Book excerpt: The EU integration process is a highly complex process that involves the design and implementation of reforms in a wide range of areas. Although all of the Western Balkan (WB) countries are at different stages of development, they face similar challenges in policy reform and harmonisation, information systems and economic development, coupled with general underdevelopment and limited institutional capacity, which continue to obstruct the reform processes of the Western Balkans. In this context, adopting new policy instruments and approximating them to the EU acquis in agriculture and rural development requires the development of approaches for agricultural data analysis to shed light on what impacts the adopted policies may have on the farming sector. This will allow better understanding of the effectiveness and efficiency of adopted policies and thus can provide scientifically based support to policy making.^More comprehensive knowledge of the effects of individual policy measures on the development of the agricultural sector would allow both national support schemes and the Instrument for Pre-Accession Assistance for Rural Development (IPARD) to be better targeted. In addition to the policy requirement for integrating the WB countries into the EU, extended regional cooperation is most important for future relations with the EU. It is an essential means of strengthening agriculture and rural development and consequently enhancing economic growth of the region. The main objectives of the report are to monitor and evaluate the current agricultural policy instruments in the WB countries and to compare them with the EU Common Agricultural Policy (CAP). The report covers three main aspects in relation to its aims and objectives: - It provides information on developments in the national agriculture policies of WB countries and compares them with EU CAP policies.^- It provides a cross-country comparative analysis of the national agricultural policy instruments and their effects on the food/farming sector. - It analyses the state of harmonisation of agricultural policies of the WB countries with the CAP. The report is a result of continuous work in the region carried out in close cooperation between policy makers and research institutions in the WB countries. The report provides comprehensive information about and analyses of agricultural policy development in the WB countries to support policy making as well as to give a solid basis for future cooperation and continued dynamic dialogue between policy makers and the research community.

Average turnover of the agri-food industry accounts for 24 percent of total manufacturing turnover in the Western Balkan (WB) region compared to the European Union (EU) average of 15 percent (in 2011) and it is more evenly distributed geographically than other industries. Global evidence suggests that agribusiness has the highest short-term indirect employment impact, where creating one job generates more than double the number of jobs in the rest of the economy. The sector's broad geographic footprint, multiple functions and cross-sector linkages could transform the industry into a powerful driver of value addition, income diversification and innovation in rural areas. The objective of this regional study is to examine how further investment, modernization and transformation of the agriculture and rural economy can contribute to job creation and economic growth in the Western Balkans, while highlighting how better public policies and deeper European integration can help take this process forward. The study aims to better understand the features of agri-food employment in the region, including its potential to generate more, better and more inclusive jobs and to identify transformative (policy) actions that could trigger a structural change towards a more productive use of human and other resources in agriculture.

Book excerpt: Although global economic activity is recovering and output in Europe and Central Asia (ECA) is expected to grow in 2021, containing COVID-19 remains a challenge in the region. Enterprise survey data for the emerging and developing countries in the region show that COVID-19 had a profound and heterogeneous impact on firms. Smaller, younger, and female-run businesses were hit harder and had greater difficulty recovering. But the crisis also played a cleansing role and economic activity in ECA appears to have been reallocated toward more productive firms during the crisis, particularly in countries with more competitive markets. Firms with high pre-crisis labor productivity experienced significantly smaller drops in sales and employment than firms with low pre-crisis labor productivity and were also more likely to adapt to the crisis by increasing online activity and remote work. Many governments in ECA implemented broad policy support schemes to address the initial economic fallout from the crisis. Overall, this government support was more likely to go to less productive and larger firms, regardless of the level of their pre-crisis innovation. As economies enter the economic recovery phase, it will be important for policy makers in all countries to phase out broad policy support measures as soon as appropriate and focus on fostering a competitive business environment, which is key to a strong recovery, resilience to future crises, and sustainable, long-term economic growth.
