Book excerpt: To determine the meaning of the term "well-qualified" as it applied to candidates for vacant principal positions, an interview survey protocol was administered to six selected school districts: two small, two medium and two large. Responses were compared to the 10 Florida Leadership Standards. The meaning of "well-qualified" varied from district to district; they desire principals whose qualifications exceed the 10 Florida Principal Leadership Standards. A well-designed succession plan may assist school districts in recruiting, hiring, and training well-qualified principals. Eighteen (18) research based succession plan components were recommended.

Book excerpt: The purpose of the study was to identify the basis of the aspiring principal preparation program (APPP) components Florida school districts provide to their aspiring principals and their relationship, if any, to the state and ISLLC Standards. A total of 50 school districts in Florida participated in this study. The research was guided by the following questions: To what extent do the Florida school districts provide a formal APPP to their current assistant principals? (b) Upon what are the formal APPPs for current assistant principals based: the Florida Principal Competencies (FPCs), the Interstate School Leaders Licensure Consortium (ISLLC) Standards, or another source? (c) To what extent do the school district APPPs in the 67 Florida districts have component requirements that include professional development, mentoring, and a performance-based experience? and (d) Are there differences among the APPP components provided by Florida school districts of various sizes? The findings of the study were found through an examination of quantitative and qualitative data that were collected from the Florida Aspiring Principal Program Assessment (FLAPPA) survey and the school districts' APPP brochures located on their websites. This study supported the following conclusions: (a) 75% of the school districts in Florida do provide an APPP for their aspiring principals, (b) the FPCs and the ISLLC Standards are a part of the bases of the components found in APPPs provided by Florida school districts, (c) Florida school districts do provide APPPs that include components of a mentor principal, a performance-based experience, and professional development, (d) very large-sized school districts with a population over 100 thousand students contained the largest percentage of standards-based components in the APPP; small-sized school districts with a population of under 7 thousand students contained the least percentage of standards-based components in the APPP, (e) school districts in Florida recognized the need to modify and were in the process of modifying their APPPs according to the new Florida leadership standards, especially the component of technology, and (f) a lack of funding, time, and assessment were identified as APPP weaknesses and components in need of improvement. Recommendations of this study included: (a) further research on Florida school districts redesign of their APPP components to identify whether or not the components are based upon the new Florida Leadership Standards, especially technology; and the ISLLC educational standards; and (b) further research on Florida school districts providing a mentor principal and support team; professional development, and a performance-based experience to their current assistant principals who participate in an APPP, thus ensuring best practices in the APPP and improving the quality of their future principals.

Available in PDF, EPUB and Kindle. Book excerpt: A Blueprint for Developing Tomorrow's School Leaders Based on two years of research supported by Carnegie Corporation of New York, The Broad Foundation, and the New Schools Venture Fund, The Principal Challenge focuses directly on the causes and cures of the crisis in school leadership. Marc Tucker, Judy Codding, and a stellar list of experts from the United States and abroad paint a revealing portrait of what it means to be a principal now, how and why most graduate schools of education have failed to provide the training principals need, what the military and business sectors do to create and support their leaders and managers, what the state of the art in professional training looks like, what other nations are doing to address this problem, and how to apply the very best practices in the world to solve the crisis in school leadership. This book is honest and hard-hitting. And it offers realistic solutions. Based on the thorough analysis provided by the chapter authors, the editors of The Principal Challenge offer an imaginative proposal for a new kind of institution that will train school principals to be turn-around artists. Drawing on the new forms of executive development programs in our business schools, they propose a similar program for school principals. The approach involves a close collaboration between the new institution and entire school districts, combining face-to-face instruction with web-based delivery. The innovative curriculum they describe, like the best approaches in business and industry, uses carefully developed cases, simulations, games, action projects, seminars and journaling, The editors offer a clear conception of what it might mean to be an instructional leader, a way of thinking about what it takes for a principal to be a strategic thinker, an approach that principals can use to take advantage of the best current thinking on knowledge management and professional development, a conception of the principal as school designer, an emphasis on the use of data to drive planning, and a host of tested ideas that principals can use to lead their schools to better results.

Book excerpt: This report describes the results of a REL Southeast study using the Florida Department of Education staffing database to describe the demographic make-up, Florida Educator Certificate coverages, career paths from 2001/02 to 2011/12, and evaluation ratings of Florida's educational leaders (i.e., assistant principals and principals) in the 2011/12 school year. The sample consisted of 4273 assistant principals and 2979 principals. The study consists of a cross-sectional component and a longitudinal component. The cross-sectional component analyzed the demographic characteristics of the 2011/12 school year educational leaders. The longitudinal component utilized a retrospective cohort analysis to track the certification coverages and career paths of the educational leaders from 2001/02 to 2011/12. Analyses of frequencies, measures of central tendency and distribution, and cross tabulations were examined to provide insight into the demographic characteristics, training, professional experiences, performance, and career paths of Florida's educational leaders in the 2011/12 school year. The following are appended: (1) Definition of key terms; (2) Statistical tests; and (3) Movement of school leaders from outside the Florida public school system to inside the system.

This book was released on 2011 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary purpose of this study was to examine the leadership practices of high school principals in the state of Florida who improved student achievement in schools with a 30% or greater economically disadvantaged student rate. The secondary purpose of this study was to examine principal and student demographics of the identified schools and determine what relationship existed between student demographics, principal demographics, and principal practices. The results of this study offered guidance for principals across the state of Florida who struggled to close the achievement gap between economically advantaged and disadvantaged students. To achieve the purpose of the study, a 53 item survey instrument was distributed to principals in high schools that met the characteristics of a 30% economically disadvantaged student population that had shown growth on the 10th grade FCAT Reading test over three years from 2007 - 2009. 50 principals in 10 school districts were contacted. 18 of those principals responded to the online survey, and 5 principals participated in a follow-up phone interview. The survey instrument gathered quantitative data in four subdomains of principal practices: Implementing a Standards Based Coherent Instructional Program; Providing Teacher Support and Encouraging Teacher Collaboration; Engaging Families; and Using Assessment to Improve Student Achievement and Instruction. Quantitative data regarding principal demographics was also collected through the survey instrument. Qualitative data concerning principal practices was gathered through three open-ended response questions on the survey instrument as well as through follow-up phone interviews. The descriptive statistics gathered from responses to the survey instrument showed the highest mean averages for principal practices associated with the following items: Clear vision on student learning outcomes; Set high standards for student learning; Expect teachers to take responsibility for student achievement; and Expect staff to adjust instruction based on various data. The lowest mean averages for principal practices were associated with the following practices: Model exemplary instructional practices; Remove teachers not committed to improving student achievement; Ensure families are engaged in subject-area events; and Use assessment data to determine professional development. In addition to the survey responses, research question one was addressed through the open-ended survey responses and the follow-up phone interviews. The qualitative data collected found the most self-reported best practices under the subdomain of Providing Teacher Support and Encouraging Teacher Collaboration. The most prevalent practices that emerged as a result of the interviews were fostering personal relationships with students and celebrating student success; conducting classroom walkthroughs in a meaningful and purposeful manner; implementing Professional Learning Communities; and reviewing assessment data with teachers to inform instruction. The results of the Mann-Whitney statistical procedure found a significant difference between male and female respondents in the subdomain of Providing Teacher Support and Encouraging Teacher Collaboration. Males scored significantly lower than females. The Spearman correlations found a significant negative correlation between practices in the Teacher Support subdomain and the percentage of disadvantaged students at a school. In other words, the lower the percentage of disadvantaged students in a school, the higher the principal rated Teacher Support as an important practice. The low number of respondents in this study (N = 18) limited the findings as well as the generalizability to schools with similar populations inside and outside of Florida. However, the results may provide guidance for principals in Florida high schools with high economically disadvantaged student populations. The results of this study placed emphasis on the need for principals to have a clear vision for their school and communicate high expectations for their students. According to the results of this study, principals should also find ways to connect with students and celebrate their successes, create avenues for teacher collaboration, and use assessment data to work with teachers in order to inform instructional decisions.

Book excerpt: The purpose of this study was to examine and measure Preparing New Principals Program completers and their readiness to meet the 2011 Florida Principal Leadership Standards. This study was also conducted to identify the Florida Principal Leadership Standards that senior-level school district administrators identified as the most beneficial to future principals in improving student achievement despite increased accountability within the state. A group of 40 senior-level school district administrators who served on the superintendent's cabinet between 2008 and 2011 were sent a perceptual survey regarding the Preparing New Principals Program and the Florida Principal Leadership Standards. Survey participants had the opportunity to voluntarily participate in a structured interview to obtain further information regarding the survey. All data from the surveys and interviews were studied and disseminated to the district for redesigning the school district's principal preparation program.

Book excerpt: The Handbook of Research on the Education of School Leaders brings together empirical research on leadership preparation and development to provide a comprehensive overview and synthesis of what we know about preparing school leaders today. With contributions from the field’s foremost scholars, this new edition investigates the methodological foundations of leadership preparation research, reviews the pedagogical and curricular features of preparation programs, and presents valuable insights into the demographic, economic, and political factors affecting school leaders. This volume both mirrors the first edition’s macro-level approach to leadership preparation and presents the most up-to-date research in the field. Updates to this edition cover recent state and federal government efforts to improve leadership in education, new challenges for the field, and significant gaps and critical questions for framing, researching, evaluating, and improving the education of school leaders. Sponsored by the University Council of Educational Administration (UCEA), this handbook is an essential resource for students and scholars of educational leadership, as well as practitioners, policymakers, and other educators interested in professional leadership. .
