Book excerpt: In 2015, legislation to improve access to dual-credit programs and to reduce disparities in access and completion--particularly for low income and underrepresented students--was enacted. The new law focused on expanding access to College in the High School but acknowledged issues in other dual-credit programs and reinforced the notion that cost should not present a barrier in selecting the most appropriate dual-credit option for the individual student. The legislation also requires the Council to report on dual-credit programs and recommend additional improvements to improve access and completion. To improve access and quality, education sector partners have collaborated to: (1) Create and adopt rules to ensure quality standards are rigorous and consistently applied in College in the High School; (2) Develop and implement policies to increase consistency in acceptance of Advanced Placement (AP) and International Baccalaureate (IB) scores; and (3) Improve communication tools to support students considering dual-credit options. Though there has been some progress in increasing access to dual credit, differences in participation and completion by race, ethnicity, and income continue to persist. The report provides recommendations for further action to address these disparities. Five appendices are included: (1) Dual Credit Comparison Chart; (2) Public Baccalaureate Sector Resources; (3) Community and Technical College Resources; (4) Washington 45 and Open Education Resources; and (5) Independent Colleges of Washington Advanced Placement Scores Chart.

Book excerpt: A key strategy of the Kentucky Department of Education's and Council on Postsecondary Education's College and Career Readiness Delivery plan is to provide opportunities for high school students to earn college credit. Districts across Kentucky are implementing dual credit programs, but there is little sharing of information about the implementation of these programs. REL Appalachia researchers identified six districts in consultation with Kentucky College and Career Readiness Alliance representatives. Profiles describing each district's dual credit programming were created using data from 45 individual interviews conducted with seven distinct stakeholder groups. Each of the six districts offered dual credit programs, with variations in configuration, course offerings, costs, and student supports. Each of the six districts partners with at least one two-year and one four-year postsecondary institution to offer dual enrollment courses. The most prevalent configuration of courses is where courses are offered at a high school and taught by credentialed high school teachers. In cases where high schools are located near postsecondary institutions, this geographic proximity enhances the ability of school districts to offer a variety of courses and program configurations. Assurance of program quality was limited and varied across postsecondary institutions. Dual credit programs offer students the opportunity to earn college credit at reduced costs, but costs and funding support vary by district, postsecondary institution, and program design. Dual credit programs were viewed favorably and heavily promoted in each district, but their expansion is limited by key challenges. These challenges include needing to (1) increase the number of instructors credentialed to teach dual credit courses; (2) increase access to dual credit opportunities, especially in remote, rural locations; (3) ensure student readiness for college coursework; (4) make dual credit programs affordable for all eligible students across the state; (5) ensure course quality; and (6) provide adequate staffing to effectively manage dual credit programs. The following are appended: (1) Description of study methodology; (2) Key questions from the interview protocols; and (3) District profiles.

Book excerpt: Partnerships between secondary and post-secondary institutions that allow high school students to earn college credit have become an important aspect of the American education system. These dual credit programs may help reduce the cost of college and the time it takes to complete a college degree. In the state of Washington, the enactment of ESSHB 1546 solidified dual credit programs as a legitimate piece of the state's education system. Policymakers advocate for dual credit programs as a means of introducing historically non-dominant populations to college (Taylor, 2015; Tobolowsky, 2016). For many post-secondary institutions, especially community colleges, this is enough reason to establish and offer dual credit programs. From a student success perspective, there are few demographic comparisons on who is utilizing these programs. From an institutional success perspective, there is limited information about whether students are using these programs as a stepping-stone to a 4-year university without completing a degree at the community college. This study is a quantitative evaluation of the impacts of dual credit programs on Washington community colleges and its students. The purpose is to assess relationships that may exist between dual credit programs and community college completion rates. The findings suggest that overall, dual credit programs have positive outcomes for both students and institutions. However, outcomes are not equitable among different demographics. These findings may lead to the consideration of additional or revised questions and further research, which may examine if anything were missing from current legislation.

Book excerpt: Few states have established systems for overseeing dual enrollment programs to encourage institutions to align their practices with quality standards. Five states (Arkansas, Indiana, Minnesota, Iowa, and South Dakota), have established incentives or requirements for post-secondary concurrent enrollment providers to pursue the National Alliance of Concurrent Enrollment Partnerships (NACEP) accreditation as one quality assurance mechanism. NACEP's peer-review accreditation process promotes the implementation of policies and practices to ensure that concurrent enrollment courses offered in the high school are the same as the courses offered on the sponsoring college campus. A number of states are currently designing or redesigning dual enrollment oversight systems, including Indiana, Colorado, Kentucky, Ohio, Oregon, Montana, and Wyoming. While prior studies by the Education Commission of the States, the Community College Research Center, and the Western Interstate Compact for Higher Education have examined dual enrollment policies across the 50 states, none have looked in depth at the processes by which states conduct program oversight. This report is designed to fill that void, by illuminating dual enrollment oversight and review strategies among the following state-level entities: (1) Florida Department of Education; (2) Illinois Community College Board; (3) Oregon Dual Credit Oversight Committee; (4) South Dakota Board of Regents; (5) Utah System of Higher Education and Utah Office of Education; and (6) Virginia Community College System. The report presents these six as in-depth case studies, and does not evaluate or judge the practices. NACEP does not take a position favoring a particular form of dual enrollment program oversight, and instead offers this report to help further knowledge and understanding of state-level policies and practices that advance the goal of seamless education through secondary and post-secondary collaborations. Book excerpt: The limited research that incorporates a mixed-method approach on dual credit and the impact on students, especially Black and Latinx students, creates an opportunity to contribute to the knowledge within the field. As advanced courses such as dual credit have increased in popularity since the 1970s (Kravitz, 1994), many stakeholders have brought up concerns about the equity, accessibility, and rigor of these courses (Troutman, Hendrix-Soto, Creusere, & Mayer, 2018; Miller et al., 2018). A rising number of states have passed legislation to expand dual credit, which accentuates student exposure to collegiate courses. However, much of the legislation outlines little to nothing about supportive measures or benchmarks for those institutions delivering dual credit courses (Durosko, 2019). As states, districts, and post-secondary institutions boost investment in this approach, additional evaluation is warranted because the goal is to amplify the matriculation and success of students who take advantage of college courses in high school, with an emphasis on those at-risk student populations. This method of career preparation has been heralded as a universally beneficial platform for all students who participate. Based on this increased belief in the success of such courses, enrollment in dual credit courses exploded with an increase of over 68% from the early 2000s to 2011 (Thomas et al., 2013). This study examined the impact of a dual credit program on students’ academic performance in an urban school district. Specifically, the study was designed to identify and isolate those specific program elements – postsecondary matriculation, course performance, and participant perception of the program – while evaluating differences in outcomes between racial groups. Surveys, focus groups, and existing student performance data were used in this study. Subjectivism is the epistemology that informs this research and is guided by the interpretivism theoretical perspective (Crotty, 1998). Interpretivism can be defined as different people experiencing and understanding the same “objective reality” differently (O’Donoghue, 2006). Findings indicate that dual credit courses can help improve matriculation rates and the perception of a college of participants. Book excerpt: In response to the rising cost of higher education, as well as the average time of six years to obtain a 4-year bachelor's degree, lawmakers, educators, and students have turned to credit-based collegiate programs as a potential solution. Dual credit is the most popular means to accumulate college credits at a lower cost. The body of research is limited concerning the impact that dual credit hours have for students once they leave the high school environment and enroll at 4-year universities. Specifically, there is limited data on the articulation of dual credit to student degree plans at the postsecondary level. In this study, the articulation patterns of dual credit courses to student degree plans in a public Texas institution of higher education were examined. The majority (91.94%) of dual credit courses counted towards student degree credit. Sixty-one of the 757 dual credit courses examined for this study were not articulated for student degree credit. Dual credit courses designated as core were more likely to articulate for student degree credit than dual credit courses that were designated as non-core. This study found that the lack of consistent General Education Core requirements between the Texas Higher Education Coordinating Board, the differences in the requirements of the institutions providing the dual credit programs, and the differences in the requirements of the institutions of higher education granting bachelor’s degree resulted in core dual credit courses that were not articulated for student degree credit.
