Book excerpt: This research examined the leadership practices of rural superintendents who have led their districts to significant improvement in student academic achievement. The overall research goal was to examine how Waters' and Marzano's six correlates of effective superintendent leadership practice have been applied by school leaders who have successfully pursued academic reform in their rural school districts. A multiple case study approach was used to examine the work practices of seven superintendents leading rural school districts in Michigan where student academic performance was on the rise. A criterion-based selection methodology was used to identify the superintendent subjects and their districts. A total of twenty-seven interviews were conducted with the seven school leaders and with board trustees, teachers and principals from each district. Qualitative coding techniques were used to develop common leadership priorities, practices and philosophies for the purposes of cross-case analysis. This cross-case analysis produced three common leadership priorities, six common leadership philosophies and a total of 57 commonly-cited leadership practices. The three common leadership priorities were: (a) All students can and will achieve academic success, (b) A high quality teacher in each classroom, and (c) Creating resources. The six common leadership philosophies were: (a) Transparency, (b) Proximity, (c) Autonomy, (d) Constructive Confrontation, (e) Making Hard Choices, and (f) Celebration. The findings of this study were consistent with Waters' and Marzano's six correlates of effective leadership practice. The leadership practices exhibited by rural superintendents and cited in this study closely mirrored five of the six correlates. Additionally seven new findings from this study extend beyond Waters and Marzano and add to the literature base.

This is a qualitative study in which six rural Missouri superintendents were interviewed to determine the answers to the following research questions: (a) What leadership practices are perceived by established school superintendents to be crucial to successful school leadership? and (b) What do established superintendents perceive are the leadership practices that warrant the most attention from the school superintendent? A review of the literature identified nine commonly used research practices: vision, communication, visibility, inspiring followers, shared leadership and collaboration, professional growth, ethical behavior, political awareness, and building relationships. The qualitative interviews focused on the impressions, the perceptions, and the experiences of the superintendents as answers were sought concerning which leadership practices were considered the most crucial. Once the interviews were completed and the data were analyzed, the findings provided evidence to support recommendations for superintendents concerning communication, having an ethical focus, being effective managers, and utilizing combinations of leadership practices.

Book excerpt: The purpose of this qualitative study was to identify leadership behaviors and decisions that superintendents of high need/low resource rural schools believe contributed to the higher than average graduation rate achieved in their districts from 2010 through 2014. The study also attempted to provide clarity regarding which strategies suggested in the New York State Education Department's (NYSED) Diagnostic Tool for School and District Effectiveness (DTSDE) these superintendents found to be reflective of their own practice. The researcher interviewed nine superintendents from New York school districts classified as both rural and high need by NYSED. The superintendents interviewed served in districts that had attained an average five-year graduation rate from 2010-14 of at least 85%. Questions connected to the suggested strategies regarding district leadership and support were posed to each of the nine superintendents and served as the framework to answer three research questions. 1. What are the behaviors and decisions exhibited by superintendents in nine High N/RC: Rural districts in New York State that had average five year graduation rates of at least 85% from 2010-14? 2. In what specific ways are the behaviors, actions, and decisions of these superintendents reflective of the suggested optimal behaviors of district leaders identified in Tenet 1 (District Leadership and Capacity) of the New York State Education Department's Diagnostic Tool for School and District Effectiveness (DTSDE)? 3. In what specific ways are the behaviors, actions, and decisions of these superintendents reflective of the suggested behaviors of district leaders associated with district support to achieve optimal conditions for student learning identified in Tenets 2-6 of the Diagnostic Tool for School and District Effectiveness (DTSDE)? The results of the study found that the most often cited DTSDE strategies deployed by the superintendents included an emphasis on strong hiring and recruiting practices, nurturing of respectful and collaborative relationships with principals, strategic deployment of resources including professional development and the collaborative design of goals that support student achievement and the district vision. The study also indicated that the superintendents recognized a majority of the suggested DTSDE strategies in their own behaviors and decisions. They also acknowledged that there were strategies suggested in the DTSDE that are not present in there practice. This research justified the use of aspects of the DTSDE as a resource for rural schools and also provided further validation of previous research related to leadership practices in rural schools.

Book excerpt: People who serve in the dual role of superintendent and principal are very unique, typically serving as the lone leader in the smallest of rural school districts. Research on rural school district leadership tends to be lacking when compared to suburban or urban school leadership. The literature review highlights the demands and challenges of rural school district leadership in history to the most recent studies done on superintendents, principals and superintendent/principals. Although superintendent/principals may be small in number, they are no less important than large district superintendents. The purpose of this study was to provide an analysis of the perceptions of superintendent/principals on how they fulfill their dual role responsibilities with effective leadership behaviors/practices as one administrator in a small rural school district in the state of Wisconsin. The theoretical framework details the behaviors/practices that fulfill the areas of responsibility of superintendents and principals from two separate meta-analysis research studies. Additionally, the framework included support for the meta-analysis research on superintendent leadership responsibilities and practices from another major study done in a rural context. The researcher employed descriptive quantitative research methods using survey research aligned to the theoretical framework. Forty-nine superintendent/principals out of 53 possible participants in the state of Wisconsin answered a 115 item survey on behaviors/practices that reflected their actual behaviors/practices in their school district. Overall, the findings show, despite the numerous challenges of small rural district leadership, superintendent/principals perceived themselves positively, more completely meeting their superintendent and principal responsibilities with effective behaviors/practices than not. The researcher also analyzed the data for significant differences in superintendent/principal’s scores on behaviors/practices to compare/contrast with the research presented in the review of literature or theoretical framework. The most interesting conclusion was the importance of “Defined Autonomy” and what it means to a superintendent/principal for overall success in leading a small rural school district. This research study provided several implications for the future. Despite the challenges of the dual role, superintendent/principals must stay focused on effective behaviors/practices that meet their responsibilities, connect to their communities and parents, and develop trusting relationships with all constituents.

Through a series of interviews with various stakeholders, data was collected to determine the characteristics of the communities and the superintendents. Four themes regarding longevity emerged from the study: leadership characteristics alone are not a sufficient predictor of longevity and success for a rural school superintendent; the superintendents had a focus on high expectations for student achievement in their rural schools; each superintendent developed and mentored a cohesive administrative team; and each leader built strong relationships while establishing trust among the school community.

Specifically, the study focused on rural superintendents who were known as effective instructional leaders and explored their understandings of and motivations for their instructional leadership work, how they fulfilled this work, and how this work was affected by recent federal and state policy initiatives. The study addressed these questions: (a) what are rural school district superintendents' understandings of their role and responsibilities as instructional leader?; (b) what are rural school district superintendents' perspectives on the various facets of instructional leadership?; (c) what do rural school district superintendents actually do to fulfill their roles as instructional leaders?; (d) what are rural school district superintendents' perspectives on their preparation for instructional leadership and their need for continuous professional development?; and (e) how has recent federal and state legislation affected the work of the rural school superintendent as instructional leader? Data were collected through open-ended, phenomenologically oriented interviews with four rural school district superintendents in northeast Washington State. Analysis of the qualitative data resulted in the unearthing of seven major themes: (a) setting direction, (b) supporting the instructional growth of the district, (c) the superintendents' direct involvement with the classroom, (d) acquiring resources for the instructional program, (e) the superintendents' work developing principal instructional leadership, (f) the self-development of the district instructional leader, and (g) challenges faced by rural school district instructional leaders. Each theme also discussed the impact of the rural district context on that theme. Four conclusions were drawn from the study: (a) rural school district superintendents communicate a focus on improved teaching and learning by being heavily engaged in the classrooms observing teaching; (b) rural school district superintendents engage with other rural districts to provide aligned and collaborative professional development; (c) superintendents rely heavily on one another to lead instructionally; and (d) the remote context provides rural school district superintendents with additional and unique challenges to instructional leadership. My hope is that this study will inform effective rural superintendent instructional leadership and lead to discussions regarding policy and research to support superintendents facing rural contextual leadership challenges.

Book excerpt: Empirical research has shown a relationship between the school principal's leadership ability as an instructional leader and student learning outcomes. It would be reasonable to assume that the school principal benefits greatly from his or her superintendent sharing his or her knowledge and experience. The purpose of this study was to examine the perceptions of a sample of rural West Texas principals and the frequency and extent to which their superintendent provides them effective professional development and advice on a professional level or setting. Furthermore, the study focused on passive-avoidant, transactional, and transformational leadership styles. This was a mixed-method study utilizing 50 quantitative questions and 7 open-ended qualitative questions. Findings indicate that the principals'' perceptions of their superintendent's leadership style were on average, positive. Research supports that the behavior and actions superintendents used were both transformational and transactional forms of leadership and more often than not encouraged growth and positive outcomes among principals. The principals' perceptions regarding the impact of their superintendent's leadership style(s) on their own professional growth was positive, with results indicating that many superintendents would support and encourage professional and personal growth even where resources were limited.

In order to determine the practices, behaviors, and characteristics of effective leadership that lead to the ultimate goal of student achievement, researchers continue to study leadership practices. One model of effective leadership practices is transformational leadership which unites the leader and follower in a common, organizational goal which is supported by the characteristics of trust, empowerment, vision, and charisma (Carlson, 1996; Leithwood & Jantzi, 2000; Razik & Swanson, 2010; Yukl, 2010). The purpose of this study was to uncover how the interaction of two important leaders, the superintendent and the elementary principal, influence the leadership practices for both parties. For this qualitative study, three urban, elementary principals and three urban superintendents were interviewed about their leadership practices. Additionally, participants provided archival documents that represented superintendent-principal interactions.
