Book excerpt: Non-lethal weapons (NLWs) are designed to minimize fatalities and other undesired collateral damage when used. Events of the last few years including the attack on the USS Cole have raised ideas about the role NLWs can play in enhancing support to naval forces. In particular to what extent and in what areas should Department of the Navy (DoN) -sponsored science and technology (S&T) provide a research base for developing NLW capabilities? To assist with this question and to evaluate the current NLWs program, the Joint Non-Lethal Weapons Directorate (JNLWD) and the Office of Naval Research (ONR) requested the National Research Council perform an assessment of NLWs science and technology. The report presents the results of that assessment. It discusses promising NLW S&T areas, development accomplishments and concerns about NLW, and series of recommendations about future NLW development and application.

Such devices have meant that many armed forces and law enforcement agencies are able to act against undesirables without being accused of acting in an inhumane way. Topics for discussion in this volume include: an overview of the future of non-lethal weapons; emerging non-lethal technologies; military and police operational deployment of non-lethal weapons; a scientific evaluation of the effectiveness of non-lethal weapons; changes in international law needed to take into account non-lethal technologies; developments in genomics leading to new chemical incapacitants; implications for arms control and proliferation; the role of non-lethal weapons in human rights abuses; conceptual, theoretical and analytical perspectives on the nature of non-lethal weapons development.

Book excerpt: "This study evaluates the potential for non-lethal weapons to become viable tools for the air support of ground forces in military conflicts. During the Cold War, the US Air Force developed conventional air-support aircraft and munitions to fight Soviet mechanized infantry and armor in the central plains of Europe. Since the end of the Cold War, the United States increasingly confronts adversaries in situations where it is not in the national interest to use destructive force. In response to this new security environment, the Department of Defense has established the Joint Non-Lethal Weapons Program and deployed a myriad of non-lethal devices to conflicts around the world. All non-lethal weapons in the US armed forces, however, are ground weapons and are severely limited in range. Aircraft could provide the perspective and added range joint force commanders desire; thus, this thesis explores the potential for aircraft to provide non-lethal force options."--Abstract.

Book excerpt: The nature of warfare has changed! Like it or not, terrorism has established a firm foothold worldwide. Economics and environmental issues are inextricably entwined on a global basis and tied directly to national regional security. Although traditional threats remain, new, shadowy, and mercurial adversaries are emerging, and identifying and locating them is difficult. Future War, based on the hard-learned lessons of Bosnia, Haiti, Somalia, Panama, and many other trouble spots, provides part of the solution. Non-lethal weapons are a pragmatic application of force, not a peace movement. Ranging from old rubber bullets and tear gas to exotic advanced systems that can paralyze a country, they are essential for the preservation of peace and stability. Future War explains exactly how non-lethal electromagnetic and pulsed-power weapons, the laser and tazer, chemical systems, computer viruses, ultrasound and infrasound, and even biological entities will be used to stop enemies. These are the weapons of the future.

Available in PDF, EPUB and Kindle. Book excerpt: Too often, military and law enforcement authorities have found themselves constrained by inadequate weaponry. An emerging category of 'non-lethal weapons' carries promise for resolving this dilemma, proffering new capabilities for disabling opponents without inflicting death or permanent injury. This array of much more sophisticated technologies is being developed, and could emerge for use by soldiers and police in the near future. These augmented capabilities carry both immense promise and grave risks: they expand the power of law enforcement and military units, enabling them to accomplish assigned missions with greater finesse and reduced casualties. But they may also be misused - increasing maligned applications and inspiring leaders to over-rely upon a myth of 'bloodless combat'. This book explores the emerging world of non-lethal weapons by examining a series of case studies - recent real-world scenarios from five confrontations around the world where the availability of a modern arsenal might have made a difference.

Book excerpt: The purpose of this paper is to promote understanding of and research into a new category of weapons, designated "nonlethal" by the military services. These weapons are also classified as "less-than-lethal" or "less-lethal" by law enforcement agencies. National security experts consider these weapons increasingly important in the post-war Cold War era. This type of weapon has been used throughout history, but was given new emphasis during the Vietnam War era. Law enforcement agencies and Army national guard units relying upon traditional forms of politico-military force were ineffective in countering US domestic civil unrest. As similar types of conflict, now many magnitudes greater, seem to dominate international politics since the end of the Cold War, this type of weapon takes on increasing importance. -- page ix.

Book excerpt: The U.S. military does not believe its soldiers, sailors, airmen, and marines should be engaged in combat with adversaries on a "level playing field." Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.

Book excerpt: By providing an intermediate option between "don't shoot" and "shoot," the Task Force observes, nonlethal weapons (NLW) have enormous potential in the new military roles of modern combat. Wider integration of existing types of NLW into the U.S. Army and Marine Corps could have helped to reduce the damage done by widespread looting and sabotage after the cessation of major conflict in Iraq. This Independent Task Force report on Nonlethal Weapons and Capabilities finds that incorporating these and additional forms of nonlethal capabilities into the equipment, training, and doctrine of the armed services could substantially improve U.S. military effectiveness.

Book excerpt: Presenting alternative methods of conflict resolution, this examination of the philosophy of peace presents nonlethal weaponry as a solution to the destructiveness of war. Conventional lethal weapons and weapons of mass destruction evolved into an unprecedented 900 billion dollar a year defense industry. This industry and its war makers have taken the lives of an estimated 170 million human beings in this century. A new approach appropriate to the new world order must be found. This study provides a historical analysis of weapons and forces in this century and traces the development of nonlethal technologies and weapons. It is the first work to present nonlethal weaponry in the framework of recognizable scenarios based on current world events that show the applicability of current available nonlethal weapons and technology to serve as a force to be reckoned with in a highly politicized world. Morehouse argues that nonlethal weapons and technology could and should become forces for peace in the 21st century.

ABSTRACT: Human effects considerations and data are important to nearly every aspect of Non-Lethal Weapon (NLW) development, effectiveness assessment, and deployment, as well as to assuring human health and safety during NLW evaluation, testing, training, use, and maintenance. In response to NATO RTO tasking, based on the recommendations of the 2000 Defence Capabilities Initiative, to support preparations for a NATO NLW capability, the Human Factors and Medicine Panel (HFM) formed HFM-073 "The Human Effects of Non-Lethal Technologies (NLT);" this Technical Report addresses the conclusions and recommendations of HFM-073. HFM-073 addressed the human effects of NLTs from the perspective of both the target (effectiveness and non-lethality) and the operator/bystander (fratricide, injury, long-term health effects). A summary of NLT technologies and a Glossary of terms important to the human effects of NLT are included in the Report. The complicated issue of policy approval for new NLWs is addressed and the implications of NLWs on training and field medicine are reviewed. Special attention is directed to the issues involved in obtaining target response data of the type, quality, and quantity that would satisfy the methodology and models being developed by another NATO RTO Panel, SAS-035 "Non-Lethal Weapons Effectiveness Assessment;" Human Effects information, in all its dimensions, is critical for the success of NATO's implementation of a NLW capability. The HFM Panel is the only RTO organization able to support NATO in this area.
