Book excerpt: The economic changes that have occurred in this country over the course of this past decade have had a grave impact on manufacturing workers, which has forced many of these workers to transition into new career fields. As workers are faced with having to start new career paths, the community college has served as a hub of information and a source of inspiration to begin new careers. Through programs such as the federal Trade Adjustment Assistance (TAA) program, these dislocated workers are able to acquire a new skill or trade. A qualitative study will investigate how dislocated workers make a successful transition from community college to a new career field. An examination will also be conducted, observing the positive transition that these workers have experienced since becoming unemployed. Due to the closures of manufacturing facilities, there are thousands of people who are now considered to be dislocated. Advances in technology and global trading have been the culprits in this shifting of the workforce; due to this, there has been an economic downturn in the areas affected by these plant closures. The federal and state governments have allocated resources to ensure that the dislocated workforce is retrained and educated through local community colleges in order to diversify and upgrade the workforce. The Trade Readjustment Act (TRA), which is a federal law that allows for displaced workers to be retrained are processed through job centers, which assists those workers who are unemployed through no fault of their own. The basic qualifications for unemployment benefits are to be unemployed through no fault of one's own and to be able and available for work. The aforementioned qualifications are suited to those individuals who have had the unfortunate experience of being laid off from a manufacturing plant. The local job center offices work closely with other state agencies and local community colleges. Community colleges act as a vehicle for the training, and the job center's objective is to then assist the worker, not only with its benefits and other programs, but also to assist the worker in becoming reemployed once they have been successfully retrained.

Chapter I is an overview of the displaced worker problem. It considers the extent of worker displacement and job loss and summarizes future projections. Chapter ii discusses existing programs for displaced workers. These federal programs are described: Job Training Partnership Act programs (including program elements, participation factors, and barriers to program implementation), Trade Adjustment Assistance, and the Employment Service. A section on nonfederal programs focuses on private sector programs, state programs, and community college and vocational-technical school projects. Chapter iii offers recommendations as guidelines for actions that educational leaders and program designers can use to strengthen the capacity of educational institutions to serve the needs of adults in job and career transitions. It recommends that (1) educational institutions link with other community agencies; (2) the linkages should include information-sharing mechanisms to facilitate advance notice and early intervention; (3) private industry councils, vocational schools, and colleges should aggressively develop and market displaced worker, retraining, career advancement, and job search programs; and (4) educational institutions should focus on services that they can best provide. In addition, workers may underinvest in training due to credit constraints, poor information about returns, and/or because some of the benefits accrue to society through tax receipts and lower social insurance payments.

Book excerpt: The federal government's experience with adult retraining programs began in 1962 with the passage of the Manpower Development and Training Act and creation of the Trade Adjustment Assistance program. When the 1973 Comprehensive Employment and Training Act expired in 1982, Congress enacted the Job Training Partnership Act. During the 1980s, states developed programs to fill the market gap between perceived need and federally funded services. Evaluation evidence was available for five government-sponsored programs targeted to displaced workers and one program for disadvantaged workers that distinguished the impact of classroom training from that of on-the-job training. Private sector employers made more substantial investments in training programs as shown by private sector retraining programs primarily directed to workers at risk of being displaced from their jobs. Evidence provided by the displaced worker demonstration projects indicated clearly that job search assistance speeded up the reemployment of displaced workers. Results were less favorable for classroom training in vocational skills. Reasonably favorable results for classroom training were obtained. OJT had a more immediate and sustained positive impact on the earnings of both adult women and men than classroom training. Women were usually found to benefit from retraining and other reemployment services at least to the same extent as men. (Appendixes include 17 endnotes and 5 tables. Contains 21 references.) (YLB)

Book excerpt: A variety of government sponsored programs provide retraining and income assistance to dislocated workers, yet it is unclear whether these initiatives are effective in providing workers the essential skills needed for new careers. Using Mezirow's transformational learning theory, this study was designed to evaluate programs in selected counties in the states of Virginia and North Carolina. Using self-administered surveys, data were gathered from college instructors, dislocated workers, and local business owners. Data were analyzed with descriptive statistics and related to each research question. Results showed that instructors were effectively using adult training methods, the majority of students perceived their retraining as successful based on the academic results achieved, and local employers were willing to hire retrained workers emerging from the programs. The one area of concern was poor communication among the colleges and the employers. Having the colleges increase correspondence would help employers identify open positions and help workers connect with these companies. The positive steps taken by these programs and the recommendation for improved communications may help other programs overcome retraining obstacles, especially in remote geographic regions of the country.
