Book excerpt: Indonesia is on the cusp of transformative take-off, poised to become a major economic power not just in Asia, but also on the global-stage. This book is a pioneering attempt in comprehensively assessing all attributes, conditions and policies for 33 Indonesian provinces and Indonesia's trajectory as an emerging middle power. It contains papers and data-sets presented in July 2012, at ACI's signature Annual Conference. The information that was shared at the conference and presented in the book posit a future where tens of millions of Indonesians will be lifted out of poverty to become a self-sustaining middle-class, which will in turn drive the country into a global leadership role in the 21st century. It is a compelling value-added proposition for policy simulations enabling policy-makers to identify relative weaknesses, strengths, threats and opportunities of individual 33 provinces, guiding them to prioritise areas in crafting policies and development strategies. Book excerpt: This book is a world-class report by the Asian Competitiveness Institute (ACI), updated annually to analyse Indonesia's competitiveness at both the 33 provincial levels and six regional groupings based on the central government's Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI). With 104 indicators covering four environments, the study's unique methodology incorporates comparative strengths and weaknesses as well as applies Geweke causality analysis to a subset of indicators. Apart from scores and rankings, what-if policy simulations offer various provinces practical prescriptions to improve overall competitiveness to accelerate economic growth and development in a balanced, fair and sustainable way. Such qualitative and quantitative analyses in collaboration with various stakeholders generates an exciting pathway for Indonesia to attain its rightful place in both the Asian region and global contexts. Having a thorough knowledge of the potentials and challenges that the provinces face would provide deeper understanding of what is needed to be done. The ACI's what-if competitiveness simulation provides insights on how each province can improve their competitiveness in different ways." Prof. Kuntoro Mangkusubroto Head of President's Delivery Unit for Development Monitoring and Oversight (UKP4) 2009–2014 "This competitiveness research for Indonesia's provinces adds strategic value to improve the quality of our democracy. It is to link the economic benefits and competitiveness to political accountability, which is critical to both any elected officials and more importantly, to constituents and voters over what have been achieved during certain period of time. The notion of competitiveness becomes even more relevant, not only to drive economic growth per se but also to achieve sustainable economic development." Book excerpt: After more than three decades of rapid growth, China is now entering into the New Normal Era, which will be characterised by slower but sustainable, quality growth for several decades to come. How China will fare under the New Normal Era matters not only for itself but also for its great impact on global prosperity. While presenting as the second instalment of ACI's annual tracking of the dynamics of competitiveness among 34 Greater China economies, this volume also includes the results of the inaugural regional competitiveness analysis for five regions of Greater China. As regional imbalance in socioeconomic advancement is a serious issue China has to face up to under the New Normal Era, the results of such competitiveness analysis at provincial and regional levels offer insights for policy-makers to help address concerns associated with the regional disparity in development, and facilitate industry leaders and other stakeholders in identifying challenges and opportunities for sound decision making.

Book excerpt: Although the successful economic transformation and reform of China since the 1970s could be regarded as a triumph in human history, China has now entered into the New Normal Era and encountered some slow-down in recent years. The perspective of China's growth under the New Normal Era is relevant for both the domestic and global economies. As the third instalment of ACI's annual tracking of the dynamics of competitiveness for Greater China, this volume includes the rankings and simulation results at both the provincial and regional levels. These offer insights for policy-makers, industry leaders and other stakeholders in identifying challenges and opportunities for sound decision-making. As an important part in determining the success of China's structural change, agricultural productivity is also discussed in detail. Quantitative research is conducted to estimate the agricultural total factor productivity at the provincial level. This provides policy recommendations to help China achieve self-sufficiency in terms of agricultural products.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the efforts of Southeast Asian governments and of ASEAN, transboundary haze continues to be a major environmental problem in Southeast Asia. This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.

Available in PDF, EPUB and Kindle. Book excerpt: This is a timely and important contribution on innovation processes within the public sector. Departing from the myth of private equal to entrepreneurial, public equal to bureaucratic paralysis , it offers precious insights into public sector learning, entrepreneurship, of course inertias, and also the trade-offs involved in different management philosophies and performance evaluation methods. It is a rare example of political economy done right . Giovanni Dosi, Sant Anna School of Advanced Studies, Pisa Innovation and entrepreneurship have become the cornerstones for economic growth, jobs and competitiveness in the global economy. However, the burden for generating an innovative economy has fallen on the private sector. Scholars have been remarkably taciturn concerning the role for innovation and entrepreneurship in the public sector has remained strikingly invisible. No more. In Innovation in Public Sector Services, the authors assemble a team of leading international scholars in a path breaking study to identify the potential for the public sector in contributing to innovation and entrepreneurship. In particular, the volume introduces an insightful new analytical framework that lays the foundations for transforming a sleepy public sector into a dynamic, innovative and highly effective partner for leadership and change in the global era. Scholars, policy makers and business leaders who think that the public sector is condemned to being a hindrance to innovation and entrepreneurship rather than a leader championing change and competitiveness in a global economy would be well advised to read this important new book. David B. Audretsch, Indiana University, Bloomington, US and WHU, Germany This groundbreaking book provides new key insights and opens up an important research agenda. The book develops a new taxonomy of the different types of innovation found in public sector services, and investigates the key features and drivers of public sector entrepreneurship. The book contains new statistical studies and a set of six international case studies in health and social services. The research shows that public sector organisations are important innovators in their own right. Economic growth and social development depend on efficient public sector organisations that deliver high quality services, are effectively organised, and have excellent interactions with the private sector, NGOs and citizens. Public sector innovation is complex, invariably involving changes in services, organisational structures, and managerial practices. Essential to successful innovation are the policy entrepreneurs and service entrepreneurs who develop, organise and manage new innovations. This book provides key lessons for these public sector entrepreneurs. Innovation in Public Sector Services fills a fundamental gap; explaining the dynamics of innovation and entrepreneurship in public sector services and is of great importance for researchers, academics and students interested in innovation, entrepreneurship and strategy management. It provides a stimulating read for anyone working or interested in health and social services.
