Available in PDF, EPUB and Kindle. Book excerpt: Who governs? On the surface, such a question should be easy to answer by simply reading the law. Taking a deeper examination, it is one of the most hotly contested questions, often without a clear-cut answer. With recent controversies in the United States related to confederate monuments, transgender rights, and unconventional oil and gas development, for example, the answer is: it depends and is subject to change. Intergovernmental Relations: State and Local Challenges in the Twenty-First Century examines the sources behind state-local conflict to better understand where this critical intergovernmental relationship may be breaking down, and to ultimately identify solutions and policy tools that build upon the strengths of state and local governments, mitigate conflicts, and improve the quality of life for citizens. Author Jonathan M. Fisk begins by defining the basic institutional structures and offices and addressing the intergovernmental legal environment. He then offers a framework for understanding possible sources behind state-local conflict, with a recognition that intergovernmental relationships have historical roots, are place-based, and dependent on context, before examining concrete issues that have become ensnared in intergovernmental conflict via case studies including environmental (plastic bags, climate change), social and constitutional (confederate statues, transgender bathrooms), and economic (living wage, affordable housing) to name a few. Each case study possesses its own history, intergovernmental actors, costs, benefits, opportunities, and challenges. Readers are asked to confront difficult questions about property and constitutional rights, intergenerational equity, economic growth, wage fairness, and local democracy. This book offers an ideal supplement for students enrolled in courses on public policy, federalism, state and local government, and public administration.

Available in PDF, EPUB and Kindle. Book excerpt: Unlike other works in the field, Intergovernmental Relations and Public Policy deals with all levels of intergovernmental relations in the United States. Following an introductory section on the intergovernmental setting of public-policy, the book explores federal-state, state-local, and federal-state-local relations. There are discussions of health and safety, natural resources and environmental regulatory policy, federal aid programs, state small community development programs, and many other areas of current concern. Each of the fifteen chapters examines a significant development in contemporary intergovernmental relations, and the authors attempt to focus on the interactions of governmental units, which have a direct effect on the making, implementation, and impact of public policy.

Book excerpt: This book offers an overview of the legal, political, and broad intergovernmental environment in which relations between local and state units of government take place, the historical roots of the conflict among them, and an analysis of contemporary problems concerning local authority, local revenues, state interventions and takeovers, and the restructuring of local governments. The author pays special attention to local governmental autonomy and the goals and activities of local officials as they seek to secure resources, fend off regulations and interventions, and fight for survival as independent units. He looks at the intergovernmental struggle from the bottom up, but in the process examines a variety of political activities at the state level and the development and effects of several state policies. Berman finds considerable reason to be concerned about the viability and future of meaningful local government.

The first edition, published in 1983, was based on three decades of research into intergovernmental affairs and examined the legal, financial, and structural foundations of state-local relations. This new edition adds a fourth decade of research and brings the work up to date through the early 1990s, adding a chapter on state mandates and local governments, reviewing and analyzing the changes in fortune of state and local governments, and the impact of those changes on their relations between each other and between themselves and the federal government.

Book excerpt: This book explores how governments in multi-level states coordinate immigrant integration policies. It sheds light on how the decentralization of immigrant integration to substate regions can lead to conflict or cooperation, and how a variety of factors may shape different approaches to migrants. Immigrant integration is an increasingly important policy area for governments. However, in multi-level states, immigrant integration is rarely the responsibility of the ‘central’ government. Instead, it is often decentralized to substate regions, which may have formulated their own, unique approaches. The way in which migrants are included into one part of a state may therefore be radically different from the experiences of migrants in another. How do multi-level states deal with potentially diverging approaches? This book examines how governments coordinate on immigrant integration in multi-level states. Four multi-level states form the backbone of the analysis: two of which are federal (Canada and Belgium) and two that are decentralized (Italy and Spain). We find that intergovernmental dynamics on immigrant integration are shaped by a variety of factors ranging from party politics to constitutional power struggles. This analysis contributes not only to our understanding of intergovernmental relations in multi-level systems; it also enhances our knowledge of the myriad ways in which different regions seek to include migrants into their societies, economies and political systems. The chapters in this book were originally published as a special issue of Regional and Federal Studies.
