization, training, materiel, leadership, personnel, and facilities – policy (DOTMLPF-P) framework. Two of these elements: training and facilities are not addressed due to a lack of fidelity of USSF requirements. These secondary elements are best examined after the USSF is fully independent, and the primary elements are further developed. Four key tasks and recommendations are provided for USSF development to advance US interests and provide global security.

The paper begins by examining the historical evolution and fractured history of space in the United States government's bureaucratic machine. Next, this paper looks at multiple reports calling for changes in space leadership and oversight, and the inability to effect meaningful change, evaluating the need for an independent Space Force. It then discusses the various roles and missions an independent space force would assume. Finally, it discusses the legal framework necessary to establish a USSF and analyzes a legislative proposal. Though this paper advocates for standing up a separate USSF, the true value of this paper is the legislation proposed in Appendix 2, and the analysis of that proposal herein. Simply considering the specific recommendations in that enabling legislation is beneficial should the United States move toward establishing a USSF.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The similarities between child in need of care cases and the current United States Air Force (USAF) oversight of national security space are unfortunately striking. The Air Force has been unable to properly care for space, and like the removal of the Air Force from the purview of the United States Army in 1947, removing space from Air Force management and oversight may be in the best interests of both parent and child. Congress and the Department of Defense (DOD) gave the Air Force a "parenting plan" of sorts, and for years the Air Force has failed to make significant progress on that plan and demonstrated an inability to complete that plan successfully. Time has run out, and the best interest of space dictates removal from the USAF. "Space is a war-fighting domain, just like the land, air, and sea... we have the Air Force, we'll have the Space Force." President Trump's words reflect the ever-growing reality that the character of warfare is changing. Much like the air domain from the end of World War I through World War II, space has emerged and evolved as a war-fighting domain. Rather than the supporting role space served up to this point, warfare in the future is likely to extend or even begin within the space domain. Additionally, as the burgeoning commercial space economy continues to grow, so too will the need for security and protection of lines of commerce grow. Unfortunately, the current USAF construct is ill equipped to meet and overcome the challenges presented by such a change in the character of war, and a new dynamic is necessary.This paper examines the USAF role in managing space and makes recommendations for the future of space in the United States military. Of all the military services, the Air Force has been preeminently involved for the past fifty years in initiating, developing, and applying the technology of space-based systems in support of the nation's national security. Yet there has been no single-volume overview of the Air Force space story to serve as an introduction and guide for interested readers. In November 1992, a high-level Air Force Blue Ribbon Panel on Space, chaired by then Lieutenant General Thomas S. Moorman, Jr., commander of Air Force Space Command, concluded there was a specific need to better educate people, both in the service and among the general populace, about the history of Air Force space activities. Beyond Horizons has been written to meet this need. Beyond Horizons begins with a review of pre-World War II rocketry developments and the forging of the important partnership between the Army Air Forces' Chapter 1 focuses on space and missile efforts prior to the launch of the Soviet Sputnik satellites in late 1957. Beginning with analysis of the Rand satellite report, the chapter examines the policy, organizational, and funding constraints, based largely on inter- and intra-service rivalries, that Air Force missile and space advocates had to overcome during the late 1940s and early 1950s in order to establish an effective enterprise. In a sense, the Air Force entered the space age on the coattails of intercontinental ballistic missile (ICBM) development and President Dwight D. Eisenhower's determination to protect the nation from surprise attack. Chapter 2 focuses on the important policy and organizational steps taken after Sputnik which helped the Air Force achieve leadership of the nation's military space activities. Initial Air Force hopes of leading a national space program ended with the establishment of the National Aeronautics and Space Administration (NASA). Chapter 3 describes Air Force efforts to achieve a dominant role in space through its support of NASA and its attempts to acquire a military manned spaceflight mission and approval for development of space-based weapons. Despite the seemingly bleak outlook for an Air Force space future by the early 1970s, however, two developments would reinvigorate the Air Force space program-the success of instrumented satellites and the Space Shuttle. Chapter 4 examines the Air Force's leadership role in the emergence of artificial earth satellites during the 1960s for communications, navigation, meteorology, and surveillance and reconnaissance. Chapter 5 discusses the complex interplay of space policy, organizational, and operational issues that culminated in the formation of the Air Force's Space Command. Chapter 6 describes the efforts of Air Force Space Command in the 1980s to consolidate its control over space systems and move the Air force from an "operational agenda" for space to the creation of an "operational mindset" for space. Chapter 7 focuses on the role of space in the Persian Gulf War in early 1991. This conflict represented the coming of age of military space by demonstrating the value of an "operational mindset" for space. Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.
