During the past few years, however, it has been impossible to ignore increasingly strident claims that the European Union is in the midst of a crisis. According to this perspective, European institutions do not function well, democracy in the Union is flawed, eurozone problems have reached a critical point, and inward migration, which European institutions seem incapable of handling, is escalating. This book demonstrates that public choice theory can be a suitable analytical tool to examine the European integration process. Public choice theory enables us to ‘de-idealize’ the European integration process and see the interests of individual actors in the process more realistically. European integration and other forms of globalization are not irreversible. For every action, there is an equal and opposite reaction. Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.

Both the ‘methodological Europeanism’ and ‘methodological nationalism’ miss out the important links between economic and political processes at different spatial scales within Europe, and therefore, asymmetries and phenomena of uneven development. In addition, a discussion of possible scenarios which systematically addresses the implications of anti-crisis policies is missing. This volume seeks to close this gap by systematically integrating the analysis of economic policy or ‘technical’ solutions to the crisis within a broader framework of political economy. It argues that combining critical political economy approaches and post-Keynesian perspectives allows for a systematic understanding of the economic and political dimensions of the crisis. Although both approaches have the capacity to deal with asymmetries and uneven development, the heterogeneity in Europe has been an often largely neglected dimension of analysis. However, this recent crisis has shown that this is an essential dimension which has to be addressed in order to better understand the dynamics of European development and integration. Hence, this book aims to deal with asymmetries in Europe and to bridge the gap between the two perspectives. This work will initiate an integrative debate that is crucial for a deeper understanding of the current crisis and is an important resource for all students and scholars of IPE, European political economy and European politics.

This book examines how opposition parties address this dilemma. It relies on a qualitative and quantitative analysis of the behaviour of the opposition parties in parliament, in light of the socio-economic issues that have arisen in recent years. It focuses in particular on the impact that the economic malaise has had on the government-opposition dynamics in the four southern European democracies most acutely hit by the crisis: Greece, Italy, Portugal and Spain, as well as in the European Parliament.
